A newspaper discussed the chances of moving to the second phase of the ceasefire agreement reached in the Gaza Strip, under a plan to end the war, noting that the chances of transitioning to the second phase are slim.
The newspaper clarified that unless solutions are provided for disarming Hamas and agreeing on a governing body for the Gaza Strip, the chances of moving to the second phase of the ceasefire are minimal, and the reality in the strip will remain one of rubble, waiting, and uncertainty.
It mentioned that the ongoing negotiations in Cairo regarding the second phase are making little progress, alongside both sides' lack of interest in advancing key issues.
It indicated that Israel is not interested in withdrawing from a large part of Gaza, while Hamas does not want to surrender its weapons.
It continued that Israeli Prime Minister Benjamin Netanyahu does not wish for any additional withdrawal before the general elections scheduled for next year.
It pointed out that the presence of two Israeli corpses in Gaza justifies this delay in the eyes of Israeli and international public opinion.
The newspaper noted that Hamas is not prepared to disarm without a clear commitment to a complete Israeli withdrawal and a detailed plan outlining who will receive the weapons to be surrendered and who will carry out this process.
It added that a plan was discussed to grant weapons to the Palestinian Authority or any non-Palestinian Arab entity, but as long as there is no agreement, these solutions remain theoretical only.
It confirmed that Israel is still considering the military option as a means to disarm Hamas, and therefore it is not in a hurry to move to the second phase of the ceasefire.
It mentioned that Egypt, Turkey, and Qatar aim during their discussions in Cairo to solidify the ceasefire in Gaza and move forward with the 'next day' plan.
It addressed the international force supposed to be deployed in Gaza, which has yet to have its mandate defined, nor who will serve in it, nor how it will operate if Israel does not withdraw from half of Gaza under its control.
Israel is still considering the military option as a means to disarm Hamas.
