Occupation and Settlers accused of 4073 violations in 2023

The Wall and Settlement Resistance Commission said that the Israeli occupation forces and settler militias carried out 4,073 violations against our people, their land and sanctities, during the first half of 2023.

In the mid-term report on the "Aggressions of the Occupying State and Colonizers on the Palestinian Territories" for the first half of 2023, the head of the Commission, Moayad Our People, explained that these attacks ranged from sabotage and leveling of lands, uprooting trees, seizing property, closing barriers, and physical injuries, and they concentrated in Nablus Governorate, with 952 attacks. Followed by the Jenin governorate with 553 attacks, then the Bethlehem governorate with 435 attacks.

And he indicated that the series of mass attacks carried out by settler militias in the past weeks on the villages of Hawara, Turmus Aya, Umm Safa, Urif, Qaryut, Deir Dibwan and other safe Palestinian villages sounded the alarm about the nature of the next stage of the conflict, a stage for which the official frameworks of the state prepared well, first through the arrival of The leaders of the settler gangs came to power in the occupying state, and secondly as a result of the religious schools of terror that produced this generation of hardened terrorist settlers according to a scenario in which the unarmed Palestinian civilians confront the terrorism of the armed settlers, who are protected by the force of the army, which criminalizes the Palestinian attempt to defend himself and his land.

He added that this model, which was created by the occupying and terrorist state, was intended to strike the final blow to all attempts by the Palestinians to preserve the remaining land and property and to destroy any possibility of preserving lives as well.

1148 settler attacks that killed 8 citizens:

The report indicated that the settlers’ attacks amounted to 1,148, causing the death of 8 citizens at the hands of settlers, and included the establishment of settlement outposts, control of citizens’ lands, assaults on streets and vehicles, storming villages, burning property, firing direct bullets, and launching organized and dangerous attacks that characterized it. These attacks occurred in the recent period, as happened in Hawara, Turmus Aya, Al-Laban, Urif, Masafer Yatta, and others. These attacks concentrated in Nablus governorate, with 470 attacks, and Ramallah governorate, with 265 attacks.

The establishment of 13 new colonial outposts, most of which are pastoral, and the legalization of 4 others:

The report indicated that the occupation authorities studied a total of 75 structural plans for the expansion of settlements or the establishment of new settlements in the West Bank, and studied through them the establishment of a total of 13 thousand settlement units for study (8131 units for deposit, and 5191 units for approval).

The report said that settlers established, during the first half of 2023, 13 colonial outposts on citizens' lands, most of them pastoral outposts, in the governorates of Ramallah, Nablus, Salfit, Bethlehem, Jerusalem, and Hebron, and that the occupation authorities legalized 4 new outposts, in the vicinity of the "Eli" settlement between the two governorates of Ram. God and Nablus.

Confiscation of more than 44 thousand dunums:

He added that the occupation authorities seized more than 44,000 dunums under various names (amending the boundaries of natural reserves, expropriation orders, seizure orders and declaring state lands), of which 43,000 dunums were amending the borders of a nature reserve from the lands of the governorates of Jerusalem and Jericho, and 433 dunums through three Expropriation orders announced by the occupying power to serve the settlers, and 449 dunums by issuing 9 seizure orders for military purposes, and one declaration confiscating 14 and a half dunums as state land.

The demolition of 303 homes and facilities that caused the displacement of 543 individuals, including 272 children:

The report indicated that the occupation authorities issued 822 notices to demolish Palestinian facilities under the pretext of non-licensing, in a significant and record increase in the number of notices sent compared to the same period of the previous two years. Most of these notices were concentrated in the governorates of Hebron (221 notifications) and Bethlehem (170 notifications).

He confirmed that the occupation authorities carried out a total of 256 demolitions, which resulted in the demolition of 303 facilities in the West Bank, including the city of Jerusalem, including a basic school in Jubb al-Dhib in the Bethlehem governorate twice in a row, and 543 people, including 272 children, were affected as a result.

822 notifications of demolition of facilities and uprooting and breaking of 8,340 trees:

The report indicated that the occupation forces and settlers cut down and damaged a total of 8,340 trees since the beginning of this year, concentrated in the Hebron governorate by cutting 2005 trees, and the governorates of Ramallah 1871 trees, and 1797 trees in Nablus.

Settlers rampage market, in Hebron

Today, Sunday, settlers demolished parts of the old market in the center of Hebron, which has been closed since 1983.

The Director General of the Hebron Rehabilitation Committee, Imad Hamdan, said that a number of settlers demolished external arches in the old market, under the protection of the occupation army.

Hamdan explained that the Hebron municipality obtained a precautionary order from the occupation court to stop building 31 settlement units in the old market from 2017 to 2021, but the so-called "Higher Settlement Council" allowed the construction to be completed after that.

He pointed out that the settlers' excavation and construction work has been in progress for some time, explaining that work is underway to follow up on these cases in the courts, to stop the settlers' plans for settlement expansion in the area.

Finance Minister Smotrich: I will veto transfer any funds to PA

Israeli Finance Minister Bezalel Smotrich vowed, on Sunday, that he would not allow the transfer of any funds to the Palestinian Authority, after the news received about the cabinet's intention to provide economic facilities to the authority, including deduction of debts and facilitating the tasks of obtaining clearing funds.

Smotrich said upon his arrival at the Israeli government meeting: "We will not provide any facilities for the Palestinians, and there will be no such thing .. We reject any steps in this regard."

He added, "Not a single agora will be transferred to the authority. There will be no debt relief. They will pay everything they owe."

The newspaper, Yedioth Ahronoth, reported that Smotrich and his ally Itamar Ben Gvir would oppose what the Cabinet will discuss this evening regarding the facilities for the Palestinian Authority and its strengthening.

According to the newspaper, Smotrich, although he is a senior minister in the Israeli government, was not informed in advance of this step.

The Cabinet convenes this evening to discuss providing economic facilities to the Palestinian Authority with the aim of strengthening it, in light of the talk about the possibility of its bankruptcy and the deterioration of the security and political conditions.

According to the Hebrew Kan radio station, the security authorities will present many recommendations supported by the Shin Bet security service, as well as the Coordinator of Territorial Affairs, to the political level in order to approve these facilities.

Among the things that are expected to be approved are the establishment of an industrial zone in Tarqumiya, and the deduction of some debt funds for the benefit of the Israeli government, such as electricity and others. It is also expected that steps for the Palestinian Authority to obtain tax funds that Israel collects for its benefit will be facilitated, in addition to many other issues.

The head of the Israeli National Security Council, Tzachi Hanegbi, said last night that Israel has no interest in the collapse of the Palestinian Authority.

Reading into the visit of the PA delegation to Jenin camp

Attorney Ziad Abu Ziad

Attorney Ziad Abu Ziad

Opinion Writer

The visit made by a number of members of the Central Committee of the Fatah Movement headed by Brother Mahmoud Al-Aloul "Abu Jihad" to the Jenin camp yesterday reflects the natural and true picture of the reality of our people's relationship with their leadership, and this visit should have taken place in the manner and timing in which it took place in order to cut off all the malicious intruders. On national action, they are trying to seize the opportunity to lead the scene, falsify the will of the people, and abuse its symbols.

I witnessed, as others witnessed, what happened when the Fatah delegation went to participate in the funeral of the martyrs of Jenin camp, and the confusion that was caused to brother Mahmoud Al-Aloun, the deputy head of the Fatah movement, which led to him not having the opportunity to address the crowd.

It is true that we are human beings. We blame, get excited, get angry, and express our anger and anger, and as the saying goes, "As much as we feel, there is blame." However, what happened was not limited to expressing anger and reproach, but it was exploited, especially by some "fighters" of social media who are completely absent from the arena and arenas of real action and struggle, to outbid Fatah and the authority and attack it badly.

There is no doubt that the visit of the Fatah delegation once again to the camp and its proper reception by the leaders and cadres of the camp put things in their true context and proper place, and it must be built upon in establishing the rules of trust between the bases of the resistance and the leadership, even in the absence of a common vision on how to deal with the occupation.

The people are not bound by the rules of any protocol, memorandums, or protocols of understanding, and the people have the right to express their rejection of the occupation in the ways they see fit and the means at their disposal, and the official leadership must leave the people the margin through which they can exercise their legitimate right to reject and resist the occupation.

One of the sayings of our fathers is "A people without ignorance lose their rights". Whoever witnessed or attended the events and gifts in many cases mentions that the elders of the tribe were always inclined to accept kindness and pacification, and pretended to be flexible and willing to concede. They were satisfied with them in their own hearts, because the stance of the youth and their refusal to accept any conditions imposed by the prestige that do not meet their demands, is what supports the backs of the wise adults and helps them to insist on the conditions demanded by the youth.

The elders used to claim that these young men were “ignorant” - that is, the laws of adults did not apply to them - and sought the excuse that they were “ignorant”. Her rights are lost."

A spokesman for the Jenin Brigade said that "Bawaredna" is not politicized in favor of anyone, but we are united in the goal of resisting the occupation. It would be better if those in charge of official affairs realized the importance of separating the rationality of the adults from the ignorance of the youth and acknowledged that only the ignorance of the youth helps them to stand up to the external pressures exerted on them, and that if the demands of the youth are not met, no one will be able to silence them.

With all of the above, it must be noted that there is a campaign of incitement against the Palestinian National Authority, accusing it of failure and impotence, abandoning the resistance and demanding its dissolution.

There is no doubt that such a campaign is naive and emotional in one part, and hostile to the rights of our people in the other part.
Naive and emotional, because those who speak from this standpoint do not take into account that we are part of the global and regional system and that everyone who talks about international legitimacy or calls for pursuing and prosecuting Israel in international criminal and political forums must know that only the Palestinian Authority and the internationally recognized state of Palestine are eligible. To communicate and reach international references because it is part of international legitimacy, and that any Palestinian organization that is not internationally recognized and classified as terrorist cannot reach the international forums that the State of Palestine reaches, and that the Authority is a national achievement that must be adhered to, developed and built upon, and not destroyed.

As for the other part that is biased and hostile to the rights of our people in its criticism of the authority and its demand for its dissolution, it is the part that does not have a national alternative, and falls within the framework of the frenzied campaign waged by the fascist right in Israel against the authority and against the Palestinian state, because the survival of any Palestinian legal national figure constitutes an obstacle and a threat to the plan. Zionism based on obliterating the existence of the Palestinian people as a prelude to the liquidation of their rights and cause.

Finally, before ending this haste, salutations must be paid to the honorable fighters in the Jenin camp and in every spot along the square of this homeland, and salutations and glory to the souls of the martyrs, and our wishes for a speedy recovery to all the injured.

Let us agree on one thing, which is that the continued existence of the occupation is the only source of violence and killing, and that true peace will not be possible except with the end of the occupation and the achievement of security, dignity and freedom for our people, just like all the peoples of the region and the world.

Putting aside our differences and focusing on common threats

Nihad Abu Ghosh

Nihad Abu Ghosh

Opinion Writer

The steadfastness of the Jenin camp, and the accompanying and subsequent operations of the resistance that extended to various areas in the West Bank, constituted a blow to the logic of Israeli arrogance and arrogance, which believes in its ability to resolve its conflict with the Palestinians by force of iron, fire, killing and destruction. He still thinks that what cannot be solved by force can be solved with more force. The owners of this logic have no need to look into the roots and deep causes of this conflict, and they have no need whatsoever to think about the reasons for the stubbornness of the Palestinians, and their insistence on resistance despite the heavy losses they suffer after each round of fighting and aggression.

The recent aggression inflicted painful losses on the people of Jenin camp and the governorate in general, represented by the rise of twelve moons of the best sons of the Palestinian people, more than one hundred and twenty wounded and the same number of detainees, and widespread destruction of the infrastructure, and the massive displacement of thousands of residents (this alone is a war crime, according to the testimonies of international organizations specialized and impartial). This cost may seem normal and familiar in comparison with the size of the battle and the huge quantities of deadly killing tools that the occupation pushed for this battle, as well as the heroism of the resistance fighters, but we must not forget that these great losses occurred in a camp heavy with wounds and relatively small, and for families who lost a large number of their children and loved ones during Previous attacks punctuated by a series of small and medium massacres.

The most prominent conclusion in this battle/saga is the occupation’s failure to destroy the model represented by the Jenin camp, which continued to fight and resist until the last moment, according to what was documented by many satellite stations and dozens of journalists present in the field. From materials that can be thrown at the occupying soldiers and their retreating armored vehicles under the barrage of these popular projectiles.

All the lies spread by the occupation to justify its aggression can be easily refuted, especially the fabricated talk about the existence of an infrastructure for "terrorism" such as factories and laboratories for making explosives and missile platforms. And arrest and demolition, if we add to that the complete control of the atmosphere of the camp, its entrances and the communications system, it becomes impossible for the emergence of that alleged infrastructure. But what the occupying forces, their leaders, and thinkers missed is that the infrastructure of the resistance lies in the human being, that is, in the hearts, conscience, will, and belief of the youth, and these capabilities cannot be broken or destroyed, neither by a limited operation nor by a wide invasion. The capacity for resilience and the horizons of the human will are never limited.

Such as the funeral of the bodies of the martyrs, the largest referendum on the status of the resistance in people's consciousness, and on the choice of resistance as a legitimate first option, and influential in the conflict equation, and this is exactly what Israel fears that the Jenin camp will turn into a model to be followed in the rest of the occupied territories, and that this form of struggle will become the form Therefore, the occupation machine did everything in its power and its destructive energies charged with hatred and hatred, to transform the camp from a lever for the national struggle and a locomotive that would lead it in its new phase, into a burden on people, their lives, their safety and their livelihoods, to create a new awareness that resistance alone is the cause of people's suffering. and her troubles.

The Jenin epic raised the Palestinian morale, and created a popular mood confident in the feasibility of the struggle, but it did not dispel all the poisons and impurities that stuck to us during the years of the hateful division. The delegation of the Central Committee of the Fatah movement, headed by its deputy chairman, the militant Mahmoud Al-Aloul (Abu Jihad), would lead to the fact that if this trend remained, the Palestinians would present what the machine of killing and destruction was unable to do.

It is true that the incident did not come out of nowhere, and was preceded by campaigns of incitement, tensions, mutual accusations, rightful and unjust remarks regarding the role of the authority, the various factions and parties, but it is also true that what happened coincided with remarkable shifts in the official position following the Turmusaya Holocaust, and it was strengthened during the battle of Jenin and its title is affirmation. By the highest political levels on the right of the Palestinian people to resist the occupation, and calls for activating the unified national leadership and guard committees, and how settlers who attack villages should be received, leading to the president’s call for a meeting of general secretaries, all of which are important initiatives that should be picked up and built on, and appropriate practical tasks derived from them And from the reality of the comprehensive attack launched by Israel against the Palestinian people with the aim of subjugating them, resolving the conflict with them, and liquidating their national rights.

After the condemned incident, in the reception of the Fatah leadership, the tension and division machine became active in a way that we had not witnessed during the past few years. Resistance, which further poisons the situation and serves the goals of the occupation.

A leader of the caliber of Abu Jihad does not need testimonies from anyone, nor a restitution, and his prestigious position does not only come from his personal history and his struggle, but also from the hopes attached to him that he would manage and direct the national movement with all its factions for the next stage. The aggression did not It stops, and the invasion of Jenin camp is only one of the episodes of the comprehensive attack that is centered on Jerusalem and aims to Judaize it and complete the ethnic cleansing of the Palestinian citizens, and it includes Gaza through repeated assaults on it and all the Palestinian lands, especially in the countryside and areas classified (C) as a prelude to imposing the final solution, and this is exactly what the people need The Palestinian people commend the efforts of all its children. Let serious and artificial factional differences be set aside. Freeze your differences and come to a common word, and let everyone work on a unified program of action on the basis of common denominators to repel the imminent aggressive attack.

Jenin; a model for resistance

Antoine Shalhat

Antoine Shalhat

Opinion Writer

Constructing an appropriate reading of the goals of the Israeli aggression against Jenin, mainly on its camp and its timing, requires that we expand on two issues that should not be overlooked. It can be said that they were also approached by Israel: the first is the nature of the forms of resistance to the occupation and its military mechanism, which Palestinian factions have developed recently, and Jenin was a witness to it. The second is the repercussions of this resistance with regard to the territories occupied since 1967, and not only to them.

Before that, it must be mentioned that this aggression, even according to Israeli readings, was almost inevitable against the background of these two issues that refer to the events, facts and experiences facing the occupying state in the West Bank, and the experiences that the resistance hoards and has a profound impact on its perception. itself, on the one hand, and its message to the Palestinians and Arabs in general, as well as to the whole world, on the other hand.

And by the admission of many Israeli military analysts, led by the analyst at Yedioth Ahronoth website, Ron Ben-Yishai, the Palestinian resistance in Jenin has developed methods of fighting that allow it to confront the campaigns of what is described as "deep incursion", which are carried out by the Israeli army, the Shin Bet and the special units of the Border Guard. The resistance monitored the axes of vehicles carrying Israeli forces from the field as a point of weakness, and planted explosive devices in very large quantities along those axes, with the aim of inflicting a heavy price on those forces.

Initially, these devices were made of explosive materials of local production, with light weights and low power. However, in recent months, they have developed into large packages, each weighing more than 20 kilograms of explosive materials, and are activated remotely via mobile phones. The Israeli army noticed this phenomenon a short time ago, and began fortifying the base of military vehicles used in operations inside the Jenin camp and the northern West Bank.

And the explosive devices in the northern West Bank are planted, not only on the sides of the road, but also in places where it is possible to dig in the middle of dirt roads, and they limit the freedom of movement of the occupation army, as was proven during the Israeli military operation that took place on the 19th of last month (last June). In the Jenin sector, it was described as having "faced new security complications and challenges."

Regarding this process, in particular, it was pointed out that planting the explosives is a process that is difficult to carry out secretly, as it requires moving the explosive, digging a hole, planting it, then covering it, and making sure that its activation system will receive the signal. Despite all of this, the operation was carried out without the intelligence gathering services of the Israeli army being able to discover it and know in advance about it, and without specifying its location to the forces.

Day after day, there are frequent Israeli reports about the absence of intelligence information in Israel, which, in its opinion, prevents it from carrying out a "systematic and deep attack" on the infrastructure of the resistance, in addition to some hinting that this absence makes the leaders of the security establishment confused about what should be the next event. .

The second issue is no less important, as this model of resistance related to the city of Jenin and its camp plays an effective role in modifying the expectations that the Palestinians build on confronting the occupation and resisting its mighty military machine, which prompted several Israeli military analysts to acknowledge that the situation has changed, and that Jenin creates a model to follow and impose Developing other appropriate Israeli methods of action, of course on the military-security level.

It is possible that this model will extend to other areas in the West Bank, which can be seen clearly in Nablus, and in a more limited way in Tulkarem and Jericho, which may lead, in a foreseeable future, to the emergence of a different reality in which there are many threats to Israel in a relatively short time. This matter exacerbates the dilemma of the occupation, as soon as it shakes its submission to a status quo, during which a state of calm prevailed in the West Bank and a decline in resistance operations. Here in Palestine, we live with many diplomats. The intensity of presence and absence is reflected in the back-and-forth diplomacy. As a professor specializing in the field of diplomacy, I have been teaching the course of diplomacy between theory and practice for graduate students for several years. We present theories, base them on practical experiences, host diplomats and realize that diplomatic work needs competencies committed to the humanitarian aspects and human rights and legal knowledge. Diplomacy suffers from a large gap between theory and practice, as the foundations and principles of diplomacy are based on international law and human values, and this is what collides with the pragmatic reality that offers interest and the principles of power without paying attention to any virtues.

It is natural for the Palestinian citizen to resent the diplomatic work and its representatives. What we are witnessing in terms of injustice, crimes and oppression under the Israeli occupation is enough to lose hope in a just world that suffices with singing about human rights, sustainable development goals and international legitimacy without any accountability for criminals.

Today's article is a testament to the representative of the European Union, Sven Kun von Burgsdorff, who is leaving Palestine this month. Seven was distinguished from the rest of the diplomats in particular, as he is very committed, intelligent, and an honest person in the first place. After more than three decades as a diplomat in the European Union, this diplomat gave us several lessons, the most important of which is that nothing is more noble, and nothing is more dignified than service and loyalty to the principles Peace, respect for human rights, telling the truth, promoting democracy, the rule of international law, and economic prosperity to achieve the dream of peace.

German philosopher Immanuel Kant taught us more than 200 years ago that democracies do not fight each other. Hence, and for the sake of peace, democracies must stand together, and this is a message to global systems that praise democracy!
Seven worked with dedication to win the hearts and minds of the people of Gaza and the West Bank by defending their rights, especially those who suffer from poverty, injustice and oppression. Seven set a pioneering example of official and public diplomacy, making communication with people a battlefield, as he intensified his presence on the ground, which was reflected on social media. He was the most involved in the battle of novels, as the thinker Joseph Nye says, "The winner today is not the winner in battles and battlefields. Today, the winner is the one whose novel reaches the hearts and minds of people."

Sven embodied an example of a successful diplomat who would tell the truth to the authorities dependent on him without offending them, but at the same time tell the truth to his authorities in his home country at the risk of sometimes upsetting them. This is what diplomats like Sven suffer from in double-standard democracies.

Sven was not the traditional diplomat who fit the classic description of a diplomat who says yes when he means maybe, says maybe when he means no, and when he says no he is not a diplomat. Safin is like the diplomat in charge of implementing the policies and decisions of the party he represents, so he painted a beautiful and civilized picture of the European Union. He tried repeatedly to direct the union by influencing the capital, Brussels, and led the countries of the union together. He provided feedback and periodic reports on the reality of the occupation and the unjust reality, hoping to influence decisions and make policies that are in line with Justice and human rights that the European Union praises. Seven artfully blends the pessimism of the mind with the optimism of the will. He has found the right balance in a reality that is far from civilized in the 21st century because of the long-term Israeli occupation.

In this neoliberal world that revolves around international interests and hypocrisy and raises doubts about the role and concept of diplomacy, I am writing this article to say to the representative of the European Union who ends his duties this month that he has spread hope and inspired us to be realistic, steadfast and steadfast on the ground and never lose hope in diplomatic work .

Let me conclude by quoting Seven weeks ago, inspired by Martin Luther King, as a reminder of what diplomats assigned to Palestine should strive for, as he gave every diplomat's advice to "Make a humane career, commit yourself to the noble struggle for equal rights, make a better person." than yourself, a greater nation in your country, and a superior world to live in.”
In my name and on behalf of everyone who knew Sven from the public and private sectors, from the Gaza Strip to Jerusalem, Jenin, Hawara, Sinjil, to every city and camp, I say: Thank you, Sven, you will always be present as a model and a living example of a true diplomat who lives reality, looks forward to the future, and sows hope without any surrender.

Israel's military escalation will fuel, not solve the conflict

Jerusalem Hadith

The occupying power believes that with its aggressive military escalation against our people in the occupied land, it can end the conflict in its favour, and that only military force is capable of doing so, although it has failed to achieve this for more than a hundred years, i.e. since the start of illegal Jewish immigration to Palestine with the support of states Western colonialism, so that the occupying state, which contributed to its creation at the expense of our people, spearheaded these countries that America joined and became the main supporter of this racist state.

The military force with which the occupying state excels over all Arab countries cannot defeat the Palestinian will and insistence on obtaining all of its inalienable national rights of return, self-determination, and the establishment of a Palestinian state with Al-Quds Al-Sharif as its capital.

Our popular proverb says, “He who is tested by the experimenter, his mind is ruined.” This is the case with the occupying state, which, since its establishment on the ruins of our people, has been trying to eradicate this people with all its strength and support from Western countries, led by the United States of America, which provides it with all support And at all levels, especially military support, believing that this would achieve the occupying state's Western dream of keeping the Arab world in a state of fragmentation and thus abandoning the Palestinians and Palestine to become a purely Jewish state after getting rid of the Palestinian people, believing that this people is like the American Indians Who exterminated America the large part of them and established its state on their ruins.

But our people are not like the Red Indians. They are a people of resistance and do not forget their land and country. On the contrary, the oppression of the occupation against them increases their strength and determination to continue their struggle until the end of the occupation, the establishment of their independent state on their national soil, and the failure of the Zionist-Western-American project to establish a state. Occupation replaces our people.

Indeed, the leaders of the occupying state have a ruined mind, because they did not learn neither from the insistence of our people to achieve their full national rights nor from the experiences of the peoples who were colonized and achieved their independence thanks to the struggles of their peoples and their steely will in the face of the brutal Western and American military power, and America's defeat in Afghanistan is not far off, despite The difference in armaments between the Taliban and the United States of America is the strongest military force in the world, and this, of course, is despite our critical position on many of the laws and actions of the Taliban and other forces that were able to expel America from its country, with the tails of defeat behind it in front of the entire world.

Likewise, the Vietnamese people who defeated America, despite what it practiced of burning the land and destroying the country, but it was defeated and left humiliated, as well as its defeat in Iraq and other sites in the world.

Our people will not be defeated and will not be relented except by defeating the occupation and forcing it to leave its land. The Arab and Islamic nation will not remain the same, and it will rise to restore respect for its history and contribute with our people to uprooting the occupation from our land and the rest of the occupied Arab land.

According to the new procedure, the weapon of an Israeli who fires at any Palestinian to prevent an attack will not be taken from him, if it is proven that he prevented a national attack and acted in self-defense, according to what was reported in the Hebrew Maariv newspaper.

The decision includes that the Israeli immediately stop firing after the danger to his life or others has passed, in the event that he hits or kills the attacker.

The procedures were based on the fact that the police officer had the discretion to confiscate the weapon or not.

Occupation authority: 290 administrative detentions in June

Today, Saturday, the Commission for Detainees and Ex-Detainees Affairs reported that the Israeli occupation authorities issued 290 administrative detention decisions last June, including 146 decisions against new detainees, and 144 renewal and extension decisions.

The Commission added that this indicates the continuation of the occupation government in using this policy based on collective punishment for all the Palestinian people.

And she continued: The use of the policy of administrative detention in this way and with this approach "is an implementation of the instructions of the extreme right-wing government, and it is a dedication to the demands of the extremist (Minister of National Security) Itamar Ben Gvir, who previously stated that pursuing the released prisoners is one of his most important tasks," noting that Nearly 90 percent of the administrative detainees are (former) released prisoners who spent varying periods in the occupation prisons.

Administrative detention is detention without charge or trial, and without allowing the detainee or his lawyer to inspect the evidence materials, in clear and explicit violation of the provisions of international humanitarian law, so that Israel is the only party in the world that practices this policy.

The occupation authorities and prison administrations claim that the administrative detainees have secret files that cannot be disclosed at all, so the detainee does not know the length of his sentence or the charge against him.

The administrative detainee is often subjected to the renewal of the detention period more than once for a period of three months, six months or eight, and sometimes it may reach a full year.

The one-state approach between idealism and realism

Dr.. Nagy Sadeq Sharab

Dr.. Nagy Sadeq Sharab

Opinion Writer

Foreign Affairs magazine published a study of four prominent political science professors, Michael Barnett, Nathan Brown, Marc Lynch and Shibley Telhami. One state in Israel it is time to abandon the two state solution.

To begin with, and before analyzing the components of this article, its importance, repercussions, and approaches, it was written by four eminent professors of political science, and this gives their opinion and analysis great credibility. The second thing is that the article is directed at the American administration to abandon its rhetoric of a two-state solution, which has proven to be a failure and delusion and is directed at Israel and the Palestinians, the two main parties to the conflict.

The Palestinians may have more so as not to live in the illusion of the two-state solution and the illusion of American policy. The third matter raises the subject for discussion, although it is not the first time that the subject has been raised, as we will see in another article by Dr. Marwan Muasher in his article in the same magazine. This means why research and thinking organizations do not take the initiative to provide solutions and mechanisms to turn the issue into a peace initiative. This proposition is not as easy as it seems, but it may face challenges and obstacles, whether from the Israeli side, the Jewish national law, and adhering to the concept of Israel as a state for the Jewish people only. Even the Palestinian side still clings to the two-state solution, given that the state achieves the national and independent identity of the Palestinian people. Here are the most prominent facts and facts that confirm this approach: First, that the one state is established under Israeli rule on all Palestinian lands, even Gaza, and not, as the Israelis suggest, that it constitutes the nucleus of one state outside Israeli rule. The same applies to the Palestinian Authority. The truth is that Israel imposes a de facto state by force. Secondly, the population of the one de facto state, which is balanced in terms of population, is approximately 6-8 million for Jews and Palestinians between the river and the sea. And that the Palestinians are subject to an apartheid regime in the end that will impose one solution, and this policy contradicts what Israel says about its democracy and liberalism, and it is the basis of the West's support for it. The Jews enjoy full citizenship rights that are limited to them, while the Palestinians are subject to laws and policies based on discrimination and depriving them of their citizenship political rights. Third: Exhaustion of all chances of a settlement, failure of all negotiations, and failure to establish the Palestinian state, which was supposed to be established by the end of 1999. Fourth: Today, Israel is ruled by an extremist and extremist right-wing coalition based on rejecting the idea of a Palestinian state, and calling for the forced emigration of Palestinians. Fifth: The occurrence of developments and changes in public opinion at the American and European levels, especially among the younger generations, towards the issue of rights, criticism of Israel's racism, the growing interest of Jewish youth in the Israeli-Palestinian conflict, and their growing fears of the repercussions of hostile policies. Sixth, the conflict turned into an issue related to American domestic politics and a state of partisan polarization. Seventh: It was impossible to integrate Israel into the Arab world without resolving the issue and reaching peace with the Palestinians. There is no independent Arab-Israeli peace without completing peace on the Palestinian side. In addition, Israel is viewed as the best investment, as President Biden said, with its $3 billion, and that this investment depends on Israel preserving democracy and liberal values. And that this investment is subject to a decline in the changes and transformations that occur in Israeli politics, the most prominent of which, as we see, is the so-called judicial reforms.

In conclusion, Israel today is not a democratic state, and Palestine is not a state in the making. It remains that this option, which Israel pushes with what it practices, imposes on the facts on the ground and depends on the Palestinian vision and the approach that is adopted. . This approach requires a peaceful and comprehensive Palestinian struggle that highlights the racist side that Israel practices against an entire people. Adhering to international legitimacy and activating the role of internal factors in Israel that reject extreme right-wing tendencies and make the Palestinian issue an issue of interest and internal elections in the United States and the West.

Here we recall the South African model and how Nelson Mandela succeeded in transforming the issue into one of rights and racial discrimination, and this contradicts the prevailing liberal values. Perhaps the most important obstacles and challenges in front of this Jewish national approach, whose features are highlighted by many laws and policies, most notably the Jewish national law, and this nationalism rejects any form of integration. The second obstacle is the Palestinians and adherence to the national identity, which expresses itself through the approach of the state. In light of these obstacles, the proposal becomes closer to idealism, and it does not appear on the horizon as the two-state solution. Hence the search for alternative solutions, most notably the rights approach, and the economic approach that is proposed as in President Trump's previous initiative. We are facing a complex model that exceeds the capabilities of its parties. Just as the issue arose with international action, it also needs action and a strong international will.

Outposts... greenhouses of terror built by the "hills youth" and sponsored by the state and covered by the judiciary

The National Bureau for Defending the Land and Resisting Settlements said that the settlement outposts scattered in the occupied West Bank have become greenhouses of terror built by the youth of the hills, sponsored by the occupying state, and covered by the Israeli judiciary.

In light of the pressure exerted by the Minister of Finance and the Minister in the Israeli Ministry of Defense, Bezalel Smotrich, the Supreme Court of Israel decided last week to prevent the evacuation of a settlement outpost that was recently established in the middle of the West Bank on the lands of Al-Mughayyir village in the Ramallah and Al-Bireh governorate.

As expected; The court worked as an arm of the occupation, and it is likewise in the vast majority of cases brought before it when it comes to settlements and settlers, as it plays a very dangerous role in this regard, as it claims that it reflects the commitment of the occupying state to the rule of law and contributes to consolidating the legitimacy of this state before its institutions The international judiciary, which means that one of its functions in relation to the occupation and its practices is to protect the image of the State of Israel and those who violate the law, and it plays this role with complete honesty.

The decision came in the context of considering a petition submitted by 5 families who settled in the site after the shooting attack at the entrance to the “Eli” settlement two weeks ago, which resulted in the killing of 4 settlers. 50 thousand shekels.

This decision also deals with one out of 7 settlement outposts established by settlers following the operation that targeted a gathering of settlers on a passenger parking lot at the entrance to the “Eli” settlement. The Minister of the Occupation Army, Yoav Gallant, had issued an order to evacuate the outpost, despite the opposition of the minister in his ministry, Bezalel Smotrich. .

According to the distribution of powers in the Ministry of the Army, Gallant has the power to issue an evacuation order if there are "security considerations or needs" for that. Indeed, Gallant issued an evacuation order, and the order was canceled or suspended by a court decision, and it appears that the dispute between Gallant and Smotrich regarding the evacuation of that outpost It is a continuation of the dispute over the distribution of powers in the Ministry of Defense.

This decision of the Israeli Supreme Court opens the file of settlement outposts that spread like mushrooms or cancer in the Palestinian countryside in the West Bank, and these outposts about which a debate is taking place among the Israeli government about their role in advancing the settlement project steps forward in order to close the way to the chances of a political settlement to the conflict. On the basis of the so-called two-state solution, what is the story of these settlement outposts that Smotrich, Ben Gvir, and others attach great importance to in calculating control over the widest possible area of land with the least possible number of Palestinian residents? Their number has so far exceeded about (254) outposts distributed over Governorates of the West Bank, including Jerusalem, which are estimated as follows: 50 outposts in Hebron Governorate, 17 in Bethlehem Governorate, 15 in Jerusalem Governorate, 20 in Jericho Governorate, 55 in Ramallah and Al-Bireh Governorate, 18 in Salfit Governorate, 11 in Qalqilya governorate, 45 in Nablus governorate, 5 in Tulkarm governorate, 11 in Tubas governorate, and 7 in Jenin governorate.

The phenomenon began after the signing of the Oslo Accords in an attempt to impose new realities on the ground that erase the demarcations that former Israeli Prime Minister Yitzhak Rabin had defined between political settlements and security settlements, but as a phenomenon it worsened at the end of the nineties of the last century following the invitation of Ariel Sharon, who held the position of Minister of Energy and Infrastructure. Infrastructure in Netanyahu's first government, the settlers at the time to occupy the tops of the mountains and hills to prevent their transfer to the Palestinians later in the framework of any future political settlement between the Israeli and Palestinian sides, so that call was a green light for the establishment of extreme right-wing organizations that played the most prominent role in spreading those outposts, and later known as "Young Hills".

The first step begins with a tent or caravan for a number of settlers near an existing settlement in the area. It is a step that the hilltop youth begins with and is pledged by the leaders of (Amanah) to finance and sponsored by the local or regional councils in the region as well as the rabbis to prevent the government and the civil administration from removing it as a violation of even the applicable Israeli laws. Then it is the role of the Settlement Brigade to sign contracts with settlers, either for construction or land use.

This Settlement Brigade is a non-governmental organization established in 1971 and its field of operation is the West Bank. It was affiliated with the Settlement Department of the Jewish Agency until 1993 and became independent from it to become one of the hidden arms of the Civil Administration in the occupation army.

The tent or caravan develops into mobile homes or prefabricated homes that are linked to nearby settlements with dirt roads, then paved roads, and a water and electricity network and other infrastructure supplies, pending the granting of legitimacy by the Civil Administration.

There are many settlement outposts that have turned over time into neighborhoods of nearby settlements or stand-alone settlements, as is the case with "Rahalim" and "Shivot Rachel" settlements to the south and southeast of Nablus.

It is noteworthy that the Security Cabinet in Israel (the Cabinet) had agreed last February to legalize (which is a false legitimacy according to international law) 9 illegal outposts in the West Bank out of 77 illegal outposts, calls on Minister of National Security Itamar Benn Ghafir legitimized it, and took the run-over attack that was carried out by a Palestinian at the time in the "Ramot" settlement, north of Jerusalem, which led to the death of 3 Israelis and the injury of others as a pretext.

This decision of the Ministerial Council was not opposed by the Israeli Supreme Court, nor by the government's judicial advisor, who did not support the government's efforts to legalize outposts in the West Bank, but did not oppose the measures that the government considered exceptional, noting that Israeli governments have refrained for a long time from legalizing outposts. Built on private Palestinian land.

As for the outposts whose legalization was approved by the security cabinet, they were Abigail, Beit Hogla, Givat Harel, Givat Arnon, Mitzpe Yehuda, Malachi Hashalom, and Asahel. And "Sadi Boaz", and "Shehret", and according to the government's statement in this regard, the decision called for the start of a wide process to prepare for the continuation of the procedures for the legalization of all random outposts.

The danger of these settlement outposts does not stop at the limits of the forcible robbery of the lands of Palestinian citizens, but rather the attack on their lives and the threat to their security. They were taking to the streets in small groups, attacking Palestinian citizens, destroying their property and writing racist slogans on the walls of their homes, and they went out in hundreds in an organized manner, raiding, burning and destroying everything that stood in their way in order to protect the occupation army and take care of the political and spiritual references. As is the case since the beginning of the year, starting with the towns of Hawara, Burqa, Burin, Jalud, and Qusra in the Nablus governorate, passing through Sinjil, Turmusaya, al-Mughayyir, and Umm Safa in the Ramallah and Al-Bireh governorate, and ending with Masafer Yatta in the Hebron governorate.

The Israeli security services themselves, including the Shin Bet, fear, according to Israeli sources, the formation of an armed militia for settlers to carry out crimes against the Palestinians in light of the great support and coverage they enjoy from ministers in the occupation government after the police were handcuffed by instructions from the extremist minister Ben Gvir not to attack for the settlers.

These agencies indicate that the "Hill Youth" and "Price Tag" groups and other Jewish terrorist organizations that take safe havens from outposts have representation in the Knesset through ministers and Knesset members who were at the head of these groups, including Ben Gvir and Smotrich, who had previously They were arrested on the background of their leadership of attacks on Palestinians in the West Bank. The settlers also enjoy the support of Knesset member Zvi Sukkot, who is affiliated with the "Hills Youth" and was one of its leaders, as he recently expressed his dissatisfaction with the Israeli government's policy in the West Bank by not responding to the operations in the right way.

In general, the occupation government gives cover for the formation of an armed militia for settlers in the West Bank, as dozens of gunmen attacked the villages of Umm Safa, Turmusaya, and Orif recently, in light of the government's inability to issue a statement of condemnation after the Minister of Defense Galant sought to obtain the support of the ministers for a similar statement, but he failed in persuading them.

In the context, the demolition of illegal buildings, according to Israeli laws, that settlers build in the West Bank has decreased since the leader of the “religious Zionism” party, Minister of Finance and Minister in the Ministry of Defense Smotrich, was given broad authority over civil cases in the West Bank.

According to Israeli reports, data show that during the entire year of 2022, the rate of demolition of illegal buildings erected by settlers was about 25 per month, while only two demolitions were carried out on average between January and last May of this year, after Smotrich was assigned responsibility for The Department of Settlements in the Ministry of Defense belongs to the extremist Yehuda Eliyahu, who, along with Smotrich himself, founded the far-right "Regavim" organization that wages an open war against Palestinian construction in the West Bank.

The available data indicate that there are reports about illegally built buildings with the aim of evacuating them, but the Civil Administration tends not to agree to this except in exceptional cases, such as if there is an immediate security need for that, or if it is related to private land, and during the few months In the past, there were several cases in which the occupation forces came to demolish buildings or prevent the construction of buildings, but after the intervention of the political level, especially Smotrich, those forces withdrew without executing orders.

In any case, the Civil Administration focused mainly on demolishing Palestinian buildings. Of the 187 new building demolition orders issued from 2019 to the end of 2020, 159 were for Palestinians, and only 28 for settlers.

On the other hand, the progressive Israeli journalist Amira Hiss considered that the attack on Jenin and its camp last week is a prelude to the return of four settlements in the vicinity of Jenin, whose evacuation law was recently abolished, and that the military operation aims to subjugate and weaken the Palestinians, and thus start implementing the return plan for the settlements in the northern West Bank, which are Ganim, Kadim, Sanur, Homesh.

The right-wing government, after abolishing the settlement evacuation law, plans to return to settle there, but it was difficult to achieve this plan in light of the presence of a military force in Jenin, and therefore it was necessary to launch such a military operation, as the government seeks after the abolition of that law to return the settlers to the evacuated settlements 2005.

She noted that despite the evacuation of the four settlements in 2005, the Israeli army declared them closed military zones classified as Area C, in which Palestinian construction is prohibited, and thus they have remained unchanged for 18 years.

The occupation stormed the city of Jenin and its camp, killing or injuring dozens of citizens. On top of all this, it destroyed about 90% of the infrastructure and demolished no less than 120 homes, and it threatens to repeat this inhumane aggression. The Israeli forces also launched massive bombing operations in the Gaza Strip.

The settlers are still reveling in all despicableness, and dozens of them have violated the blessed Al-Aqsa Mosque, and some of them have attacked citizens and their property. This blind, short-sighted policy will never lead to breaking the Palestinian people, who have been suffering from occupation practices for decades. They are confiscating land, arresting young people, and continuing their non-stop killing. Despite this, our people are still steadfast, strong and clinging to their land, their rights and their future.

Israeli observers have questioned the achievement of the aggression against Jenin for all its objectives, and the widely circulated and influential American newspaper The Washington Post confirms that the violence in Jenin, when it means the occupation, of course, heralds the next phase of an endless conflict.

The Israeli attacks do not find anyone to deter them globally, and the United States stands first and foremost, and before any other country, the position of support and support for this occupation with all its arrogance and aggression, and this occupation increases with expansion and violations of all Palestinian rights and international covenants, and there is no one who demands it to stop, nor who tells him to stop arrogance and expansion Blind control by force only, except for our Palestinian people, who stand with all their capabilities and abilities against this occupation.

The occupation is arrogant and persists in its arbitrary measures, while it believes that its great and dominant power will be its greatest supporter, and the strong outlet for all its ambitions, but it forgets or forgets something important and main, which is our presence in our millions on our land and adherence to it, and history is the best witness to this talk.

The occupation has long ago invaded and controlled the land stage by stage while ignoring or turning a blind eye to seeing the truth strong and clear, and by that we mean our presence as a thorn in its throat and our adherence to all our rights.

The future is ours, and history is the best witness, and the biggest proof is that the arrogant powers will disappear, and one of the foundations of reality is always that the arrogant and arrogant will not forever be the master of the situation and the owner of the land, and the truth is always victorious, and history is the best witness.

This is how the occupation took revenge on civilians in Jenin camp

Bombing, killing, destruction, and arrests did not stop the violent confrontations between the resistance and the occupation on the land of Jenin camp, which withstood the confrontation of a thousand soldiers from the selected units of the occupation forces, so it focused on targeting civilians, punishing them, and taking revenge on them by all means, including arrest, abuse, sabotage, and targeting unarmed civilians who paid a heavy price .

Among the forms of punishment, was what the young man, Riyad Muhammad (24 years old), was subjected to, who spent more than 24 hours crucified and deprived of food and sleep, during his detention and interrogation in the Israeli Salem Center, after the occupation forces arrested him from his home in the “Al-Ghabes” neighborhood, in the evening. The second day of the end of the Israeli aggression on the Jenin camp, and after 4 days of investigation and suffering, the occupation authorities released him after the intelligence services were unable to present an indictment against him, which confirms, as he says with joy in his freedom, "The occupation is a liar and falsified the facts, and when he failed to reach the resistance, he took revenge Of civilians like me, we were kidnapped and oppressed and tortured to confess to charges and cases we did not do.”

Riyad tells that while he was sleeping in his house with his family after many hours of terror during the bombing, his family was surprised by the walls of the house flying in the air, then a huge police dog stormed the room and attacked him and threw him to the ground, then the room turned into a military barracks, more than 20 soldiers deployed in every nook and cranny .

Riyad stated that the soldiers left the dog to devour him, then tied his hands behind, and took him to the bathroom after they gathered his family members and terrorized them. Then they arrested me."

He added, "The soldiers used me as a human shield. They put me in front of them when they left our house. They threw me into a patrol without me seeing anything. They did not stop beating me all the way."

He continues: "They took me to Salem camp, threw me on the ground and held me under the scorching sun for two hours until I felt suffocated and started screaming."

Riyad recounts that the soldiers took him on patrol, bound and blindfolded, to an unknown destination, and suddenly he found himself in a small, dirty cell that smelled of putrid odors.

He added: "Out of extreme fatigue, I slept and woke up to the screams of the soldiers who took me to the interrogation room. For two hours, they interrogated me without removing the two blindfolds about my life, my activity, and my role in the resistance."

And he continues: "They threatened me with a sentence of 20 years, and the arrest of all my family if I did not confess and hand over my weapon, so I told them: sentence me to life, because I have no relationship with any organization or political activity."

After psychological pressure and deprivation of even going to the bathroom, Rashad confronted the Israeli intelligence officer who conducted the interrogation with him, and says: "He dealt with me brutally, with threats, threats and insults, then he threatened to put me in prison for the rest of my life, so I told him you are crazy, so why are you accusing me?"

He added, "He laughed out loud, and said, 'We, the Israeli intelligence, will distribute ready-made charges to you as we want, and by your promise, you will never see the sun and your family.'"

After this tour, Riyad spent 10 hours in isolation, and was not allowed to use the bathroom or eat, and he says: "They brought me back for interrogation again, and the rounds were repeated amid terrible psychological pressure. He showed me pictures of the camp's destruction, and told me we destroyed you and eliminated the resistance. Peace be upon you, O. A hero saved me, I confess."

He added, "I told him I had nothing, and he got angry and a number of interrogators gathered around me. They continued to interrogate me and threaten me until I lost the ability to focus and slept during the interrogation."

After 48 hours, Riyad was transferred with 20 detainees from the camp to Salem Court, where he says: "The court decided to release us despite the prosecution's request to hold us under investigation, but its inability to file an indictment against us saved us."

He adds, "All those who were arrested like me are not wanted, and the proof is our release, and everything that the occupation has published is an attempt to deceive and mislead the Israeli public, to market victory in a battle in which the occupation soldiers were defeated in the Jenin camp."

The resistance in Jenin told "Telqdus": the occupation did not achieve any of its objectives

The resistance sources in Jenin camp revealed that its fighting groups thwarted the goals of the Israeli aggression and inflicted heavy losses on the occupation, and dealt it a strong blow during all the battles it fought over the course of two days, denying the assassination or arrest of any resistance elements, stressing their full readiness to confront and confront in light of the threats to return for a fetus.

In a statement to "Al-Quds" Dot, Abu Muhammad, a member of the resistance, explained that the resistance formations began preparing and preparing since the declaration of the occupation a while ago, preparing for a second defensive wall campaign in Jenin and the camp, and they were keen to prepare and develop their capabilities and capabilities and arrange appropriate military plans to fight and inflict The occupation suffered real losses, as happened when it carried out its operation two weeks ago, when the resistance was able to detonate advanced explosive devices, which damaged 7 vehicles and caused casualties among the occupation soldiers.

He added: "All indications and field movements of the occupation confirmed that there was an imminent aggression and attack, so the resistance began to arrange its ranks and positions, and take precautionary and logistical measures and measures, and when the occupation launched the aggression by bombing, we were fully prepared."

The resistance fighter, Abu Muhammad, stated that the resistance tactic, distributing groups, dividing the camp, fortifying the entrances, alleys and streets, and helping and supporting the camp residents who refused to leave and supported the resistance, in addition to the solid and steadfast unity, contributed to the failure of the fierce attack in which the occupation mobilized its selected forces, reinforced by a thousand soldiers. The media campaign that accompanied the aggression, and the occupation's attempts to stir up panic and fear, shattered the rock of steadfastness, unity, the spirit of faith and conviction in our ability to confront and confront even despite the bombing and destruction.

The resistance fighter, Abu Ali, challenged the occupation to prove the success of his campaign, and said, "We faced the occupation with strength, determination, and steadfastness. The groups mastered the art of attacking, withdrawing, and evading, deceiving the occupation, and trapping it in ambushes. Its soldiers did not set foot on the camp's land, even in the shadow of the drones and warplanes. The resistance fought and confronted the occupation." In all locations, and did not retreat in all confrontations, and the battles continued at the entrances to Al-Dajm neighborhood for 12 hours and failed to storm it. ".
