Today, Monday, the Deputy Special Coordinator for the Middle East Peace Process, Ramiz Al-Kabarov, presented the thirty-fifth report of the Secretary-General of the United Nations on the implementation of Security Council Resolution 2334 (2016) to the United Nations General Assembly.
The report covers the period from June 18 to September 19, 2025, and emphasizes the continued expansion of settlements and Israeli violations in the occupied Palestinian territories.
The report stated that Israeli authorities have approved or advanced plans to build more than 20,000 housing/settlement units in the West Bank, including East Jerusalem, including the issuance of tenders for the construction of housing/settlement units in the settlements of "Ma'ale Adumim" and "Ariel."
It also presents a plan to build more than 3,400 units in the E1 area, which threatens the connection between northern and southern West Bank and increases the risk of forced displacement.
The report noted the continued demolition and seizure of about 455 Palestinian facilities, resulting in the displacement of 420 people, including 175 children and 118 women, with ongoing eviction operations in East Jerusalem.
The report also recorded an escalation in Israeli military operations in the Gaza Strip, targeting schools, hospitals, and residential buildings, resulting in thousands of Palestinian casualties, the majority of whom are women and children, and displacing millions.
Additionally, United Nations staff and humanitarian workers have been killed.
Regarding violence in the West Bank, the report indicated the martyrdom of 46 Palestinians, including children and women, and the injury of 890 others, in addition to the continued arrest operations, with the number of administrative detainees reaching about 2,662 people, along with repeated reports of torture and ill-treatment.
Al-Kabarov confirmed that the humanitarian situation in Gaza has reached the point of famine, with more than half a million people facing the risk of starvation, and called for an immediate and sustainable ceasefire, the immediate release of all hostages, and the facilitation of humanitarian aid without restrictions.
The report referred to the efforts of the international community, including the international conference sponsored by France and Saudi Arabia, to promote the two-state solution, calling for respect for international law and United Nations resolutions, and enabling Palestinians to exercise their right to self-determination and establish their independent state with Jerusalem as its capital.
Along with the return of refugees, to ensure a just and lasting peace between Israel and Palestine.
The report also condemned the use of violence by all parties, emphasizing the protection of civilians and respect for international humanitarian law, and the necessity to stop all actions that lead to displacement or collective punishment against the Palestinian population.
