The White House issued a detailed plan on September 29, 2025, calling for an immediate ceasefire in the Gaza Strip, followed by a comprehensive program for reconstruction and reorganization of the political and security situation in the region.
The plan aims to transform Gaza into a "demilitarized zone," with a transitional governance mechanism guaranteed by international and regional assurances, under the direct supervision of U.S. President Donald Trump through a new international body responsible for monitoring implementation.
Gaza will be a demilitarized area "free from terrorism and not posing a threat to its neighbors." The redevelopment of Gaza will benefit its residents who have suffered enough. If both parties agree to this proposal, the war will end immediately.
The Israeli forces will withdraw to the agreed line in preparation for the release of hostages, and during this period, all military operations, including air and artillery strikes, will be suspended, and the lines of combat will remain frozen until the conditions for a phased complete withdrawal are met.
Within 72 hours of Israel publicly announcing its acceptance of this agreement, all hostages will be returned, alive or dead. Once all hostages are released, Israel will release 250 prisoners serving life sentences, in addition to 1,700 residents of Gaza who were detained after October 7, 2023.
Members of the Islamic Resistance Movement (Hamas) who "commit to peaceful coexistence and disarmament" will be granted amnesty. Hamas members wishing to leave Gaza will be provided with a safe passage to receiving countries.
Upon acceptance of this agreement, aid will be sent immediately to the Gaza Strip, and at a minimum, the quantities of aid will be consistent with what was stated in the January 19, 2025 agreement regarding humanitarian assistance.
Assistance will be introduced and distributed in the Gaza Strip without interference from Israel and Hamas, but only through the United Nations and its agencies, the Red Crescent, and other international institutions not affiliated in any way with either party.
Gaza will be managed by a temporary transitional government consisting of a non-political Palestinian technocratic committee, responsible for managing public services and daily municipalities for the residents of Gaza.
This committee will consist of qualified Palestinians and international experts, with oversight and supervision from a new international transitional body called the "Peace Council," which will be led and presided over by President Trump during its official meetings.
This body will set the framework and manage funding for the redevelopment of Gaza until the Palestinian Authority completes its reform program, as outlined in various proposals.
A special economic zone will be established with preferential tariff rates negotiated with participating countries. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return.
Hamas and other factions will agree not to take any role in the governance of Gaza, either directly or indirectly or in any other form.
All "military, terrorist, and offensive" infrastructure will be destroyed, including tunnels and weapons production facilities, and will not be rebuilt.
A disarmament pathway for Gaza will be established under the supervision of independent monitors, including a process agreed upon for the permanent disposal of weapons.
The "new Gaza" will fully commit to building a prosperous economy and peaceful coexistence with its neighbors.
The United States will work with Arab and international partners to develop a temporary international stabilization force to be deployed immediately in Gaza.
This force will train and support the vetted Palestinian police forces in Gaza and will consult with Jordan and Egypt, which have extensive experience in this area.
The parties will agree on a mechanism to prevent escalation. Israel will not occupy or annex Gaza.
The force will work with Israel and Egypt to help secure border areas, alongside the newly trained Palestinian police forces.
A dialogue between religions will be launched based on values of tolerance and peaceful coexistence to attempt to change the mindsets and narratives of Palestinians and Israelis.
The United States will initiate a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
Gaza will be a demilitarized area "free from terrorism and not posing a threat to its neighbors."
