Palestinian President Mahmoud Abbas issued a decision to hold elections for a new National Council before the end of this year.
The text of the decision stated that after reviewing the basic law of the Palestine Liberation Organization and the Palestinian National Council elections system, and in the public interest, the Executive Committee of the Palestine Liberation Organization decided in its meeting held in the city of Ramallah on 7/17/2025:
First: Holding elections for a new National Council before the end of 2025, in accordance with the Palestinian National Council Election System, and the date for this shall be determined by a decision of the Chairman of the Executive Committee.
Second: The Palestinian National Council shall consist of (350 members), two-thirds of whom shall represent the homeland, and the other third shall represent those abroad and the diaspora.
Third: The membership conditions must include the member’s commitment to the Palestine Liberation Organization’s program, its international obligations, and international legitimacy resolutions.
Fourth: The Executive Committee shall issue a decision to form a preparatory committee to undertake the necessary arrangements for holding the elections. It shall be chaired by the President of the Palestinian National Council, with the participation of the Council Presidency Office, members of the Executive Committee, representatives of the Palestinian national factions, a number of popular organizations, civil society, and Palestinian communities abroad. Its tasks shall be determined in the decision to form it, provided that it is presented to the President of the Executive Committee within a maximum period of two weeks from the date of issuance of this decision for approval.
