According to what the Hebrew newspaper Maariv reported on Russian media, Herzog told Putin that the Palestinian organizations had received shipments of arms smuggled from Russia unofficially, while Putin replied that these weapons were being smuggled from Ukraine.

According to the same sources, Herzog assured Putin that Israel has intelligence indicating the source and the route that the smuggled weapons take to reach the Palestinian organizations, and demanded that he take steps to close the arms smuggling routes.
