Abu Rudeineh said: In light of the Israeli lack of commitment to the Aqaba and Sharm el-Sheikh understandings - the leadership announces that these understandings are no longer useful and no longer exist.


The leadership also decided to immediately go to the UN Security Council to implement Resolution 2334 and the resolution on international protection for the Palestinian people, stop unilateral measures, impose sanctions on the occupying state, and call on the International Criminal Court to expedite the decision on cases referred to it.

In light of the latest ongoing developments, the brutal attack today on the camp and city of Jenin, the attacks on Palestinian cities, villages and camps, the settlers’ terror, the barbaric arson in Turmusaya, Umm Safa and Orif, and before that in Hawara and other locations, the fall of dozens of martyrs and hundreds of wounded, and the continuous violations of The occupying power and the extremists of Al-Aqsa Mosque, and the decisions taken by the occupation government regarding accelerating settlement, measures of racial discrimination and economic constraint, and derogating from its obligations under the signed agreements, resolutions of international legitimacy and international law, and in light of the lack of international response to deter Israel and provide protection for our people, we salute To our heroic people in Palestinian villages, camps, and cities, who stand up with their bare chests to the occupation army and settler terror, we decide the following:


1- Calling the Secretaries-General for an emergency meeting, to agree on a comprehensive national vision and unite the ranks to confront the Israeli aggression and respond to it.


2- Cessation of all contacts and meetings with the Israeli side.


3- Continue to stop security coordination.

4- The continuation of the popular committees in defending cities, villages and camps, and all Palestinian agencies and bodies must take their role in the task of defending the Palestinian people.


5- The Palestinian leadership affirms the right of our people to defend itself, and that the task of the Authority with its various institutions is to protect the Palestinian people, and to put all its capabilities for this purpose, and everyone must shoulder their responsibilities in this field, with an emphasis on adherence to international legitimacy and international law.


6- In light of the Israeli non-compliance with the Aqaba and Sharm el-Sheikh understandings - the leadership declares that these understandings are no longer valid and no longer exist.


7- Adhering to the Palestinian national constants and to the Palestine Liberation Organization as the sole and legitimate representative of the Palestinian people, adhering to international legitimacy, and continuing to work for the State of Palestine to obtain its full membership in the United Nations, and to obtain more international recognition of it.


8- The immediate direction of the UN Security Council to implement Resolution 2334 and the resolution on international protection for the Palestinian people, to stop unilateral measures, and to impose sanctions on the occupying power.


9- Calling on the International Criminal Court to expedite the decision on the cases referred to it.


10- Calling on Palestinian families to file cases before the International Criminal Court (ICC) against the Israeli occupation forces for the massacres and killings they carried out against their innocent civilians.


11- Demanding the cessation of Israel's membership in the United Nations due to its failure to implement Resolutions 181 and 194.


12- Bringing cases against the occupying state for the crimes it committed, which it bears responsibility for during its occupation.


13- Raising lawsuits against Israel for the massacres it committed, the destruction of villages and the displacement of the Palestinian people during the Nakba period.


14- An immediate call for the ongoing international commission of inquiry in the Human Rights Council to investigate and refer its findings regarding the responsibility of the occupation for these massacres and acts of terrorism to the International Criminal Court and the Security Council.


15- Completion of joining the rest of the UN and international organizations.


16- Filing cases against America and Britain because of the Balfour Declaration and requesting recognition, apology and compensation.


17- Legalizing the relationship with the US administration.


18- Movement on the Arab, Islamic and international levels in order to support the Palestinian position.

There is no doubt that there has been an intractable financial crisis for the Authority for several years as a result of Israel stealing the clearing funds that it collects on behalf of the Authority on Palestinian imports through Israeli ports, which it is supposed to transfer to the Authority on the one hand, and as a result of the decline in international financial support provided to the Authority, especially Arab support, as some countries stopped The Arab League has completely failed to fulfill its financial obligations to support the authority, in addition to rumors of financial mismanagement and the lack of a financial policy based on a non-negotiable scale of national priorities.

In any case, it is strange that the financial situation of the Authority continues according to the current data and the continuation of the separation between the financial situation and the political situation, and between the conditions that prevailed at the time of the establishment of the Authority and what these conditions have become after three decades of the establishment of the Authority.


The Authority was established in 1995 as a transitional body whose term expires with the end of the final status negotiations and the end of the process of transferring West Bank areas from the temporary classification B and C to become most of the Authority's areas "A", with the exception of settlements and military sites.


In the atmosphere of astonishment that accompanied the start of the political process and the revival of hopes that the region is on the way to resolving the most complex regional and even international problems, and I mean the Palestinian cause, the international community, especially Europe, America and the Arab countries, took the initiative to provide financial, technical and logistical support to the Authority to enable it to build its institutions as a state on the road.


Despite the failure of the political process and the cessation of the transfer of land to the authority, the authority continued to practice its work as a rule and proved the correctness of the saying that "nothing is permanent more than the temporary."


Today, the picture of the existing reality on the ground differs from what it was when the Authority was established, as the intensive settlement activities left no place on the ground for the establishment of a Palestinian state, and the number of settlers and settlements has multiplied dozens of times, and the talk of establishing a Palestinian state alongside Israel on the armistice lines of 1949 has become the norm. On it in the name of the 1967 borders is impossible if this situation continues as it is.


Many believe that, in light of this fact, there is no longer any justification for the continued adherence to the survival of the Palestinian Authority, because its continued existence constitutes misleading to world public opinion, as it suggests to it that the Palestinian issue has been resolved and that what is left of it is more like a border dispute, and this is a common and natural matter in international relations. .


Those who hold this opinion believe that the authority’s powers have been eroded, and it is left with nothing but to bear the burdens of the daily life services of the population on behalf of the occupation, and that the material support provided to the authority from donor countries and the taxes that the authority collects from citizens constitute, in fact, material support for the occupation and bear burdens on his behalf. Therefore, it must announce its cessation of work and place these burdens on the occupation.


This point of view may seem logical at first sight, but we have to ask ourselves: What is the alternative to dissolving the PA?
An Israeli answer exists, and the plan to liquidate the Authority is put into actual implementation towards liquidating the Authority and uprooting the idea of ​​establishing a Palestinian state from its roots, as Netanyahu said a few days ago, continuing with the plan to build and expand settlements, and continuing to put pressure on the Palestinians to force them to leave. It can be said that everyone who calls for the dissolution of the PA without having an alternative plan that fulfills the aspirations and aspirations of the Palestinian people for liberation from the yoke of occupation is identifying with the Israeli plan and offering the service to facilitate its implementation, intentionally or unintentionally.


The crime of converting a national case into a financial one
At the same time, it is a crime against our people that its national cause, for which thousands of martyrs, wounded, and prisoners sacrificed itself, has turned into a material cause without a horizon and a political and militant action plan put into practice, and that the matter is limited to searching internally for a solution to the financial crisis, at the expense of our people, whether through By exhausting him with taxes and boasting about the high rate of internal collection, or neglecting his natural resources, which are his right and may not be shared with him by any other party.


As we discuss the humiliation and weakness of the organization and the authority, we must ask ourselves what we have contributed to achieving this.


The Liberation Organization was established as a national title for the Palestinian people, and the recognition of 138 countries in the world out of 193 member states of the United Nations, or about 71% of the international community, led to achieving international recognition of this national title, which constitutes recognition of the national national identity of the Palestinian people.


Despite this remarkable moral achievement of the Palestinian people, a process of marginalization of the organization and emptying it of its content has begun, and its status has reversed from being the umbrella under which the Palestinian Authority stands until the leadership of the authority becomes de facto the one that controls the organization. The fact that the Fatah movement dominates the authority and the organization together helped empty the organization and centralize all powers in the hands of one person, who is the head of the organization, who is at the same time the head of Fatah, the head of the PA, and the head of everything. Both the organization and the authority followed two parallel paths of weakening and emptying of content until they reached what the situation has become today.


Today we are at a historic crossroads, and we must decide in which direction to go. Either we will continue to cling to the authority that has become powerless, and we will cling to the ghost of the organization that we ourselves have weakened, dwarfed its role and turned it into a framework for occasions only, and we will continue to run after the mirage of a political solution and the alleged political horizon, and we will continue to provide free service to the occupation, whether on the security level or in terms of exempting it from His international duties are to bear the financial burdens required to achieve the well-being of the occupied people, or we confront the fierce attack by the occupation against our existence and our cause and adopt the slogan of rejecting the occupation in word and deed until it is defeated and recedes from our occupied land and we enjoy freedom, independence and sovereignty over our national soil.


We need a comprehensive national dialogue, from all platforms and away from security repression and silencing mouths, in order to open up to each other and reach a state of confidence that establishes unified national action, more like a single broad front that includes all the colors of our people's spectrum.

Neither Israel is able to swallow the Palestinian situation, no matter how weak it is, nor is the region able to avoid the catastrophic repercussions of the “chaotic” Palestinian situation, nor the world, which is very comfortable with the current stalemate, will continue to be satisfied when the Palestinian-Israeli track turns into an impossible state of chaos, violence and loss of control.

In order for the prohibited danger not to occur, there must be a proactive action that does not wait for the disaster to occur until it thinks about finding solutions to it, when it is too late.

Faced with this situation in which the occupying state persists, we are at a clear and obvious crossroads. Either we unite in facing the crimes of the occupation, or we remain as it is of division and fragmentation that only the occupation benefits from, which sees in this its opportunity to work to resolve the conflict in its favour.


In order to get out of this current situation, what is required now is a comprehensive national dialogue that includes all forces, parties and movements as well as national and independent personalities. All issues are discussed, foremost of which is ending the devastating division, developing a unified action strategy with the approval of everyone, and starting work to implement it as soon as possible, especially since the current time is not It works for the benefit of our cause despite our people's confrontation with their bare chests against the occupation forces and herds of settlers who wreaked havoc and havoc on the land in front of the eyes and ears of the world, which suffices to issue statements of denunciation and denunciation that do not fatten or satisfy hunger. He cannot be complacent or accept the existence of the occupation on his land, refuse to leave it, and make huge sacrifices in order to achieve his goals of leaving the occupation and establishing his independent state with Jerusalem as its capital.


Will the factions, forces and the Palestinian Authority respond in order to call for a comprehensive national dialogue, which is the only way now to restore Palestinian affairs to their former state of national unity through which our people were able to achieve important achievements on the road to achieving complete freedom and independence?


Time is running out, and history will not be merciful to anyone who fails to rearrange the Palestinian internal house on the basis of unity, because it is the one that will achieve achievements and also victory over the occupation and its crimes, along with the herds of settlers.


Let us rise to the level of the challenges facing our people and their national cause, and give priority to the supreme national interest over any other interests. At this stage, which is alien to us, we are most in need of a comprehensive national dialogue on the grounds of confronting the occupation and thwarting its liquidation projects and attempts to resolve the conflict in its favour.

Osaily indicated that the departure tax through the Karama crossing was raised to 167 shekels at the beginning of this year, 50% of which is paid to the Palestinian Authority, according to the Paris Economic Protocol, explaining that when it was 26 dollars, 13 dollars were given to the authority, and today, after it reached 52 dollars, he is still paying The Palestinian side gets 12 dollars, pointing out that the Palestinian side wants about one billion shekels as dues from the departure tax.
