Yoav Galant: The goal of the war on Gaza is not to control the Strip permanently

Israeli Defense Minister Yoav Galant said on Saturday that the Israeli war on the Gaza Strip does not aim to control the Strip permanently, but rather to undermine the capabilities of the Hamas movement and end its control over Gaza.

Israel wants a “security envelope” that guarantees the absence of Hamas on its borders after the war

The Israeli commentator pointed out that the occupation army concluded that slow progress in the Gaza Strip contributes to harming the "enemy's" capabilities to a greater extent than rapid military operations.

An Israeli official told Reuters the military was abiding by international law and was intent on destroying the militant group Hamas. Foreign Ministry Deputy Director General Oded Joseph told Reuters that Israel remained intent on freeing those held hostage by Hamas and destroying the militant group.

Israel's bombardment and invasion of Gaza has killed over 15,000 Palestinians, according to Gazan health officials. It was launched in retaliation for an attack by Hamas militants on Oct. 7 that killed 1,200 Israelis and foreigners, and led to 240 hostages being taken into Gaza.

Egypt Concerned by US Plan to Displace Palestinians to Neighboring Countries

Cairo fears that Israel is continuing its efforts to displace the Palestinians from the Gaza Strip, pushing them by various means towards Egyptian territory and other nearby countries. 


Israel Hayom newspaper published this week a report saying Israel submitted a new initiative to the US Congress calling for conditioning American aid to Arab countries on their willingness to receive refugees from Gaza.

The Israeli proposal, which reportedly has support from senior officials in Republican and Democratic parties, calls on the US to condition foreign aid to Egypt, Iraq, Yemen, and Türkiye for accepting a certain number of refugees.

It said those countries will accept “voluntary, not forced” migration of Palestinians to their territories. Egyptian President Abdel Fattah al-Sisi has already categorically rejected a forced resettlement of Palestinians in his country. He has expressed his country’s “rejection and denouncement of policies of displacement or attempts to eradicate the Palestinian cause at the expense of neighboring countries.” 

Earlier this week, Egyptian Foreign Minister Sameh Shoukry said forced displacement remains a goal for Israel, “as it seeks to drive Palestinians from their land by making life in the Gaza Strip impossible.” 

In the early stages of the war on Gaza, the US administration announced it would oppose the forced displacement of Gaza residents from the enclave. 

On Friday, Israel Hayom said the Israeli proposal was shown to key figures in the House and Senate from both parties. It said Rep. Joe Wilson has expressed open support for it and described the proposal as “the only moral solution to ensure that Egypt opens its borders and allows for the refugees to flee from the control of Hamas and Israel.” 

Wilson said the US Government provides Egypt with approximately $1.3 billion in foreign aid, and these funds can be allocated to the refugees from Gaza who will be allowed into Egypt. He noted that Egypt should not shoulder the entire burden, but other regional countries should chip in. “Iraq and Yemen receive an approximate $1 billion in US foreign aid, and Türkiye receives more than $150 million,” he said, adding that each of these countries receive enough foreign aid and have a large enough population to be able to accept refugees adding up to less than 1% of their population.


Former Egyptian Foreign Minister Nabil Fahmy described the proposal as a “political hallucination,” noting that Israelis have for years adopted a strategy aimed at decreasing the Palestinian populations in Gaza and the occupied West Bank. Fahmy told Asharq Al-Awsat that even if Washington adopted such a proposal, Egypt firmly rejects any measures to eradicate the Palestinian cause, including the forced displacement of Gazans.


Last month, Cairo publicly condemned Israel’s far-right finance minister, Bezalel Smotrich, who said the “voluntary migration” of Palestinians is the “right humanitarian solution” for Gaza.


Smotrich was commenting on an op-ed piece written by Danny Danon and Ram Ben-Barak published for the Wall Street Journal last month, calling for “countries around the world to accept limited numbers of Gazan families who have expressed a desire to relocate.” 

On Friday, Rakha Ahmed Hassan, a member of Egypt's foreign affairs committee, who served as the country's ambassador to Germany, described the new proposal referred to by Israel Hayom as “unrealistic.” Hassan told Asharq Al-Awsat that the displacement of Palestinians could not be compared to hosting of Syrian refugees by Egypt and other countries. “The Syrian crisis is temporary and the displaced Syrians will return home.”


However, he said, sending Palestinians from Gaza to neighboring countries means the complete eradication of the Palestinian cause and the end of “any hopes to establish an independent state.”

United Nations: Hepatitis C outbreak in shelters in the Gaza Strip

The United Nations said today (Saturday) that it had detected an outbreak of hepatitis among displaced Palestinians inside shelter centers in the Gaza Strip as Israel’s attacks continued since October 7.


The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported in a statement that an outbreak of hepatitis C was detected in shelters affiliated with the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).


The statement stated that United Nations teams provided about 10,000 medical consultations daily in shelters hosting displaced persons, while 12,000 children received vaccinations in UNRWA shelters since the fourth of last month.


He pointed out that the access of residents in Gaza City and its north to water for drinking and household purposes has not improved, as most of the main water production facilities remained closed due to fuel shortages and some also due to damage.


Water is primarily available from small private wells and UNRWA wells, amid serious concerns about waterborne diseases due to water consumption from unsafe sources.


The World Health Organization stressed that civilians in Gaza need protection, food, clean water, shelter, sanitation, and medicine, warning that overcrowding resulting from the mass displacement of residents and unsafe living conditions increase the risk of disease.


This is being done while four hospitals in Gaza City and its north are operating partially and receiving patients, with only limited services. Two other hospitals provide dialysis services for kidney patients only.


According to the United Nations, none of the hospitals in Gaza City and its north have the capacity to perform surgical operations.
Meanwhile, Director General of the Ministry of Health in Gaza, Munir Al-Bursh, stated that the health system in the Strip is witnessing a complete collapse in light of a severe shortage of medical capabilities and life-saving means.


Al-Barsh said that Israel's attacks after the end of the temporary humanitarian truce yesterday "are more brutal and severe in light of the indiscriminate bombing and destruction of homes over the heads of their residents for the purpose of premeditated killing."


He explained that the escalation of attacks comes as the health sector in Gaza is exposed to extremely dangerous and complex conditions due to it being directly targeted in Israeli attacks, which led to the closure of more than 26 hospitals and 55 health centers.

In addition, - the military expert says - the Al-Qassam Brigades have 3 brigades that have not participated in the battles yet (the Al-Wasat Brigade, the Khan Yunis Brigade, and the Rafah Brigade), and all of them are fully prepared for the battle, according to his expression.


Regarding the resistance options in the new phase of the war, Al-Duwairi said that they are more open than the war in the north, because the south is open and sparsely built, which gives an advantage to the defenders and will make the response more powerful.


Al-Duwairi stressed that the goal of eliminating the Hamas movement, which Israel claims, is almost impossible, except by wiping out Gaza from the face of the earth, adding, "Israel's declared goals are not commensurate with the operational situation so far."


The Al-Qassam Brigades had said that they were clashing with Israeli forces in several places, including: Sheikh Radwan and near the Gaza coast, confirming that they had targeted tanks, concentrations and troop carriers, and caused losses among their ranks. Harris charts Washington's vision for post-conflict Gaza at COP28

Today, Saturday, US Vice President Kamla Harris will present the main American goals when the conflict between Israel and Hamas ends, and will stress the necessity of reuniting the Palestinian people in Gaza and the West Bank in the end under one ruling entity.


Harris will participate in a series of meetings at the United Nations Climate Change Conference (COP28) in Dubai after US President Joe Biden sent her to represent him at the summit while he focuses on the war between Israel and the Palestinians.


The White House said Harris would carry a message about post-conflict Gaza as the region faces the repercussions of the war that has turned the Middle East upside down.


A White House official said: "It will emphasize that any plan for the post-conflict phase in Gaza must include a clear political horizon for the Palestinian people and ensure the reunification of Gaza and the West Bank under one entity."


The Western-backed Palestinian Authority rules parts of the West Bank. Hamas took control of the Gaza Strip in 2007 from the Fatah movement, led by President Mahmoud Abbas, and has governed the Strip since then.


Harris' role in the administration is being watched increasingly closely as Biden (81 years old) runs for a second presidential term. She was tasked with helping to address a series of major challenges such as immigration, abortion and voting rights from home.


How post-conflict Gaza should realistically be managed is an issue that confounds regional leaders and Middle East experts.


The future of the Palestinian Authority

In her statements later on Saturday, Harris will express the United States' desire to return to the truce between Israel and Hamas in order to remove more hostages from Gaza and get humanitarian aid flowing again.

The United Nations commemorated the International Day of Solidarity with the Palestinian People, which is organized annually to coincide with the day on which the General Assembly took its decision known as the decision of partition of Palestine. The Permanent Representative of the State of Palestine to the United Nations, Riyad Mansour, delivered a speech of the President Mahmoud Abbas in which he expressed his appreciation to the peoples of the world who stood with our people and their right to freedom and independence, and Mansour opened an exhibition entitled “Palestine is a land with a people” in response to the arrogance of the occupation and its denial of our presence on our land. He stressed that nearly six million Palestinians are still refugees to this day.
On this day, marches in support of Palestine and its rights took place in many capitals of the world, during which the demonstrators carried banners of support for Palestine and its rights and rejection of the Israeli occupation and all its practices.
During the president's meeting with US Secretary of State Anthony Blinken, the president asked him to work to stabilize the ceasefire in Gaza. This is something that Israel works to violate daily, with continuous bombing, demolition of homes, and the fall of hundreds of dead and wounded, especially in the Gaza Strip, even though the West Bank is also exposed to continuous attacks, especially from settlers who steal the land and work to displace our people from their homes, cities, and villages, and then plunder what is located on it. 
The International Day of Solidarity with our People must be an effective support for Palestine and the protection for Palestinian people, especially children, thousands of whom have been killed since the beginning of these attacks.
France, through the Ministry of Foreign Affairs, called for the imposition of sanctions on settlers who attack Palestinian citizens while stealing land. The Spanish Prime Minister also called for recognition of the Palestinian state as a necessary step for stability in the region, and it is in Europe’s interest for a moral reason , this is a positive position for Spain and must be understood by the international community in general.
Last but not least, this International Day of Solidarity with Palestinian People is considered positive and confirms what we have been seeking and demanding for years.

Israel wants a one-day truce in exchange for the release of more women and children detained in Gaza, according to the Israeli Broadcasting Authority.
