The UN Secretariat officially informed member states of the nomination of Ugandan Olara Otunnu, 75, to be the latest face to join the list of contenders for the highest international office.
Otunnu carries a long diplomatic legacy, having previously served as Under-Secretary-General and Special Representative for Children and Armed Conflict during Kofi Annan's tenure. He also represented his country as a delegate to the United Nations and briefly held the foreign affairs portfolio, making him a candidate with deep experience within the international organization's corridors.
On the domestic political front, Otunnu ran in the Ugandan presidential elections in 2011, representing the opposition 'Uganda People's Congress' party. Despite his loss to current President Yoweri Museveni, his political and international career has enhanced his presence as a figure capable of competing in global forums.
The current list of candidates includes prominent names from various continents, among them Michelle Bachelet from Chile, María Fernanda Espinosa from Ecuador, and Rafael Grossi from Argentina. The list also includes Rebeca Grynspan from Costa Rica, Caroline Rodrigues-Birkett from Guyana, in addition to former Senegalese President Macky Sall.
This electoral cycle highlights a notable female presence, with women forming a majority among the first six candidates. This trend reflects a growing international desire to break the male monopoly on the position, which has lasted for 81 years since the organization's founding after World War II.
Practical selection procedures are scheduled to begin on July 30, when the UN Security Council will hold its first secret and closed voting sessions. These rounds aim to gauge the opinions of member states and identify the candidates who enjoy the greatest international consensus before proceeding with the final recommendation.
The process of selecting the Secretary-General is complex, requiring the candidate to obtain at least nine votes within the 15-member Security Council. For a candidate to succeed, none of the five permanent members—the United States, Britain, China, France, and Russia—must use their veto power.
After the Security Council settles on one name, the recommendation is forwarded to the 193-member United Nations General Assembly for final voting and official appointment. The new Secretary-General is expected to officially assume office on January 1, 2027, beginning a five-year term renewable.
