Hebrew media revealed today, Saturday, details of U.S. President Donald Trump's plan to end the war in the Gaza Strip, which consists of 21 points and includes the release of all prisoners within 48 hours of the agreement, in exchange for a gradual withdrawal of Israeli forces from the area.
The newspaper "Israel Hayom" quoted a source familiar with the proposal presented to Arab leaders earlier this week, stating that it is likely to be passed through the Qataris to the negotiating team in Doha.
It noted that Trump expressed optimism about resolving the conflict, saying that the negotiating parties are "very close" to reaching an agreement, while Israeli Prime Minister Benjamin Netanyahu pledged to continue the war.
It clarified that Arab leaders generally support the plan, although they do not consider it ideal, as the source confirmed they wish to end the conflict as quickly as possible.
According to "Israel Hayom," the new details of the proposal included the absence of a specific timeline for the withdrawal of occupation forces from Gaza, a clear commitment not to attack Qatar again, no forced displacement from the area, and a call to exclude Hamas from any future role in the government.
The plan also stipulated two levels of interim governance: a comprehensive international body and a Palestinian committee, without specifying a timeline for transferring leadership to the Palestinian Authority.
The newspaper added that the proposal indicated the role of the United Nations in providing humanitarian aid, but did not include any mention of a humanitarian aid fund, nor did it stipulate U.S. support for establishing a Palestinian state, merely acknowledging that this is a "pure Palestinian aspiration."
The newspaper pointed out that a senior official in the Trump administration stated days ago that Hamas requested a ceasefire for 60 days, which Egypt supported despite its doubts about the U.S. response.
The newspaper reported that talks involving Cairo are still exploring the possibility of halting operations in Gaza City and allowing additional humanitarian aid to enter.
According to what "Israel Hayom" reported from an Egyptian official, these efforts seem largely futile due to the "U.S. disregard for violations," adding that the potential improvement in the flow of supplies to Gaza may only aim to alleviate international criticism.
For its part, the "Times of Israel" published the full text of Trump's plan, and here are the 21 points on which the plan is based.
1. Gaza will be a region free of "extremism and terrorism" and will not pose a threat to its neighbors.
2. Gaza will be redeveloped for the benefit of its residents.
3. If both parties agree to the proposal, the war will end immediately, and Israeli forces will halt all operations and gradually withdraw from the area.
4. Within 48 hours of Israel publicly accepting the agreement, all living and deceased hostages will be returned.
5. Once the hostages are returned, Israel will release several hundred Palestinian security prisoners sentenced to life imprisonment and more than 1,000 Gazans who have been detained since the beginning of the war, in addition to the bodies of several hundred Palestinians.
6. Once the hostages are returned, amnesty will be granted to Hamas members who commit to peaceful coexistence, while members wishing to leave the area will be given safe passage to receiving countries.
7. Once this agreement is reached, aid will flow into the area at rates no less than the standards set in the hostage agreement made in January 2025, which included 600 aid trucks daily, along with the rehabilitation of vital infrastructure and the entry of equipment for debris removal.
8. Aid will be distributed - without interference from either party - by the United Nations and the Red Crescent, along with other international organizations not affiliated with Israel or Hamas.
9. Gaza will be governed by a temporary transitional government of Palestinian technocrats who will be responsible for providing daily services to the residents of the area. A new international body created by the United States in consultation with Arab and European partners will oversee the committee. It will establish a framework for financing the reconstruction of Gaza until the Palestinian Authority completes its reform program.
10. An economic plan for the reconstruction of Gaza will be developed through meetings of experts experienced in building modern cities in the Middle East and by considering existing plans aimed at attracting investments and creating job opportunities.
11. An economic zone will be established, with reduced tariffs and access rates to be negotiated by the participating countries.
12. No one will be forced to leave Gaza, but those who choose to leave will be allowed to return. Furthermore, Gazans will be encouraged to stay in the area and provided with the opportunity to build a better future there
