The Permanent Representative of the State of Palestine to the United Nations, Riyad Mansour, called on Sunday for the Security Council to take practical and immediate action to stop the genocide being committed by the Israeli occupation army in the Gaza Strip. Mansour emphasized during his speech at the emergency session of the Security Council the necessity of not being content with feelings of guilt and shame, stressing the importance of immediate action to halt the genocide.
Mansour pointed out that the occupying state seeks to fully occupy the Gaza Strip to prevent the establishment of an independent Palestinian state. He explained that the Israeli security cabinet, known as the "kabinett," has approved a plan to occupy the city of Gaza, which includes the displacement of its population of about one million to the south, then encircling the city and conducting incursions into residential areas.
Mansour added that the second phase of the plan includes the occupation of refugee camps in central Gaza, which have been largely destroyed as part of the ongoing aggression supported by the United States since October 7, 2023. He noted that more than two million Palestinians in Gaza are suffering unimaginable hardships.
Mansour continued, saying: "We can no longer afford to let them down any further, and we should not be satisfied with feelings of guilt or shame; the Council owes it to act now to stop the genocide." He affirmed that Israel does not care what anyone says, and what matters to it is the ability to turn condemnations into just actions.
He also called on the Security Council to act under Chapter VII of the United Nations Charter, which allows for the use of force or economic sanctions to enforce decisions. He pointed out that previous attempts by the Council to stop the aggression have been thwarted due to the American veto.
Regarding the plans to occupy Gaza, Mansour stated that the destruction of the Palestinian people and the annihilation of life in Gaza continues, stressing the need for the Council to act to stop this massacre. He confirmed that there is an international plan based on ending the use of starvation as a weapon of war, establishing a ceasefire, and increasing humanitarian aid.
Mansour mentioned that the international conference for a two-state solution, chaired by Saudi Arabia and France, resulted in a declaration that includes concrete steps to achieve the two-state solution, despite the boycott by Washington and Tel Aviv. He affirmed that Israel seeks to strengthen its military control over Gaza and prolong the war to prevent the establishment of an independent Palestinian state.
Since October 7, 2023, the occupying state has been committing genocide in Gaza, including killing, starvation, destruction, and forced displacement, ignoring all international calls. The genocide has resulted in 61,430 Palestinian martyrs and 153,213 injured, most of whom are children and women.
We should not be content with feelings of guilt and shame; we must act now to stop the genocide.
