3,850 arrests during the first half of 2025

Prisoners' institutions said on Monday that 3,850 arrests were recorded in the West Bank, including Jerusalem, during the first half of 2025, including approximately 400 children and 125 women.

The institutions (the Commission of Prisoners' and Ex-Prisoners' Affairs, the Palestinian Prisoners' Club, and Addameer Prisoner Support and Human Rights Association) indicated in a fact sheet containing special numerical data for the first half of the year that the Israeli occupation authorities continue their brutality and systematic crimes in light of the ongoing war of extermination. The first half of 2025 constituted an extension of the phase that followed the war of extermination, which imposed massive transformations in the level of the occupation's crimes and policies, whether in terms of the systematic arrest campaigns and the crimes that accompanied them, or in terms of the reality of prisoners and detainees in the occupation's prisons and camps, as one aspect of the war of extermination.

She indicated that the highest percentage of arrest campaigns was recorded in March, where (800) arrests were recorded, noting that the arrests included those who were arrested and kept in detention by the occupation, as well as those who were later released. The arrest campaigns included all categories, and the highest percentage was against young men, former prisoners, and released prisoners.

The highest number of arrests was recorded in the governorates of Jenin and Tulkarm, which are witnessing the largest aggression since the Al-Aqsa Intifada. The number of arrests in Jenin during the first half of 2025 reached (920), and in Tulkarm (455). This widespread aggression was accompanied by forced displacement operations that affected tens of thousands of citizens from the camps in the two governorates, the demolition of hundreds of homes, in addition to assassinations and field executions.

The level of these crimes was no less pronounced in the rest of the West Bank governorates, which witnessed arrest campaigns and extensive field investigations targeting thousands of people, in addition to acts of vandalism and destruction of homes, thefts and confiscations, severe beatings, and the use of citizens as hostages and human shields, in addition to organized terrorist operations and threats that reached the level of murder.

She pointed out that in recent months, extensive field investigations have overshadowed actual arrests, which have been accompanied by crimes no less serious than those faced by detainees in interrogation and detention centers. Hundreds of citizens subjected to field investigations have faced torture, abuse, and assaults of various kinds, affecting all segments of the population, including women, children, and the elderly. The aggression of settlers in various governorates has also contributed to the increased frequency of arrests, particularly in villages close to settlements built on the lands of those towns or areas close to them.

The reality of crimes committed against prisoners and detainees in the occupation's prisons and camps

Regarding the reality of prisoners and detainees in Israeli occupation prisons, the occupation regime has continued to commit all its crimes, which it has escalated in an unprecedented manner since the beginning of the war of extermination. The most prominent of these crimes are torture, starvation, medical crimes, the deliberate spread of diseases and epidemics, and sexual assaults. This is in addition to the acts of robbery, deprivation, humiliation, and abuse that have affected all the needs of the prisoners, in addition to the comprehensive isolation they have faced since the extermination.

The institutions announced the martyrdom of (19) detainees during the first half of this year, including ten detainees from Gaza, and nine from the West Bank, including the child Walid Ahmed from the town of Silwad.

The institutions documented hundreds of testimonies and affidavits from prisoners and detainees inside detention centers and camps, as well as from released prisoners, which reflected the level of horrific crimes and atrocities committed against them. The testimonies of detainees in Gaza remain the most severe and harsh. Over the past months, the institutions have published dozens of reports and special statements on this matter. The continued spread of scabies (scabies) overshadowed the testimonies of hundreds of prisoners and detainees, which constituted one of the main reasons for the deterioration of the health conditions of thousands of prisoners and detainees. Along with all the aforementioned crimes, it constituted the most prominent challenge facing the institutions in monitoring the health conditions of prisoners and detainees.

The crime of arbitrary administrative detention under the pretext of having a “secret file” constituted the most prominent and ongoing transformation since the beginning of the genocide, as the occupation continued to use it extensively and in a historically unprecedented manner, until their number reached more than (3600) until the beginning of July 2025, including (87) children, and (10) female prisoners, including a girl.

The occupation authorities have historically pursued this crime in an ongoing attempt to impose greater control and surveillance over citizens and rob them of their lives. The majority of those held under administrative detention are prisoners who were previously detained for years, most of which were held under administrative detention. It is worth noting that the number of administrative detainees currently constitutes the highest percentage compared to those detained and convicted, as well as those the occupation classifies as "illegal combatants."

Special data on the period following the war of extermination

The number of arrests in the West Bank, including Jerusalem, has reached more than (18,000) cases. This data does not include the arrests in Gaza, which are estimated in the thousands, while the number of women who have been subjected to arrest and detention since the genocide has reached more than (560). As for children, the number of arrests among them since the genocide has reached more than (1450).

The number of martyrs and detainees who have been killed since the beginning of the genocide, and whose identities are known only, is (73) prisoners and detainees, including (45) from Gaza, noting that there are dozens of martyrs, specifically among the ranks of the detainees from Gaza, whom the occupation authorities continue to forcibly conceal.

Update on the number of prisoners and detainees until the beginning of July 2025

The number of prisoners and detainees in Israeli occupation prisons has risen to about (10,800) prisoners. This number does not include detainees held in camps affiliated with the Israeli occupation army.

- Female prisoners: Their number to date is (50) female prisoners, including two female prisoners from Gaza.

Administrative detainees: By the beginning of July, their number reached (3,629) detainees, which is the highest percentage compared to the number of prisoners arrested, convicted, and classified as “illegal combatants.”

- Detainees classified as "unlawful combatants": Their number reached (2,454) detainees, noting that this number does not include all detainees from Gaza held in camps affiliated with the occupation army. This is the highest number since the beginning of the war of genocide. It is noteworthy that this classification also includes Arab detainees from Lebanon and Syria.
