According to an analysis broadcast by the Hebrew media, although the political leadership of Hamas in Qatar is the one conducting negotiations, the decisive stance will be in the hands of military leaders in the field, who will decide between two options: "either continue fighting in Gaza or end the war."
The Hebrew report identified one name as the most prominent figure expected to make the decision, which is Raed Saad, one of the senior leaders of Hamas's military wing, who holds significant weight and influence within the movement.
According to the Hebrew media, Saad is not just a military leader, but a pivotal figure who has played foundational roles in building the military strength of the movement, including key milestones such as: founder of the Gaza Brigade, head of the operations division, architect of the combat doctrine, and principal planner of the October 7 attack.
The occupation army attempted to assassinate Saad on June 22, 2024, through a precise raid targeting an apartment he was in at the Beach Camp, but the attempt failed, enhancing his status as one of the most wanted and surviving figures.
