France expels a Moroccan imam on charges of extremism

Paris - (AFP) - French Interior Minister Gerald Darmanan announced today, Thursday, that his country will soon deport an imam in the north called Hassan Ekoissen, known for his closeness to the Muslim Brotherhood.

The minister explained in a tweet that what justifies this deportation is that "this preacher has been adopting hate speech for years against the values of France , which contradicts the principles of secularization and equality between men and women."

"He will be expelled from French territory," he added.

The Moroccan imam responded on his Facebook page, "I am accused today of making discriminatory and possibly violent statements, which I strongly reject. I trust the judiciary to cancel the expulsion decision."

The Islamic preacher is very active on social media, and has a YouTube channel with 169,000 followers, in addition to a Facebook page with 42,000 subscribers. Hassan Ekoissen (57 years) was accused in 2004 of making anti-Semitic statements by the Representative Council of Jewish Institutions in France, which filed a complaint against him with the Union of Islamic Organizations in France.

The imam resides in Lorches in northern France. According to information collected by the police in the area and seen by Agence France-Presse, he continued to preach "hate against the values of the republic, including secularism" and "equality between women and men" and "anti-Semitic theories".

He is also accused of contributing "conspiracy theories about Islamophobia".

On June 22, the regional committee for the expulsion of foreigners gave an opinion in favor of his deportation, the Interior Ministry told AFP, confirming information reported by the weekly "Le Point".

The same source added that the expulsion decision "will be taken in the coming hours."

The expulsion of this preacher, who is a father of five, was not possible before the anti-separatism law was passed in August 2021.

The imam was born in France, and he held French citizenship until it was withdrawn from him. Since then, he is of Moroccan nationality and has a residence permit.
And the French authorities decided to take action in his case and resort to the law of August 2021, after he applied last winter to renew his residency for ten years.

Haaretz reveals details about the efforts of America and Egypt to calm the situation in the West Bank

A translation of Al-Quds.com - The Hebrew newspaper "Haaretz" revealed, on Friday, details of the American-Egyptian efforts, which are being made in coordination with other Arab countries, including Jordan, to contain the recently deteriorating escalation in the West Bank .

According to the newspaper, the Palestinian leadership in Ramallah linked any talk of calm and a return to security coordination with several measures that the Israeli government must take, including stopping the demolition of homes, stopping the attacks and attacks it is waging against prisoners inside prisons, and stopping daily arrests in the West Bank.

It quoted a senior Palestinian official as saying that the Palestinian Authority and its security services can only move on this basis, until it succeeds in working, and not turn it into an executive contractor with Israel.

He pointed out that strengthening the Palestinian security forces and improving their capabilities requires allocating resources and budgets and not deducting tax money as the Israeli government does.

He said, "Israel is behaving contrary to all logic. On the one hand, Netanyahu declares that he is not interested in escalation, but in practice he lets the settlers do whatever they want, and Ben Gvir sends bulldozers to demolish Jerusalem and suffocate the prisoners more and more ... and the Palestinians must surrender, sit quietly, coordinate security and organize cities so that there is general Peace in Israel, but what about us?!

The Hebrew newspaper quoted high-ranking Palestinian and Egyptian sources as saying that the Egyptian intelligence, led by Major General Abbas Kamel, and a team of mediators, on his part, are working with the faction leaders to prevent further escalation.

According to the same sources, Egypt has conveyed a message to Israel that the behavior of the current government is detrimental to Cairo's efforts to achieve calm, and that the provocative measures of government ministers in Tel Aviv, including against Palestinian prisoners, are detrimental to mediation efforts.

Abbas Kamel met this week with President Mahmoud Abbas, and in Cairo he will meet the leaders of Jihad and Hamas, including Ziyad al-Nakhala and Ismail Haniyeh.

According to sources in Hamas and Islamic Jihad, Cairo has received clear messages from both Ramallah and Gaza, stating that they are also interested in calm, but this requires Israel to take steps, including stopping pressure on Palestinian prisoners in prisons, and stopping demolishing homes, especially in eastern Gaza Strip. Jerusalem, and stop the daily raids and arrests inside Palestinian cities.

A senior Hamas official told the Hebrew newspaper, "No one wants a new confrontation... This is the prevailing atmosphere so far between the factions in Gaza, and the recent rocket fire was a calculated response, and the Israeli response was according to that, but the steps that Israel will take will be the ones that will rule." On what will happen on the ground, any decision or step taken by the Netanyahu government and his ministers will have consequences.

Sources from Cairo told the newspaper that the firing of rockets from Gaza, even if it was limited, is a message to Israel that things could get out of control and drag the organizations into a new round of fighting.

An Egyptian source warned, saying: "Who guarantees that the situation will continue in this way if the shooting range is expanded? .. In Egypt, we are preparing for the coming weeks, with a focus on the last week of March with the beginning of the month of Ramadan, which may be an explosive factor, but we want that It passes quietly."

Fixing the leakage in the oil pipeline between Russia and Germany

Warsaw - (AFP) - The Polish company Bern, which operates the Druzhba oil pipeline linking Russia with Germany, announced Saturday that it had addressed the problem of the leakage that caused the closure of part of the line.

"Bern Technical Services on Saturday restored full functionality to the damaged pipeline supplying the company's German customers with crude oil," the company said in a statement.

"An investigation is underway to find out the cause of the leak," she added.

The company had said earlier that preliminary examinations indicated that the leak could be accidental.

The accident came after four leaks that damaged the Nord Stream gas pipelines that stretch under the sea and link Russia with Germany.
The leak was detected in a section of one of two underground Druzhba pipelines late Tuesday near the village of Zorawec in central Poland.
The pipeline provides supplies mainly to the Schwytt and Leona refineries in Germany.
Work on the Drogba pipeline, whose name means "friendship", began in the early 1990s and today extends over a 5,500-kilometre network. It transports oil from the Urals to Europe, via a northern branch through Poland and a southern one through Ukraine.

An asteroid the size of a truck passes close by Earth

Los Angeles - (AFP) - An asteroid the size of a truck passed near Earth without causing any damage, according to the US space agency (NASA).

There was no need to launch a space mission aimed at detonating the asteroid or diverting its path through missiles, as appears in Hollywood films, as the BU-2023 asteroid passed by Earth without recording any incident before completing its path in space.

The asteroid approached the southern tip of South America, Friday, at approximately 00:27 GMT, according to scientists.

BU 2023 approached 3,600 km from the Earth's surface, much closer than several satellites orbiting the Earth.

The asteroid was spotted on Saturday by an observatory in Crimea by amateur astronomer Gennady Borisov, who had previously spotted an interstellar comet in 2019.

Then dozens more observations were made from observatories around the world.

NASA's impact risk assessment system quickly concluded that the asteroid would not hit Earth.

"Despite the very small number of observations, the system was able to predict that the asteroid would pass very close to Earth," said NASA researcher David Farnocchia, who helped develop the system.

"In fact, this is one of the closest times an object has ever come close to Earth," he added.

Even if it had collided with Earth, the asteroid, with a diameter of 3.5 meters to 8.5 meters, would have largely disintegrated in the Earth's atmosphere, which would have produced a few small meteorites.

NASA officials said Earth's gravity would change the asteroid's orbit around the sun. The asteroid took 359 days to complete its orbit around the sun, but after this great approach to Earth, it will take 425 days to complete its orbit.

Begum loses her appeal to regain British citizenship because she joined ISIS

London - (AFP) - The British judiciary confirmed on Wednesday the revocation of the citizenship of Shamima Begum, who went to Syria at the age of fifteen in 2015 to join the Islamic State.

London stripped the young woman of her British citizenship in 2019, citing national security, in a case that particularly affected public opinion due to her young age. But Shamima Begum, now 23 and still in Syria, has appealed the decision.

After fleeing the battles, the young woman found herself in a Syrian camp in February 2019.

She was pregnant with a child who died, sparking criticism of the British government.

She expressed her desire to return to the United Kingdom but was stripped of her citizenship by London. Her family objected to this procedure.
At the beginning of 2020, the Special Committee for Immigration Appeals Considered that the decision does not make Shamima stateless because she was born to parents who hold Bangladeshi nationality.

But Dhaka refused to accept her because she had never applied for her nationality.

Defense lawyers for the young woman, Gareth Pearce and Daniel Furner, said that she was a victim of trafficking by the Islamic State to marry a jihadist, explaining, "There is now no protection for a British child who was trafficked outside the United Kingdom, as the Home Secretary invokes national security."

Amnesty International said, "The ability to simply remove a citizen should not exist in the modern world, particularly when it comes to someone who was severely exploited as a child."

Our children were created for life... and our people for freedom

Written by: Nihad Abu Ghosh
Amid successive waves of recent resistance operations, which came as natural and expected reactions to the crimes of the occupation, the occupied territories witnessed some emotional operations carried out by a number of children under the age of eighteen, that is, under the age of majority, and under the age of legal and penal responsibility in accordance with all national laws. and international. This in itself raises a number of political, legal and moral questions, which require from us as Palestinians, factions, individuals and institutions, a clear, bold and categorical stance towards this phenomenon. There is no need to stress more than what is known to each of us that the crimes of the occupation do not differentiate between old and young, nor between men and women. Every Palestinian is a permissible target for the weapon and uncontrollable killing tools carried by the soldier or the settler, who is protected and supported by a fascist government, and legislated by a system of laws of racial discrimination.

Resistance is the noblest phenomenon of political struggle that people have known, and it is often the weapon of the weak and defeated in the face of the tyranny of the strong aggressor. It was guaranteed by international charters and laws, and it constituted an undeniable lever to restore our Palestinian national identity. It also constituted in colonial countries the noblest method of liberation from colonialism, as practiced by it. Developed countries and peoples when they were subjected to external invasion, as happened with most of the peoples of Europe in the face of Nazism.

But resistance must be guided, and it is a means and not an end in itself, and our cause is the equivalent of truth and justice, and it is a fortiori that we elevate the morals of our struggle and struggle to the level that befits the great values of freedom, and we have in the heroes of a number of recent operations an example of the chivalry of our fighters and their lofty morals, When they intentionally avoided harming children and civilians, as was recognized by a number of eyewitnesses in the fields of operations, although no one would blame those "who went to their death in two names", confident in the justice of their cause.

Israel, according to the testimonies of local and international human rights organizations, applies two parallel legal systems: one for the dominant party, who are the Jews to whom the Convention on the Rights of the Child and international treaties on minors under the legal age apply, and the second does not recognize international covenants and applies the laws inherited from the era of the British Mandate and Israeli military orders against our youth and children. The result is that a child like Ahmed Manasra (who has become a young man) is arrested at the age of twelve, and he spends more than half of his life until now being deprived of treatment and care, while the criminals who burned the Dawabsha family and the martyred child Abu Khudair escape punishment, taking advantage of the applied racist laws. Because some of them were under eighteen days at the time of committing the crime.

Let us be clear and firm about the phenomenon of children’s participation in operations, and say it out loud: No to the participation of our children in the armed struggle as long as they are below the age of legal responsibility. their contribution to the struggle of their people. We are fully aware that these children who participate in the operations are mainly victims of the crimes of the occupation, and it is responsible for pushing them and other young people to choose this way to respond. The occupation commits it, so they respond with whatever makes it possible for them to respond, with scissors or a screwdriver, without planning or training, resorting to the nearest available means, after which they become a target for field executions that the occupation propaganda calls “neutralization.”

It is true that our distant and recent history is full of stories of heroism and sacrifice of young men and children that we have begun to sing of, such as the phenomenon of RPG children and children of stones, but each time has its own circumstances, our people, factions and adult fighters did not hide behind children or watch them carry out operations to praise them afterwards.

It is strange that the national factions race to glorify the phenomenon of child operations and describe it as a natural phenomenon and a response to the crimes of the occupation, and even call for more of these sacrifices, without highlighting that these children are practically victims of the Israeli killing machine. It is better for these factions, as long as they are convinced of the armed struggle, to take the initiative To mobilize its members and affiliates and push them to carry out these tasks instead of glorifying what the children are doing, no one denies that these factions have a glorious history of sacrifice and redemption, and they individually and collectively provided thousands of martyrs on the path of freedom and independence, but they cannot cover the crisis of their relationship with the current wave of resistance with statements Glorifying the martyrs, including children.

There is no natural person who would like his children to go to battle instead of him, let alone see them killed, whether for the sake of the homeland or for any lofty idea, so it is logical to complete this by saying that we do not wish to see our children or children of others sacrifice their lives and become martyrs. This simple fact is not canceled by our convictions about the fate of the martyrs and their reward with God and in the Hereafter, nor the forms of condolence with which we console ourselves. His bereavement, but all the following days of her life will not extinguish the oppression, pain and anguish of loss that will accompany her for life.

Death cannot be a goal for us, neither for our youth, nor for our children who were created for life and for the future. Let us protect them with the pupils of our eyes and spread awareness and culture that protects their childhood, so that they live in a free homeland. We and all our institutions must ensure that the detained children receive Muhammad Aliwat and Muhammad Abu Qutaish And Muhammad Basil Al-Zalbani, the care and protection they deserve as children, so that the scenario of oppression and abuse to which the detained child Ahmed Manasra was subjected will not be repeated.

Guterres presses for a truce in Ukraine despite a negative response from a Russian envoy

NEW YORK - (Xinhua) - UN Secretary-General António Guterres continues to press for a cessation of hostilities in Ukraine even though Russia's UN envoys said a ceasefire is not a good option for now, a United Nations spokesman said.

"We continue to call for a ceasefire or some kind of pause. And the Secretary-General did that, as you know, just last week. And that obviously didn't happen in time for (Orthodox) Easter," said Farhan Haq, Guterres' deputy spokesman. .

"I don't want to give too much detail at this point on what kind of proposals he's going to have," he said in a daily press briefing. "I think we're going through a rather delicate moment. It's important that he be able to talk clearly with the leadership on both sides and see what progress we can make." achieve it.”

"At the end of the day, the ultimate goal is to stop the fighting and find ways to improve the situation of people in Ukraine, reduce the threat to them, provide humanitarian assistance (to them). So, those are the goals that we are trying to achieve, and there are certain ways that we will try to move forward," he said. with it.”

Guterres left Turkey on his way to Moscow. He will hold a business meeting and lunch with Russian Foreign Minister Sergey Lavrov on Tuesday, and will be received by President Vladimir Putin. Guterres will then travel to Ukraine and hold a working meeting with Ukrainian Foreign Minister Dmytro Kuleba, and President Volodymyr Zelensky will receive him on Thursday.

Before his trips to Moscow and Kiev, Guterres stopped in Turkey, where he discussed the Ukrainian issue with President Recep Tayyip Erdogan.
Haq noted that the Secretary-General is making these trips because he believes there is an opportunity now.

"A lot of diplomacy is about timing, about knowing when is the right time to talk to someone, to travel somewhere, to do certain things. He goes in anticipation that there is a real opportunity that can be exploited now, and we will see what we can make of it," he explained.

Dmitry Polyansky, Russia's first deputy permanent representative to the United Nations, said on Monday that now is not the time for a ceasefire.
"We do not think that a ceasefire is a good option at the moment. The only advantage it will offer is that it will give the Ukrainian forces the possibility to regroup and carry out more provocations like the one in Bucha," he added, adding that "it is not up to me to decide, but I I see no reason for that now."

Given the deterioration of the situation, the United Nations High Commissioner for Refugees (UNHCR), which at the beginning of the conflict expected four million Ukrainians to leave the country, requested $1.85 billion to support its activities and the actions of its partners to help people fleeing the war in Ukraine.
UNHCR spokeswoman Shabia Mantoo said during a press conference in Geneva that the review of the expected number of refugees "was developed in cooperation with the authorities and neighboring countries, but it is important to remember that the situation is witnessing rapid developments."
The United Nations also announced that it had doubled an urgent appeal for funds to provide humanitarian aid to 8.7 million people in Ukraine, bringing the total to $2.25 billion.
"More than $2.25 billion has become necessary to meet Ukraine's needs, more than double the amount required ($1.1 billion) when we launched the appeal on March 1, days after the start of the war," the office of the United Nations Office for the Coordination of Humanitarian Affairs said.
This appeal, which was originally launched for a period of three months, was extended for an additional three months, until August.
The number of people in need of humanitarian assistance inside Ukraine also increased from 12 million to 15.7 million. The new appeal aims to help 8.7 million people among those most affected by the conflict in the country. More than half of these people are women.
The United Nations has so far received $980 million from donors, representing 44% of the funds requested under the new appeal.
"This money has allowed the United Nations and its partners to provide humanitarian assistance to 3.4 million people in Ukraine," said Jens Lark, spokesman for the United Nations Office for the Coordination of Humanitarian Affairs, during a press conference in Geneva.

Washington estimates the wealth of the Assad family at between one and two billion dollars

Washington - (AFP) - The US State Department announced Thursday that the net worth of Syrian President Bashar al-Assad and his family is estimated at between one and two billion dollars, despite US efforts to isolate him because of his role in the war in his country.

The ministry said in a report it prepared at the request of Congress and published part of it Thursday, while keeping the rest secret, that it can only provide an “inaccurate estimate” of this wealth because it believes that the Assad family owns assets under fictitious names or through vague real estate deals.

According to the public part of the report, "estimates based on open source information generally place the net worth of the Assad family between $1 and $2 billion."
The ministry added, citing non-governmental and media reports, that the Assad family runs a "complex sponsorship system that includes front companies and front companies that the regime uses as a tool to access financial resources."

She explained that this wealth is owned by the Syrian president, his wife, brother, sister, cousins, aunts and uncles, and most of them are subject to US sanctions.

She added that she did not have enough information about the net worth of the three sons of the Syrian president, the youngest of whom is 17 years old.
The US Congress imposed sanctions on Assad and his family members to prevent them from conducting financial transactions, at a time when the Syrian regime regained control of most of the country after a decade-long war that left nearly half a million people dead.

The United States called for Assad and the pillars of his regime to be held accountable, but the Syrian president is gradually regaining his place in the region, especially since the United Arab Emirates received him in March on his first official visit to an Arab country since the outbreak of war in his country.

Twitter is a very important platform for political activists

Paris - (AFP) - From the "Arab Spring" uprisings to the feminist "MeToo" movement to expose perpetrators of sexual harassment against women, Twitter has proven its position and role as an ally of political activists and opposition groups, thus becoming a platform that is difficult to replace.

The number of users of other social media platforms may be greater, but the network now owned by billionaire Elon Musk dominates global communication, despite the ambiguity surrounding its fate.

"It is clear that (the platform) Twitter is very influential in obtaining the attention of the media and officials. It has a very special and unique place in this regard," said Mahsa Ali Mardani, a researcher at the human rights NGO "Article 19".

Ali Mardani explained in a statement to Agence France-Presse that the tweets "help the Iranians" during the anti-government protests that Iran has been witnessing for months, in documenting "the pain and struggles of their citizens," and also help the world document what is happening.

Twitter is a lifeline with the outside world, especially in countries that restrict independent journalism and foreign correspondents.

This week, posts from inside the Chinese iPhone factory operated by Foxconn showed workers rebelling against the lockdown imposed to contain Covid, undermining the government's attempts to suggest calm prevails amid major efforts to contain the virus.

"It is very important not only to draw information from international media, but also to document human rights violations and atrocities," said Markus Mikkelsen, a researcher who specializes in digital activities under authoritarian regimes.

At the end of June, the number of daily Twitter users reached 237 million, a number far below that of TikTok and Facebook. The number of daily users of the first platform is one billion, and the second two billion.

But the short and simple formula makes the network a force beyond its size in the hands of opposition groups, as anyone can become a "citizen journalist" who instantly publishes images that the government authorities do not want to be published.

Nadia Edel, an Egyptian-British activist who participated in the Tahrir Square uprising in Egypt in 2011, said anti-regime tweets across the Middle East had encouraged people, showing them that they were not alone.

And she added, "Its (the platform's) ability to spread this event widely and the number of activists who were tweeting in English" moved the scene abroad.

With tweets that have gone viral and sparked international outrage, foreign governments can sense domestic pressure to act or at least condemn the repressive authorities.

Even in democracies where Twitter serves as a digital space for communication between officials and members of society, the platform can provide activists with a means to spread their views on a scale previously unattainable.

In the last decade, the "Black Lives Matter" hashtag has become synonymous with the movement that was launched to highlight racism and police violence in the United States against African Americans, which put under the microscope discriminatory practices that often went unreported.

"They use the features of Twitter and social media to create a protest identity, to create a common sense within the movement," Mikaelsen said.

"They know that they can reach more and more directly to journalists and decision-makers than, for example, Instagram."

Since the turmoil caused by Elon Musk's acquisition of Twitter, many have abandoned the platform due to concerns that platform officials will stop sufficient scrutiny of what is published to remove misleading or provocative content.

Activists warned that if Twitter were to disappear, the world would lose a very important historical record of protest movements that would not have gained momentum without digital documentation.

Ali Mardani said, "Twitter constituted an archive for a very large number of movements and events... So the loss of this archive will be a great loss, as it is a somewhat historical record."

Charles Lister, a political scientist at the Middle East Institute in Washington, said that repressive regimes or terrorist groups will be the only beneficiaries of the demise of a platform capable of exposing their behavior.

In his research on the war in Syria, Lister said Twitter has been "vital" to documenting war crimes and providing aid.

Venezuela deplores the losses caused by US sanctions

(Xinhua) - The Venezuelan Foreign Minister said on Tuesday during the 52nd regular session of the United Nations Human Rights Council that the US sanctions have cost Venezuela about 232 billion US dollars in losses.

Secretary of State Evan Gill said the sanctions, also known as unilateral coercive measures, imposed by the United States are a "crime against humanity" and were denounced by Venezuelan authorities three years ago at the International Criminal Court.

"My country has been the target of 927 unilateral coercive measures and other criminal, illegal, direct and indirect rulings," he added at the hearing in Geneva, Switzerland.

Gill stated that the sanctions aim to "impose regime change in flagrant violation of international law," noting that they have not succeeded.

And he added that the "dominant countries" use sanctions as "political and economic weapons" against countries and destinations that do not share their "expansionist goals."

He also condemned the "politicization and double standards" applied to human rights issues.

Gil said Venezuela would continue to promote human rights "while respecting the principles of sovereignty and non-interference in the internal affairs of states."

Abu Sneineh told Al-Quds: 73 children were injured in the city of Hebron due to stray dogs last year

Hebron - exclusive to "Al Quds" dot com - Mayor of Hebron Tayseer Abu Asniyeh revealed, on Sunday evening, that 73 children were injured as a result of the bites and attacks of stray dogs on them in the city of Hebron, which is a matter of concern due to the increasing spread of these dogs.

Abu Sneineh said in an interview with Al-Quds.com: “The phenomenon of stray dogs is a very disturbing and dangerous matter, as 73 children under the age of 12 were injured last year, with bites, cuts and scratches, after the stray dogs attacked them, and one of the children had his hand completely shattered. What needs to be treated for a long time.

Regarding his launch last year, an initiative to shoot these dogs for 20 shekels, Abu Sneineh said: "I meant by those statements not to launch a campaign with the concept of the campaign, but rather I wanted to provoke institutions and animal rights organizations to take their role, to solve this disturbing phenomenon."

Abu Sneineh indicated that his statements a few months ago received violent reactions, and some understood the intent of the statements, when he called and learned about the seriousness of the stray dog phenomenon, and that its aim was to move matters to a solution, and to find a center to deal with the dangerous phenomenon.

Abu Sneineh noted that the Hebron municipality does not have the ability to build centers for dogs and provide operating expenses for them, calling on the relevant institutions to take their role in this, especially animal rights and care associations, to solve the phenomenon of stray dogs not only in Hebron, but in the entire West Bank.

Biden prioritizes competition with China, despite the "dangerousness" of Russia

Washington - (AFP) - The United States confirmed Wednesday that it will prioritize superiority over China , which it considers its only global competitor, at a time when it is also working to rein in "dangerous" Russia .

The White House declared in its national security strategy, whose publication was delayed due to the conflict in Ukraine, that the 2020s will be a "critical decade for America and the world" in order to reduce conflicts and confront the major common threat of climate change.

"We will prioritize maintaining a lasting competitive advantage over the People's Republic of China while constraining Russia, which remains very dangerous," the strategy said.

"The most pressing strategic challenge to our vision comes from the forces that combine authoritarian rule with a revisionist foreign policy," the report stated.

He added that Russia under President Vladimir Putin "poses a direct threat to the free and open international order, and today it recklessly violates the basic laws of the international system, as demonstrated by its brutal war of aggression against Ukraine."

As for China, "in contrast, it is the only competitor that has the intention to reshape the international order and (has) increasing economic, diplomatic, military and technological strength to achieve this goal."

The strategy is largely consistent with the interim directives set by the US administration shortly after Biden took office in January 2021, even as it has focused most of this year on rallying allies against Russia's invasion of Ukraine and supplying the latter with billions of dollars in weapons.

"I don't think the war in Ukraine has fundamentally changed Joe Biden's approach to foreign policy, which he adopted long before he became president," White House national security adviser Jake Sullivan said.

"But I think it illustrates the core elements of our approach - the focus on allies, the importance of strengthening the democratic world, and standing up for friendly democracies and democratic values," he told reporters.

The strategy shows the United States' willingness to work even with competitors to achieve common interests, amid climate change talks the Biden administration is conducting with China, the largest emitter of carbon emissions.

She described climate change as "the existential challenge of our time".

But the White House stressed the dangers from China, warning that its rapid technological progress aims to shape the world order in a way that supports its "authoritarian model".

Despite Beijing's repeated denials that it seeks hegemony, the US strategic document considers that China has "ambitions to create an enhanced sphere of influence in the Indian and Pacific Oceans and to become the leading power in the world."

The White House also linked a rising China to Biden's pledges to prioritize the middle class in the United States, saying Beijing seeks to make the world dependent on its economy while limiting access to its market of more than a billion consumers.

The strategy pledges to make major investments at home, two months after Biden signed a $52 billion package to improve US semiconductor capacity, but also stressed that the US seeks "peaceful coexistence" with China and "responsibly" manages competition with it.

Jake Sullivan continued, "We do not seek to turn the competition into confrontation or a new Cold War, and we do not consider any country as a mere proxy battlefield."

The release of the strategy comes as Joe Biden vows to reassess ties with decades-old U.S. ally Saudi Arabia, which has moved to cut oil production — benefiting energy exporter Russia and potentially raising fuel prices for American consumers weeks before midterm congressional elections.

Under reconciliation between Israel and Gulf Arab states, the strategy called for a "more integrated Middle East" that would reduce in the long run the "resource demands" of the United States that have protected oil-producing countries for decades.

Sullivan said that Biden, who made a controversial visit to Saudi Arabia in June, will question whether the nature of the relationship with the kingdom "serves the interests and values of the United States" and whether changes should be made to it.
