According to estimates from the occupation army, the compliance rate among reserve forces does not exceed 50-70%, with rising rates of service evasion driven by 'conscience'.

Media reports indicate that there are recurring malfunctions in military vehicles, in addition to concerns about a decline in weapon stockpiles due to European restrictions and the German ban on arms shipments. The newspaper 'Haaretz' revealed that a large number of armored military vehicles are out of service, raising concerns about the army's ability to carry out military operations.

On the political level, there is a clear disparity between the government and the army regarding the feasibility of the operation and its objectives. The military level is pushing for acceptance of a partial prisoner exchange deal, while Prime Minister Benjamin Netanyahu clings to a hardline rhetoric, reflecting a deep crisis of confidence within Israel.

Data from the 'There Are Limits' movement shows that the year 2025 recorded the highest level of military service refusal in the history of the occupation army, with about 300 soldiers turning to the movement for help after refusing to join reserve service.

Although the compliance rate for calling up reserve forces after October 7, 2023, reached about 160% thanks to the volunteering of several soldiers, it has dropped this year to 50% due to the ongoing war and the delay in the prisoner exchange deal.

The Israeli army avoids directly prosecuting those who refuse 'on moral grounds' and prefers to classify them as 'deserters', reflecting an attempt by the military institution to conceal the challenges it faces in maintaining the cohesion of reserve forces.
