Washington is pressing to conclude a deal, and Israel is asking for guarantees regarding the war on Gaza

The Israeli Broadcasting Authority said that the Israeli War Council unanimously decided to request guarantees from the United States that the war on Gaza will resume if Hamas does not commit to completing the stages of the prisoner exchange deal.

The Commission confirmed that the War Council’s decision will be part of Israel’s conditions for concluding a new exchange deal.

The broadcasting authority indicated that the decision came due to Israel's fear that Hamas would extend the negotiations during the cessation of fighting to prevent the completion of the deal on the one hand and prevent the resumption of the war on the other hand.

It added that the Israeli leadership's fear of the possibility that the United States would not support the continuation of the war prompted it to request guarantees. The Broadcasting Corporation also quoted an Israeli government source as saying that the War Council's decision on American guarantees may rule out the possibility of reaching a deal.

Demonstration and petition

Meanwhile, a demonstration took place in front of the Israeli Ministry of Defense in Tel Aviv to demand an immediate prisoner exchange deal, with demonstrators calling on the Israeli government to take advantage of what they described as the current opportunity to return all detainees in Gaza.

Meanwhile, protesters closed the street leading to the Ministry of Defense in Tel Aviv, and raised banners reading, “Concluding the deal is a victory for life.”

In turn, Yedioth Ahronoth newspaper said that the families of the abductees collected the signatures of 70 members of the Knesset who agreed to support the exchange deal proposal.

The newspaper added that all members of the "Jewish Greatness" party led by Ben Gvir refused to sign the petition of the kidnapped families supporting the exchange deal, while some members of the Likud Party expressed reserved support for the deal without coming out and supporting it publicly.

Visits and statements

The past hours have witnessed rapid developments regarding the expected deal, as Axios quoted an American official and two informed sources as saying that CIA Director William Burns is expected to arrive in the Qatari capital, Doha, while Biden’s senior advisor for Middle East affairs, Brett McGurk, will arrive in the Egyptian capital, Cairo. .

According to these sources, Burns and McGurk's trip comes as part of a comprehensive pressure campaign carried out by the Biden administration in order to reach a breakthrough on the deal.

White House National Security Communications Advisor John Kirby told Al Jazeera that the Gaza agreement proposal that Biden spoke about is an Israeli proposal, not an American one. He added that President Biden believes that the proposal represents a great opportunity to stop the war, and that the decision now rests with the Hamas movement, as he put it.

For his part, Qatari Foreign Ministry spokesman Majid Al-Ansari said that the Qatari side received an Israeli proposal that reflects the principles mentioned by Biden and conveyed to Hamas. He stressed that the proposal now includes positions of both sides that are closer than before, and that efforts are being made to put the final touches to reach an agreement.

In turn, Hamas leader Osama Hamdan said that the movement informed the mediators that it would not conclude any agreement with Israel regarding the prisoners unless there was a clear position from Tel Aviv to prepare for a permanent cessation of the war and withdrawal from the Gaza Strip.

Hamdan added that the Israeli response that the movement received did not respond to that, which makes it inconsistent with the position expressed by the American President in his recent speech.

US Representatives approve a bill allowing punishment by the International Criminal Court

The US House of Representatives approved a bill allowing the imposition of sanctions on the International Criminal Court, and also imposes sanctions on the court if it investigates or prosecutes people protected by Washington or its allies.

This comes after the court issued arrest warrants against Israeli Prime Minister Benjamin Netanyahu, his Defense Minister, and others.

While some representatives called for sending a strong message of support to Israel and for the International Criminal Court not to prosecute American officials and soldiers in the future, others from both parties opposed ratifying the draft law on the grounds that it harms some of the United States’ allies who cooperate with the court, such as Japan and France.

The Prosecutor of the International Criminal Court, Karim Khan, announced about two weeks ago that he had submitted requests to the court to issue arrest warrants on charges of committing war crimes and genocide in connection with the war in Gaza and the attack of last October 7.

Khan said that Israeli Prime Minister Benjamin Netanyahu and his Defense Minister Yoav Gallant bear responsibility for crimes against humanity in Gaza, and added that the evidence concluded that Israeli officials systematically deprived Palestinians of the basics of life, and that Netanyahu and Gallant were complicit in causing suffering and starvation of civilians in Gaza. .

On the other hand, Khan said that there are reasonable reasons to believe that both the leader of the Islamic Resistance Movement (Hamas) in Gaza, Yahya Al-Sinwar, and Muhammad Diab Ibrahim Al-Masry, known as Muhammad Al-Deif, the commander-in-chief of the Martyr Izz al-Din al-Qassam Brigades, the movement’s military wing, and the head of the movement’s political bureau, Ismail Haniyeh, are responsible for Committing war crimes and crimes against humanity in Israel, as he put it.

Although both the United States and Israel are not members of the International Criminal Court, American officials expressed anger at the court’s approach, especially since it is the first time the court has sought to prosecute an American ally.

Biden's envoy heads to the Middle East to help conclude an agreement on Gaza

An American official told Reuters on Tuesday that US President Joe Biden's envoy to the Middle East, Brett McGurk, will travel to the region tomorrow to help reach an agreement on detainees and a ceasefire in Gaza.

Axios quoted American officials on Tuesday as saying that the director of the US CIA will arrive in Doha today to discuss reaching an agreement on Gaza. The site also quoted American officials as saying that Biden’s chief Middle East advisor, Brett McGurk, will arrive in Cairo tomorrow. The site said: Burns and McGurk's trip is part of a comprehensive pressure campaign for a breakthrough on the swap deal.

Qatar said on Tuesday that it had handed over to the Palestinian Resistance Movement (Hamas) an Israeli proposal that reflects the positions put forward by US President Joe Biden, adding that the proposal is now much closer to the positions of both sides.

Qatari Foreign Ministry spokesman Majid Al-Ansari said in a press conference that Qatar, which is mediating in the ongoing war between Israel and Hamas in the Gaza Strip, also stressed the need for there to be a clear position on both sides of the conflict in order to reach a ceasefire agreement.

Today, Tuesday, French President Emmanuel Macron called on the Hamas movement to accept the ceasefire agreement that his American counterpart, Joe Biden, put on the table, according to the Elysee Palace.

Macron said, in a phone call with Israeli Prime Minister Benjamin Netanyahu: “The detainees, including two French citizens, must ultimately be returned to their families, and the suffering of the Palestinians in Gaza must end.”

Biden: Netanyahu may prolong the war in Gaza for political goals

US President Joe Biden said that Israeli Prime Minister Benjamin Netanyahu may delay ending the war in the Gaza Strip for political reasons.

In an exclusive interview with Time magazine on Tuesday, Biden was asked whether he believed Israeli insinuations that Netanyahu was prolonging the war for his political interests, and he replied, "There are good reasons for people to come to that conclusion."

The interview was conducted on May 28, a few days before Biden announced a detailed proposal for a ceasefire in Gaza, and its publication coincides with Netanyahu facing deep political divisions at home.

Biden - who is currently pushing to end the war that has been ongoing for nearly 8 months after previously supporting its continuation - added that the Israeli forces committing war crimes in Gaza is something that “could not be confirmed.”

Biden referred to the political challenges that Netanyahu faced before the start of the war on Gaza on October 7, 2023, regarding changing the constitution and imposing judicial reforms.

He added, "This is an internal discussion that has no results, and it is difficult to say whether or not Netanyahu will change his position on these reforms."

Major disagreement

Regarding the Gaza war, Biden said that his main disagreement with Netanyahu is over what will happen after the end of the Gaza war, and will Israeli forces return to the Strip?

He explained that he spoke with officials in Egypt, Saudi Arabia, Jordan, and the Emirates regarding this, saying: “If the matter is the return of Israeli forces to the Gaza Strip, this cannot succeed.”

He stressed the necessity of moving to a two-state solution (Palestinian and Israeli). Biden added: “I believe there is a clear path to transition, in which Arab countries will provide security and reconstruction in Gaza in exchange for a long-term commitment to transition to a two-state solution.”

In response to a question about the possibility of Israeli forces committing war crimes in Gaza, Biden claimed that it was not certain that this happened, and it was investigated by the Israelis themselves.

Weeks ago, the Prosecutor of the International Criminal Court, Karim Khan, requested the issuance of international arrest warrants against Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Galant. For their responsibility for war crimes and crimes against humanity in Gaza.

Regarding this, Biden said, “We do not recognize the International Criminal Court,” and added, “One thing is certain, which is that the Palestinians in Gaza are suffering greatly due to the lack of food, water, and medicine, and many innocent people have been killed.” The Israeli war on Gaza left more than 119,000 martyrs. There are wounded Palestinians, most of them children and women, and about 10,000 are missing amid massive destruction and famine that claimed the lives of children and the elderly.

Israel continues this war, ignoring a Security Council resolution demanding that it stop the fighting immediately, and orders from the Court of Justice demanding that it stop its attack on Rafah, take immediate measures to prevent acts of genocide, and improve the humanitarian situation in Gaza.

Winsland: The scenes of devastation and suffering in Gaza are heartbreaking

The United Nations Coordinator for the Middle East Peace Process, Tor Wensland, said on Tuesday that the scenes of destruction and suffering in Gaza are “heartbreaking,” explaining that the delay in concluding a ceasefire agreement in the Strip “will cost more lives every day.”

In a post on the “X” platform, Wensland said that he visited Gaza yesterday, Monday, and “saw firsthand the devastating impact of the hostilities” in the Strip.

He added: "The scenes of destruction and suffering that people are experiencing in the Gaza Strip are heartbreaking, and it is clear that there is a need to take urgent measures to alleviate the humanitarian crisis facing the Gaza Strip."

The UN coordinator explained that he visited Al-Amal Hospital in Khan Yunis, south of the Gaza Strip, met with local officials and discussed ways to meet the urgent needs of the population.

He added: "What I saw in Gaza is a stark reminder of the humanitarian cost of the conflict."

Wensland said that there was “a serious proposal on the table set by US President Joe Biden,” and urged “all parties to reach an agreement immediately to achieve a ceasefire and release the hostages.”

He added: "There is no alternative (to the proposal), and any delay will cost more lives every day."

Last Friday, Biden, whose administration provides absolute support to Tel Aviv in its war on Gaza, spoke about Israel submitting a three-stage proposal that includes a ceasefire in Gaza, the release of detainees, and the reconstruction of the Strip.

Neither Israel nor Hamas announced a final position on what Biden announced, but Israeli Prime Minister Benjamin Netanyahu described what Biden presented as “inaccurate.”

While Hamas announced, in a statement, that it “will deal positively with any proposal based on a permanent ceasefire, complete withdrawal from the Gaza Strip, reconstruction, the return of the displaced, completing a serious prisoner exchange deal, and intensifying relief.”

Since last October 7, Israel has been waging a war on Gaza, leaving more than 119,000 Palestinians dead and wounded, most of them children and women, and about 10,000 missing amid massive destruction and famine that claimed the lives of children and the elderly.

Gaza.. A new Israeli ground incursion into the Bureij camp and the beginning of a wave of displacement

On Tuesday, the Israeli army again penetrated the Bureij Palestinian refugee camp in the central Gaza Strip under cover of fierce artillery and air bombardment. This led to the start of a wave of exodus from the camp.

Anadolu correspondent reported, citing eyewitnesses, that Israeli military vehicles penetrated into the eastern areas of the Bureij camp after the army carried out a series of fire belts on the camp using artillery and warplanes.

Witnesses reported that clashes are currently breaking out between members of the Palestinian resistance and Israeli forces east of the camp.

They explained that clouds of black smoke were rising in the sky of the areas targeted by the Israeli forces, while hundreds of Palestinians began to flee from the camp towards the Nuseirat camp and the city of Deir al-Balah in the central Gaza Strip.

Witnesses pointed out that the Israeli artillery shelling also targeted Al-Maghazi camp, adjacent to Al-Bureij.

This comes as the Israeli army said, in a statement, that "its warplanes are currently launching raids in Bureij."

The army claimed that "the raids focus on Hamas targets," and that they coincide with "ground forces carrying out a precise operation through intelligence guidance."

The Israeli army did not provide further details in its statement.

The Israeli army withdrew from the Bureij camp in mid-January, after a military operation that lasted two weeks, leaving a large number of casualties and massive destruction.

Earlier today, 4 Palestinians were killed and others were injured as a result of an air strike that targeted a house belonging to the Ghanem family in the “Block 10” area of the Bureij camp, according to medical sources for Anadolu Agency.

According to eyewitnesses to Anatolia, Israeli warplanes launched another raid targeting Al-Hilu School in the “Block 9” area, east of Al-Bureij Camp, without resulting in casualties.

This comes as part of a devastating war waged by Israel against Gaza, since October 7, 2023, which has left more than 119,000 Palestinians dead and wounded, most of them children and women, and about 10,000 missing, amid massive destruction and famine that has claimed the lives of children and the elderly.

West Bank: Israeli settlers demolish 11 homes and displace their residents

On Tuesday, Israeli settlers demolished 11 Palestinian homes west of the city of Jericho in the central West Bank, displacing its residents, who numbered about 40 individuals.

Activist Hassan Mlihat, general supervisor of the “Al-Baidar Organization for Defending Bedouin Rights” (a human rights organization), said, “Colonists (settlers) demolished 11 homes of Mlihat Arabs, west of Jericho.”

Mlihat added to Anatolia that the dwellings are barracks (tin structures) located in the “Naqab Safi” Bedouin community, west of Al-Duyuk.

He confirmed that the demolition was carried out using bulldozers, and affected homes built about 3 years ago, noting that the homes were all inhabited and located on a mountain overlooking the city of Jericho.

He stated that "about 40 people who were living in these homes became displaced and headed to the Fasayil area, north of Jericho," explaining that they themselves were "originally displaced from the Baqa'a area northeast of Jerusalem in previous years."

During last May, settlers carried out 221 attacks against Palestinians and their property in the West Bank, according to a monthly report by the Wall and Settlement Resistance Authority (governmental) published on Monday.

The Commission stated that “the planning authorities in the occupying state studied 8 structural plans for the settlements of the West Bank and Jerusalem, and approved 3 plans, two of which were in Jerusalem.”

In conjunction with its war on Gaza, the Israeli army expanded its operations in the West Bank, in addition to the escalation of settlers’ attacks on the population, which resulted in hundreds of deaths in addition to the arrest of about 9,000 Palestinians, according to official Palestinian sources.

Since last October 7, Israel has been waging a war on Gaza, leaving more than 119,000 Palestinians dead and wounded, most of them children and women, and about 10,000 missing amid massive destruction and famine that claimed the lives of children and the elderly.

Hamas: There is no agreement with Israel without stopping the war and withdrawing from Gaza

Hamas leader Osama Hamdan said on Tuesday that the movement informed the mediators that it would not conclude any agreement with Israel regarding the exchange of prisoners unless there was a clear position from Tel Aviv to prepare for a permanent cessation of the war and withdrawal from the Gaza Strip.

Hamdan stated this during a press conference held in the Lebanese capital, Beirut, during which he touched on US President Joe Biden’s speech last Friday, during which he spoke about Israel submitting a three-stage proposal that includes a ceasefire in Gaza, the release of detainees, and the reconstruction of the Strip.

Hamdan considered that Israel “did not present a new proposal,” as Biden said, but rather an “objection” to the proposal of the Egyptian and Qatari media, which Hamas received on May 5, and the Palestinian factions announced their approval of it on May 6, while Israel rejected it, claiming that it “does not meets its conditions.”

Hamdan said that what Israel presented “talks about opening the door to negotiations in everything, without end, and this is not consistent with the position that President Biden spoke about in his speech regarding a permanent ceasefire and comprehensive withdrawal from Gaza, which we expressed positively.”

Following Biden's recent speech, Hamas announced, in a statement on Friday, that it "will deal positively with any proposal based on a permanent ceasefire, complete withdrawal from Gaza, reconstruction, the return of the displaced, completing a serious prisoner exchange deal, and intensifying relief."

Hamdan stated that the American President said in his speech that "the mediators guarantee that the negotiations will continue indefinitely until the two parties agree."

The Hamas leader considered that this "confirms that the occupation only wants one stage (of the agreement) during which it regains its prisoners, and then resumes its aggression and war against our people. The occupation does not want a ceasefire, nor does it want to reach results."

Hamdan pointed out that his movement informed the mediators of its position regarding what Israel presented through Biden.

He explained that his movement's position states that it "will not enter into an agreement, unless there is a clear position from the Israeli occupation to prepare for a permanent ceasefire and comprehensive withdrawal from Gaza."

He added, stressing: “We cannot agree to an agreement that does not guarantee, guarantee, or confirm a permanent ceasefire, a comprehensive withdrawal from Gaza, and the completion of a serious and real prisoner exchange deal.”

He continued: "Now, we are waiting for the clear Israeli position on this issue, on which there is international consensus, and we call on the mediators to obtain a clear position on the Israeli occupation regarding its commitment to a permanent ceasefire and comprehensive withdrawal from Gaza."

Hamdan explained, "This is what the mediators informed us of; it is a national position that represents and confirms the Palestinian factions."

He stressed that the occupation "will not see its prisoners except according to a fair exchange deal through which our prisoners and detainees will enjoy freedom."

After Biden spoke on Friday about a three-stage Israeli proposal that includes a ceasefire in Gaza, the release of detainees, and the reconstruction of the Strip, the next day, Qatar, Egypt, and the United States called on both Hamas and Israel to conclude an agreement that embodies the principles announced by Biden.

Israel did not announce a final position on what Biden announced, but Israeli Prime Minister Benjamin Netanyahu described what the American president presented as “inaccurate,” and said, in press statements on Monday, that he did not agree to end the war in the second phase of the proposal, but only “discussed.” This step is according to Tel Aviv's conditions.

The Palestinian factions accuse the United States and Israel of not actually wanting to end the war, and of seeking through negotiations to buy time, hoping that Netanyahu will achieve his goals through fighting.

One of Tel Aviv's most prominent declared goals in the war is "to eliminate Hamas and return Israeli prisoners from Gaza."

Tel Aviv estimates that there are 128 Israeli prisoners in Gaza, while Hamas announced that more than 70 of them were killed in random raids launched by Israel, which holds at least 9,500 Palestinians in its prisons.

Since October 7, 2023, Israel has been waging a devastating war on Gaza. It left more than 119,000 Palestinians dead and wounded, most of them children and women, and about 10,000 missing, amid massive destruction and famine that claimed the lives of children and the elderly.

Israel continues this war despite a decision by the UN Security Council to stop the fighting immediately, and orders from the International Court of Justice to end the invasion of Rafah (south), and to take measures to prevent acts of “genocide” from occurring, and to improve the miserable humanitarian situation in the Strip.

This comes at a time when the Palestinian resistance continued its operations against the occupation forces, the latest of which was the announcement by the Martyr Izz al-Din al-Qassam Brigades - the military wing of the Islamic Resistance Movement (Hamas) - targeting an Israeli force of 15 soldiers in an ambush inside a house south of the Al-Sabra neighborhood in Gaza City.

The Al-Quds Brigades - the military wing of the Islamic Jihad Movement - also announced that its fighters targeted Israeli army forces and vehicles stationed in the vicinity of Tal Zorob, southwest of the city of Rafah, and the Abu Oreiban site, in the “Netzarim” axis in the middle of the Gaza Strip.

War on Gaza: 71 dead in 7 new massacres committed by Israel

On Tuesday, the Israeli army continued its air and ground attacks on various areas in the Gaza Strip as the Israeli war entered its 242nd day, amid Israeli disagreements regarding the ceasefire that accompanies international movements led by America to conclude an agreement that leads to stopping the war.

The Ministry of Health in the Gaza Strip reported that the Israeli occupation committed 7 new massacres during the past 48 hours against families in the Gaza Strip, including 71 dead and 182 injured in hospitals. It explained that the death toll from the war rose to 36,550 martyrs and 82,959 injured, while “A number of victims are under the rubble and on the roads, and ambulance and civil defense crews cannot reach them.”

Israeli aircraft continued their raids on various areas in the Gaza Strip, resulting in more than 40 martyrs during the past hours, while the resistance factions announced the implementation of operations targeting Israeli army forces in Jabalia and Rafah, while Washington seeks Security Council support for a proposal to end the war in Gaza through an agreement to stop the war.

Israel intends to establish “rapid intervention forces” in the border towns with the West Bank

On Tuesday, Israeli Defense Minister Yoav Galant announced the intention to establish “rapid intervention forces” in towns near the border with the West Bank.

This came during his visit to the head of the Parliamentary Foreign Affairs and Security Committee, Yuli Adelstein, Israeli army soldiers on the contact line between the West Bank and Israel, according to what was reported by the official Israeli Broadcasting Corporation.

Gallant said in a post on the “X” platform: “I ordered the formation of intervention forces that will rely on townspeople and graduates of combat units, which is another step that will strengthen security elements.”

The Hebrew Authority quoted Edelstein as warning “against the consequences of repeating the attacks of October 7, 2023,” in reference to Hamas’ sudden attack on Israeli towns and military bases in the area adjacent to the Gaza Strip in southern Israel.

Adelstein added, "The contact line is a few kilometers away from the cities in the center of the country."

The broadcaster said: “Gallant revealed that Israel will establish rapid intervention forces in the villages of the contact line adjacent to the West Bank.”

A few days ago, Israelis in towns near the northern West Bank claimed that Palestinian shooting had occurred.

The Israeli Broadcasting Corporation said, "Yesterday, Israeli vehicles were exposed to fire near the Kiryat Arba settlement (in Hebron, in the southern West Bank). There were no human casualties, but damage was observed to the vehicles."

There was no comment from the Palestinian side on the allegations of shooting from the West Bank, while Israelis published video clips that they said documented shooting from the West Bank.

Sources in Hamas: The movement will announce today its position on Biden’s proposal

Leadership sources in the Hamas movement stated that the movement will announce this evening its position on US President Joe Biden’s proposal for a three-stage truce in Gaza.

Ben Gvir calls for burning and destroying Hezbollah strongholds in Lebanon

On Tuesday, Israeli Minister of National Security Itamar Ben Gvir called for the burning and destruction of Hezbollah strongholds in Lebanon, in response to fires sweeping the forests of northern Israel as a result of missiles and drones launched by the party.

During a visit to the Kiryat Shmona settlement near the Lebanese border, Ben Gvir, leader of the far-right Jewish Power party, said: “Now the Israeli army’s mission is to destroy Hezbollah.”

He added: "Our land cannot be harmed and people are evacuated here and Lebanon is at peace... They are burning here, and all Hezbollah strongholds must be burned and destroyed," according to what the Anadolu correspondent reported.

Today, Israeli firefighting crews continue attempts to extinguish widespread fires in the north that were ignited two days ago by the fall of missiles and drones launched by Hezbollah, and the drought and heat threaten to spread them.

The fires broke out in areas including Kiryat Shmona, Safed, Tiberias, Amiad, Kfar Giladi, Keren Naftali, Btist and Margaliot, and injured 16 people, including 7 reserve soldiers.

Israel sent army and police forces to help firefighting teams extinguish the fire that consumed about 4,000 dunums (a dunum equals a thousand square metres) of forests, and there is still no estimate of the total losses.

For decades, Israel has occupied Lebanese lands in the south.

Palestinian and Lebanese factions in Lebanon, including Hezbollah, exchange intermittent daily bombardment with the Israeli army across the dividing “Blue Line,” resulting in hundreds killed and wounded, most of them on the Lebanese side.

The factions say they stand in solidarity with Gaza, which has been exposed to an Israeli war since October 7 that left more than 119,000 Palestinians dead and wounded, most of them children and women, and about 10,000 missing amid deadly famine and massive destruction.

We have the right to remove Gaza from the stakes of the Holocaust!

After 241 days of the Israeli “Iron Swords” war, Gaza has not been broken, and Israel has not won. Rather, the image of the victim that it had long displayed in the face of the world has been shattered, and its isolation has expanded, and the extent of its racism and brutality as a state that kills children has been revealed. Today it stands terrified before the international judiciary, and is being tried for practicing genocide. Collective action, which is the charge for which she summoned senior lawyers to prove her innocence, in vain. Rather, these lawyers appeared confused, weak in their arguments... and ridiculous.

Bleeding Gaza, which they treat as if it were a queue at the gates of the Holocaust, has the right to allow it to catch its breath and heal its wounds, to hide in solemn silence its martyrs, to search under the rubble for its missing, to feed its hungry children, to soothe its women, to ease the pain of its wounded, and to stop its tears. Mothers, grandfathers and grandmothers care for their children and grandchildren, and give orphans and widows some hope.

Bleeding, compassionate, hungry, patient, steadfast Gaza, crucified on the sticks of the Holocaust, has the right for us to respond to the heartache, the bleeding of its wound, and its overflowing pain.

Gaza, where the hospitals are crowded with the wounded, the streets are full of tents for the displaced, and the cemeteries are filled with corpses, where displaced people are received, the wounded are treated, and afflicted people are helped, emerging with bleak faces from under the rubble; Gaza needs us today, out of respect for its pain and to alleviate the severity of its affliction. It needs us to help it, including taking what is offered to it and achieving its dignity and pride. Although the American initiative “of Israeli origin” was not motivated by humanitarian issues as much as it was electoral and a reflection of an internal crisis in Israel, due to the heavy losses that befell the rogue state, it required the use of the stores of the major world power, its battleships, its aircraft carriers, and NATO weapons, to assist it in its war on... The children, women and elderly people of Gaza who eat from hunger and drink from thirst.

Respond to the proposed initiative. You will not lose anything, for you are superior, and no matter how high the columns of smoke and fire rise, and how long the night lasts, we will not lose our certainty in the inevitability of our victory and the realization of our dream of establishing our state with Jerusalem as its capital.

I advise you to accept the deal, and throw its stone into the waters of Netanyahu and his government. Allow me to suggest to you this brief statement:
In response to the efforts of the mediators, and in order to spare the blood of innocent children, the elderly, the youth, and women, and to honor the blood of the martyrs, and the pain of the wounded, the sick, and the tortured prisoners in the darkness of the prison, and from the position of strength, pride, and dignity of those who have the right to defend their land, and defend their Islamic and Christian sanctities, we declare our acceptance of the deal announced by the President. The US, in consultation with the Qatari and Egyptian mediators.

Glory to the martyrs, healing to the wounded, and victory to our people.

Netanyahu faces a choice between a ceasefire deal and the survival of his government

Experts believe that US President Joe Biden, by announcing a ceasefire proposal last Friday, May 31, 2024, said that it was an Israeli proposal, putting the Israeli Prime Minister, Benjamin Netanyahu, in an embarrassing position, especially since Netanyahu has refused since the beginning of the war to provide a timetable for ending the war. The war on Gaza, a position that his critics consider a political tactic in order to maintain his position.

According to what the New York Times reported on Monday, “Netanyahu, a right-leaning conservative, has always succeeded in reconciling competing personal, political, and national interests. It now appears that he faces a stark choice between the survival of his hard-line, hawkish government and the return of hostages held by Hamas in Gaza, while "He puts himself and Israel on a new path away from growing international isolation."

According to the newspaper, Netanyahu's critics portray him as indecisive and say that there are two Netanyahus, and that one of them works practically in the small war government that he formed with some centrist rivals, to give it public legitimacy. The other is effectively a hostage of the far-right members of his ruling coalition, who oppose any concession to Hamas and who guarantee his political survival.

It is noteworthy that the official spokesman for the US State Department, Matthew Miller, said in his response to the question of the Al-Quds.com correspondent regarding the fluctuation of Netanyahu’s positions according to which ministry he leads (the Ministry of War or the broader ministry). He acknowledged the embarrassment of the moment facing Netanyahu, and said: “In In the end, this is an Israeli proposal, and it is also a proposal that matches the one that Hamas agreed to (on May 6).”

Miller added: “This proposal is for Hamas to agree to; Hamas is the decision maker now on whether it can move forward or not. Now, having said that, we have made it very clear that we will continue to speak to the Israeli public, and speak to the Israeli government.” That this deal is in their interest and why, we should get a deal now, moving from phase one to phase two, that it is in their interest, and why further integration with their neighbors would be in their interest. But let me be clear: the obstacle is now ahead The ceasefire is not Israel; the obstacle to the ceasefire is Hamas.”

US President Biden set the general conditions that he said Israel had presented to the American, Qatari and Egyptian mediators who were pressing to reach an agreement to stop the fighting and release the hostages in Gaza. Israeli officials confirmed that the terms were consistent with the ceasefire proposal that had been approved by the Israeli war cabinet but had not yet been presented to the Israeli public.

Analysts say that now is a difficult time for Netanyahu, especially since Biden announced a possible ceasefire deal, hinting that this is Netanyahu’s proposal, thus raising a question mark as to whether the Israeli Prime Minister will adhere to what he presented.

The leaders of two far-right parties in the coalition - Bezalel Smotrich, Israel's Finance Minister, and Itamar Ben Gvir, National Security Minister - have pledged to topple Netanyahu's government if the prime minister agrees to the deal announced by Biden.

At the same time, Benny Gantz and Gadi Eisenkot, two former military commanders who joined the emergency war government since the beginning of the Israeli war on Gaza, threatened to withdraw support for the centrist National Unity Party by June 8 if Netanyahu fails to present a clear vision of his plans in the war on Gaza “and the way forward.” Clear ahead,” they say.

The ceasefire proposal includes three stages. Under the plan, groups of Israeli detainees would be released in exchange for hundreds of Palestinian prisoners in Israeli prisons, a temporary ceasefire would be transformed into a permanent cessation of hostilities, and an internationally-backed effort would be launched to rebuild Gaza.

More than 100 hostages were released under a limited deal in the last week of November 2023. An estimated 125 people remain detained by Hamas and other Palestinian resistance factions in Gaza, although dozens are believed to have died.

UN official: The Palestinians are subjected daily to unprecedented bloodshed, and we call for accountability

United Nations High Commissioner for Human Rights, Volker Türk, called for an end to the sharp escalation of deadly violence in the occupied West Bank since October 7, and urged accountability for the killing of more than 500 Palestinians at the hands of occupation forces and settlers.

Turk said in a statement, today, Tuesday, that the residents of the occupied West Bank are exposed day after day to unprecedented bloodshed. It is completely illogical for this large number of lives to be claimed in this brutal manner.

He added that killing, destruction, and widespread violations of human rights are unacceptable, and must stop immediately. Israel must not only adopt rules of engagement that are fully consistent with applicable human rights rules and standards, but also strengthen their application, and comprehensively and independently investigate any allegation of unlawful killing and hold those responsible accountable. about him.

The United Nations High Commissioner for Human Rights stressed that impunity for such crimes has been common for a very long time in the occupied West Bank, and has created an environment conducive to more unlawful killings by Israeli forces. International law must be respected and applied, and international law must be guaranteed. Accounting.

He continued: "Israeli forces have traditionally used lethal force as a first resort against Palestinian demonstrators who throw stones, Molotov cocktails, and firecrackers at their armor, in cases where those who were shot did not represent an imminent threat to life. The spread of Palestinian deaths after being shot in the upper part of the country indicates From their bodies, along with the pattern of preventing the provision of medical assistance to the injured, to the intent to kill in violation of the right to life, and not to the gradual use of force and an attempt to calm the tense situation.”

The High Commissioner said that among the verification of deaths and in-depth monitoring of more than 80 cases by the United Nations High Commissioner for Human Rights, there are continuing violations of international human rights law through the use of force by Israeli forces, the unnecessary and disproportionate use of proxy force, and the increase in targeted and planned killings. for him.

He concluded: The violence practiced by Israeli forces and settlers against the backdrop of the ongoing killing and destruction in Gaza has sown fear and insecurity among Palestinians in the occupied West Bank.

Lebanese newspaper: Egyptian estimates that the deal between Israel and Hamas will enter into force next week..

An Israeli delegation is expected to arrive in Egypt today, carrying, according to Egyptian sources, Tel Aviv’s approval to engage in the ceasefire deal and begin the prisoner exchange process, provided that the timetable for the deal is agreed upon in the coming days.

The Lebanese Al-Akhbar newspaper reported that estimates in Egypt are that the deal will go into effect at the beginning of next week, if things go as planned, in light of the serious American pressure on Israel on the one hand, and the regional diplomatic movements supporting these efforts on the other hand.

However, there are Egyptian fears that the Israeli government will not adhere to the ceasefire, after receiving part of the prisoners. According to the information, Egypt and Qatar asked the Palestinian resistance not to carry out attacks targeting Israel, in exchange for American verbal pledges to end the war and ensure that it is not renewed, amid fears that these pledges will be “inconclusive and binding” for Washington, whose officials are engaged in the presidential election campaign.

Efforts for rapprochement between Ramallah and Hamas

Egypt has begun new efforts to bring views closer between the authority in Ramallah and the resistance, through contacts that will be intensified in the coming days. According to the Lebanese newspaper, which quoted Samrad Masri as saying, “The only way to pass several matters in favor of faster improvement of the situation in the Gaza Strip, and serves as the key to the solution to end the Israeli justifications for continuing the war,” provided that “concepts are developed after discussions of various parties, and to ensure resort to holding Palestinian elections.” As soon as possible.

The Egyptian source added, “Part of these solutions and visions that are being prepared for the next day in the negotiations will be based primarily on the presence of a Palestinian delegation that expresses the various movements and has powers that enable it to make decisions.”

Biden's decisive, carefully planned and highly complex challenge to Netanyahu

Times of Israel

Times of Israel

Opinion Writer

By DAVID HOROVITZ

It appears that the prime minister is being asked to choose between his own interests and those of Israel, while Hamas is being urged to accept its own demise. But there may also be a more limited American action plan

US President Joe Biden's speech on Friday - during which he revealed many details of a proposal submitted by Israel for a ceasefire with Hamas - gives comes at a moment of truth for Israel. But not only that: this moment of truth is accompanied by a fateful choice which was placed in the hands of Prime Minister Benjamin Netanyahu by the American head of state.

Urging Hamas to take up this offer, Biden sought to ensnare Hamas and test its bluff: “Hamas says it wants a ceasefire. The deal is an opportunity for him to prove that he really wants it. Hamas must accept this agreement... and put an end to this war that it itself started. »

Of course, things are not that simple. Hamas will only accept a deal if it believes it can survive, rebuild and resume its plans to destroy Israel. He will only accept this agreement, in other words, if he believes that he can avoid very precisely the consequences of the agreement as they were specified by Biden in his speech: "A 'better tomorrow' 'where Hamas will no longer be in power in Gaza' and a strip 'reconstructed in such a way that Hamas will not be able to rearm itself'.

By strongly asking Israeli leaders to “support this agreement”, Biden alluded to the challenge he is launching today to Netanyahu at a moment he described as “really decisive”.

“A thorough approach that begins with this agreement will bring the hostages home and lead to a more secure Israel,” Biden said. Once concluded, this agreement “on the hostages and on the ceasefire” will open the door, for Israel, “to the possibility of much greater progress, including calm on the northern border that Israel shares with the Lebanon”, “a potential historic normalization agreement with Saudi Arabia” and “a regional security network to counter the threat posed by Iran”.

With so many potential benefits, why did the president then feel the imperative to implore Netanyahu to secure his support for a proposal that the prime minister and his other colleagues in the war cabinet, Minister of Defense Yoav Gallant and Minister Benny Gantz, themselves approved and which they have just transmitted to Hamas? (The proposal presented by Biden "is, indeed, a deal that we have accepted," Ophir Falk, a Netanyahu adviser, confirmed on Saturday in case anyone was led to believe that the president had distorted this essential fact).

The answer relates to Netanyahu's personal interests, his political needs and the definition of national priorities that will shape Israel's destiny.

Netanyahu's moment of truth

On a personal level, presenting this proposal from the war cabinet, the government's military command cell, offers Netanyahu the prospect of avoiding arrest by order of the International Criminal Court. This guarantees him an enthusiastic bipartisan reception during his impending speech to the US Congress (an invitation that was confirmed, not coincidentally, shortly after Biden's address). And it offers him the opportunity to retransform his entire legacy – from the man who failed to prevent the catastrophe of October 7 to the leader who had to bounce back from the disaster and, as Biden said, who had to put Israel back on its feet. the rails of long-term security and regional integration.

As for his political dilemma, things have already started to play out.

Biden may have chosen the start of Shabbat in Israel to deliver his speech to give Netanyahu twenty-four hours to consider which political path to take. And at the end of Shabbat certain “members of the governing coalition” clearly established – as Biden had precisely envisaged – that they “will not accept this plan and that they will call for the war to continue for a indeterminate period ". The leaders of the coalition's two far-right parties, Bezalel Smotrich (Hatzionout HaDatit) and Itamar Ben Gvir (Otzma Yehudit), said the provisions approved by the war cabinet that they themselves helped establish by their vote were unacceptable, and they (again) promised to leave and overthrow the government established by Netanyahu if such an agreement were to see the light of day.

In contrast, HaMahane HaMamlahti party leader Benny Gantz called for urgently convening the war cabinet in order to promote the process. Stressing that the repatriation of the hostages is the most urgent priority of the war, Gantz thus potentially set aside the ultimatum he had given to the Prime Minister on May 18, when he had announced that he would leave the coalition dated June 8 if by then, Netanyahu does not make major strategic decisions regarding the war. And Yair Lapid, the opposition leader, insisted: "We must make this deal now... before the hostages die there in Gaza" and repeated his promise to offer the prime minister a safety net security to ensure that the government will not be overthrown.

Netanyahu's political – and personal, indeed – problem is that Ben Gvir and Smotrich between them have fourteen seats in parliament and his coalition would not survive long in their absence. Gantz is a rival whose party holds only eight Knesset seats; he is not an ally and Lapid will remove the promised safety net as soon as an agreement allowing the hostages to regain their freedom, in exchange for a ceasefire, is finalized. And if the two far-right parties desert the coalition, the majority that Netanyahu can confidently rely on will disappear.

Hence the fateful decision – for Israel – that Biden imposes on Netanyahu today.

Hamas “destroyed”?

The president not only dangled the extraordinary benefits that Israel would gain from a deal and the spectacular, long-term improvements it could bring to Israel's fundamental – even existential – reality, to its regional reality. and global. He also assured “the people of Israel” that they “can make this offer without additional risk to their own security because the Israelis have devastated Hamas forces over the past eight months. At this point, Hamas is no longer capable of committing another October 7, which was one of the main objectives that was pursued by Israel and, quite frankly, which was a justified objective. »

“We cannot miss this opportunity,” added the president. “An endless war in pursuit of this undetermined idea of ‘total victory’ will only bog Israel down in Gaza, drying up economic, military and human resources and reinforcing Israel’s isolation in the world.”

Hamas undoubtedly experienced a reduction in its armed forces and it is likely that it would no longer have been able to carry out another October 7 very soon after October 7, when the Israeli army belatedly mobilized (If Hezbollah had tried to join the fighting with all its might and in the first days of the war, it is difficult to determine what the two terrorist armies could have accomplished in a simultaneous fight on two fronts).

But last week – so this is very recent – it seems that American intelligence services estimated that only 30% to 35% of Hamas gunmen had been killed, reporting that nearly 65% of the tunnels built by Hamas terrorist group were still intact. And it is difficult to say, from the details of the Israeli proposal that have been made public by Biden, how Hamas could continue to be dismantled – if it can still be dismantled.

And it is therefore difficult to say at this stage how Netanyahu was able to outright approve the Israeli proposal – a proposal which also includes in its provisions, according to Biden, the prospect of “a definitive cessation of hostilities” in the second phase of the 'agreement. A press release which was issued on Saturday afternoon by the Prime Minister's Office nevertheless took care to recall that "the conditions necessary for the end of the war have not changed: the destruction of military capabilities and governance of Hamas, the release of all hostages and the guarantee that Gaza will no longer pose a threat to Israel.

Netanyahu also stressed in his statement that Israel “will continue to emphasize the need for these conditions to be respected before a permanent ceasefire can be put in place.” The idea that Israel could accept a permanent cessation of hostilities before these objectives are achieved is crippling.”

When and how will Hamas be destroyed, and to what extent, if Israel's offer of agreement provides for a permanent cessation of hostilities?

Biden provides a potential response by saying that “if Hamas is unable to respect its commitments under the agreement, Israel will be able to resume its military operations. But Egypt and Qatar have assured me that they continue to work to ensure that Hamas will not do this. And the United States will also help ensure that Israel lives up to its obligations.” This seems to suggest that Hamas would still be likely to pose a substantial threat if it were to choose to do so.

Biden's detailed presentation of the three phases contained in the Israeli proposal also made no specific reference to any particular Hamas demand – he demands the release of all detainees who had been recaptured after being released during of the Gilad Shalit prisoner exchange in 2011, also insisting that the organization will itself choose the murderous terrorists, sentenced to life in prison, who will be released in exchange for the Israeli soldiers who had were kidnapped on October 7. The American president also did not address the subject of Hamas's rejection of the request submitted by Jerusalem, which claimed to be able to oppose the presence of leading terrorists in the West Bank upon their release within the framework of the deal – Hamas demands that were carefully calculated to lead to a new round of terrorist acts against Israelis in and from the West Bank.

The details that are missing

The US president's advisers said the proposal consisted of a four-and-a-half page, highly detailed document that arguably addresses all the essential aspects of a potential deal with a barbaric terrorist organization that has wreaked unthinkable devastation on the Israeli soil and who fully acknowledges that he intends to do so again if given the opportunity.

“There will be differences on specific details that will need to be debated. It’s natural,” admitted the American president.

But, he stressed, "If Hamas comes to negotiate, ready to make a deal, then Israeli negotiators will have to get a mandate with the flexibility to make a deal." »

Indeed, it will be necessary.

For starters, Netanyahu will have to decide whether he is willing to jettison the extremists he brought to the heart of his government and who would happily occupy Gaza again, and whether he is willing to "support" the proposal he had gave its approval in the name of the vital long-term interests of the nation. Then, he will have to ensure that Israeli negotiators have the necessary mandate to finalize an agreement which, in fact, will bring back the hostages and guarantee that Hamas will be dismantled.

But that might not be enough. Because the Israeli proposal, as Netanyahu specified and as Biden partially implied on Saturday evening, will require Hamas to consent to its own disappearance. And why would he accept it?

A more limited objective

All of this brings us to the possibility – I emphasize, the possibility – that Biden and his team do not ultimately envisage that the Israeli proposal will actually achieve the results envisioned, and that they are instead seeking to achieve more immediate objectives, nourishing only a vague hope of decisive change in the long term.

There are no winners in this race: Israel wants to destroy Hamas; Hamas wants to survive and wants to be able to continue its historic mission, that of the destruction of Israel. Neither party will agree to arrangements that will undermine their own objectives.

Thus, as a result, complete clarity from Biden would have condemned from the outset an agreement that he will try to conclude in a more realistic manner. This could involve implementing the first phase – but perhaps only the first phase – of a truce for hostages agreement.

In this way, at least a large number of the living hostages could be freed and leave Hamas jails.

In this way, too, a modicum of calm could return to Israel's northern border.

In this way again, greater quantities of humanitarian aid could enter Gaza. Hostility towards Israel around the world may dissipate, if only a little. Smotrich and Ben Gvir would leave the coalition, Gantz would remain there. This is encouraging information from the point of view of the American administration and, she believes, also from the point of view of Israel.

Even this more limited process does not limit the danger of Hamas obtaining the release, at the start of the first phase, of extremely dangerous terrorist leaders in the West Bank, an escalation of terrorism on this front and an early breakdown of the agreement, with very few hostages released.

But the strategy, for the Americans, could well be that “it is time to enter this new phase”. With the hope that the launch of this process could lead to new benefits.

A risky bet? This is perhaps what the entire American administration is feeling at this moment.

Statements do not mean guarantees!!

The diplomatic battle continues to reach a ceasefire agreement in the Gaza Strip, and to go to an exchange deal, after US President Joe Biden presented its details, amid numerous demands and appeals from international bodies for the necessity of reaching an agreement in order to put an end to the Israeli aggression.

Yesterday, the Israeli and American maneuvers and evasions continued. On the Israeli side, Itamar Ben Gvir and Smotrich are trying to reach the finish line in order to thwart the deal, considering that it constitutes a defeat for the Israeli entity, and they are pressuring Netanyahu not to yield to the deal, while threatening to dissolve the Israeli government through the gate of withdrawal from the coalition. And standing against Netanyahu and going to what is more dangerous than that by taking over the reins, and heading to form a new leadership to pant after the alleged absolute victory, with Israeli statements accepting the paths of the deal and considering its new proposals acceptable to Israel, despite the major internal political and party differences..

America: It seems that the maneuver has reached advanced stages, through the statements of a number of American officials, that the ball is in Hamas’ court and it must agree, and in fact, the ball is still in Israel’s court, which is obstructing the deal.

The whirlwind of statements and pressures exerted by the mediators does not make any difference, progress, or delay. What is required practically and on the ground are written guarantees instead of vague statements, and this is the matter that Hamas focused on, when it demanded that the United States turn what was stated in Biden’s speech into clear pledges and guarantees that cannot be achieved. Manipulating it, while obligating Israel to present a clear position on an agreement that achieves a comprehensive ceasefire and a complete withdrawal of the Israeli army from the Gaza Strip, in addition to opening the crossings to ensure relief for citizens, as the leader Mahmoud Mardawi said.

The United States is trying hard to put pressure on Hamas through a new attempt made by the American President yesterday by contacting the Emir of Qatar in an effort to urge Hamas through Qatar and the mediators to accept the deal, but Hamas wants written guarantees, guarantees and pledges so that Netanyahu does not exploit any loophole in order to please the extreme right. Which bothers him so much...

The United States is well aware that Israel's position has not yet been decided and that it must provide the necessary guarantees until the war ends, but it is still maneuvering and rejecting the deal.

The latest statement from Channel 13 of Israeli television last night is that the possibility of concluding a deal is slim, and Netanyahu’s actions harm the chances of resuming negotiations...and this is perhaps vital evidence that clarifies the reality of the Israeli and American maneuvers and evasions that seek to continue the aggression against the Gaza Strip..

UN: The situation in Rafah is “catastrophic” and there are no longer functioning hospitals

A United Nations official said that the situation in Gaza is "getting worse" and that there are no longer functioning hospitals in Rafah.

The head of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in the occupied Palestinian territory, Andrea Di Domenico, said in a press conference, “There are major efforts to re-establish a hospital in the central region of Gaza, but there are no longer operating hospitals in Rafah, except for field hospitals.”

He pointed out that medical teams were sent to the region from all over the world, pointing out that these doctors were unable to find a place to treat the injured.

Domenico stated that it has become "very difficult for United Nations operations to continue their presence in Gaza in light of the current situation."

He continued: "To be honest, I believe that there is no other place in the world where the regime is suffering from great pressure, and I believe that there is no other United Nations mission that can continue its activities under these circumstances other than Gaza."

The Israeli occupation army launches a violent ground attack on Rafah, which is crowded with displaced people and residents, despite UN and international warnings of the consequences of aggression against the border city, and the order of the International Court of Justice to stop the attack, which caused an exacerbation of the humanitarian catastrophe, the closure of the Rafah crossing, and the displacement of hundreds of thousands again.

Biden's proposal.. Will it succeed in stopping the bloody war on Gaza?

Al-Khatib: The coincidence of the American and Algerian proposals confirms the growing international role in putting an end to the aggression

Jaradat: Biden’s proposal narrows Netanyahu’s chances of continuing the war

Abu Badawiyya: Talking about a deal without American and regional guarantees is just a hoax

Hamed: It is politically wise for Hamas not to reject the proposal if the necessary guarantees are available

US President Joe Biden’s proposal for a plan for a “sustainable ceasefire in Gaza and the release of Israeli detainees,” as well as Algeria’s efforts to present a draft in the Security Council to issue a resolution demanding that Israel stop its attack on Rafah immediately, based on the decision of the International Court of Justice, increase the chances of a possible conclusion. A deal that Hamas and Israel may accept, amid warnings of an Israeli deception.

Writers and analysts, in separate conversations with Al-Quds.com, warn, despite the possibility of concluding a deal, of the presence of an Israeli trick in negotiating sustainable calm, as well as the proposal’s lack of any regional guarantees, which may lead the stages of the agreement to a dead end, as they see. The Algerian project in the Security Council may collide with the American “veto” if the United States sees that it is not in line with its vision to stop the war.

The writer and political analyst Dr. confirms: Ghassan Al-Khatib said that the Algerian project is of great importance, especially in light of the International Criminal Court’s decision to stop the aggression against Rafah, indicating that this issue may witness increasing development and increase pressure on Israel.

He points out that the Algerian project coincided with the proposal of US President Joe Biden, which calls for a ceasefire within an integrated formula that includes stopping the war on the Gaza Strip, including Rafah, and this indicates the growing role of international institutions and states in putting an end to Israeli aggression.

Regarding the Hamas movement’s position on the deal proposal, Al-Khatib says: “The movement issued an official statement in which it expressed a positive position towards President Biden’s speech,” while Al-Khatib points out that Biden’s speech was general, but the real differences relate to the details necessary to conclude the deal.

Al-Khatib confirms that the chances of completing the deal increased after Biden entered the line, but the chances remain equal between acceptance and rejection, pointing out that Biden is seeking to make his initiative a success for electoral reasons, as the continuation of the war may affect his chances in the elections, and he wants to protect Israel from itself.

As for Israel’s position on the deal, Al-Khatib points out that Israel is awaiting the continuation of military control over the Gaza Strip and the arrival of Donald Trump to power, claiming that he is closest to it.

For his part, writer and political analyst Muhammad Jaradat confirms that Netanyahu and the Israeli war “cabinet” are still dealing with determinants that they began since the seventh of last October, in light of the burning fronts.

Jaradat explains that Israeli intransigence made the demand to stop the war a fundamental issue at the global level, especially in light of the resistance’s steadfastness.

He wondered about the ability of Biden and the Israeli opposition to find a solution for Netanyahu’s political future, especially since Biden’s proposal narrows Netanyahu’s chances of continuing the war.

Jaradat explains that the resistance is committed to reaching a priority deal, on the condition that it includes stopping the war, releasing prisoners, returning the displaced, and reconstruction, noting that there are some reservations about Biden’s proposal, but what is being presented may meet the ambitions of the resistance.

Jaradat points out that despite the extreme exhaustion that the Palestinian people are suffering from, the resistance must tend to make a deal under these political circumstances.

Jaradat explains that the resistance achieved many of its goals despite the large loss of lives and buildings, stressing that "we are facing a long-term project of conflict with the occupation, which has become a global issue."

Jaradat asserts that the resistance achieved its goals, while the occupation failed to achieve its goals, as the resistance and the Palestinian people remained steadfast, and the Palestinian issue became the top global priority towards defeating the occupation, after it had been living in a state of absence before the seventh of last October.

In turn, Professor of International Law and International Relations at the Arab American University, Dr. Raed Abu Badawiyah said that the second phase of Biden’s proposal includes defects related to leaving negotiations between Israel and Hamas on the cessation of hostilities without guarantees, which is considered a great risk for Hamas.

Abu Badawiyya points out that the first stage includes the release of Israeli detainees in Gaza, and if Hamas accepts to hand over elderly civilians and female soldiers while keeping the military soldiers, it will lose a major pressure card, because civilians put greater pressure on the Israeli street, while military pressure on the government is less. Many civilians.

According to Abu Badawiyeh, the second phase of Biden’s proposal raises questions about the governance of Gaza and ending Hamas’ control, especially since the negotiation in it is not time-bound, which may allow Israel to manipulate the continuation of the war or stop it, and Israel may set conditions that justify the continuation of the aggression as a result of the failure of the negotiations in this regard. stage.

He points out that there is an Israeli trick in negotiating sustainable calm, as it lacks any regional guarantees, knowing that Israel is talking about a stage in which it does not accept ending its military operations with the continued rule of Hamas, which indicates that it is possible that the negotiations will reach a dead end.

Abu Badawiyya believes that talking about the deal without American and regional guarantees, especially from Turkey, will be just a trick, unless Hamas stipulates amending the terms of the initiative and adding the condition of continuing negotiations with a ceasefire as a basic condition with regional guarantees, then Hamas will be on the right path, stressing that The aggression is not only against Hamas, but also against the Palestinian issue in all its geography and political frameworks, and that any retreat will have repercussions on the Palestinian people.

Regarding the Algerian project, Abu Badawiya confirms that the United States will use its “veto” against it if it sees that it is not in line with its vision to stop the war.

Abu Badawiyeh stresses that the United States will not lift the political cover from Israel, and despite the presence of demonstrations in support of the Palestinian cause, the American majority is still supportive of Israel.

Abu Badawiyeh does not believe that Biden will risk taking an extremist position against Israel, which could lead to him losing a large electoral base of Americans.

In turn, Professor of Political Science at Al-Quds Open University, Dr. Qusay Hamed said that there is cautious optimism regarding Biden’s initiative to stop the war on the Gaza Strip, indicating that Biden is maneuvering on several levels to improve his image, including internally, to re-convince the American voter, especially the youth of the Democratic Party and supporters of the Palestinian cause, about electing him in the American elections, including on the At the level of Arab and regional countries, to restore life to lure a number of Arab countries to sign normalization agreements with Israel, especially Saudi Arabia.

According to Hamed, Biden finds that the continuation of the war has displaced American efforts from focusing on files of strategic importance to it. Such as the Chinese, Russian, and Iranian files, and they increase unwanted tensions in the Middle East.

Hamed confirms that the success of passing Biden’s proposal depends on two things: the first is the Israeli right allied with the Netanyahu government, which threatens to withdraw if the war stops, and the second is the Israeli opposition, which is pushing towards concluding a deal.

Hamed clarifies that there is a possibility for Netanyahu to approve the agreement and deal, but with the condition that an explicit clause is not included obliging Israel to stop the war in Gaza, while Hamed points out that the stages proposed by Biden are ambiguous, as the first and second stages indicate the withdrawal of the Israeli occupation forces from inside Gaza in a few minutes. Hundreds of meters and not a complete withdrawal, while the door to negotiation remains open in the third and fourth stages without talking about Israel’s complete withdrawal from the Gaza Strip.

He believes that Netanyahu's rejection of the deal will put him in the face of Israeli society and the opposition, and could escalate their protests, while at the same time bringing the war council closer to disintegration, thus placing him hostage to the pressures of the Israeli right.

Hamed points out that all of this comes at a time when resentment is mounting within the Israeli army over the continuation of the war without defining its objectives, or having a clear plan for the next day of the war in the Gaza Strip.

He confirms that the proposed deal meets the minimum reasonable demands of Hamas, with the exception of the ambiguous third and fourth stages. However, Hamas will adhere to its demand for international guarantees to oblige Israel to stop the war and complete withdrawal from Gaza, the liberation of prisoners from occupation prisons, the return of the displaced, and reconstruction.

In a related context, Hamed points out that it is politically wise for Hamas not to reject Biden’s proposal, if the necessary guarantees are available, which will relieve Hamas of responsibility for the failure to reach an agreement, and will increase the pressure on Netanyahu even more.

Regarding the Algerian proposal in the Security Council, Hamed believes that the United States of America will try to avoid using the “veto” by pushing towards reaching a deal, but if it is put to the test, it will use it to protect Israel and not abandon it politically, but questions remain as to how the United States will justify its opposition. There is a consensus in demands to stop the genocide in the Gaza Strip.
