“The displacement of the population of Gaza to Sinai in 3 stages!” A document revealing a proposal to Israeli Minister of Intelligence

It is possible that this document, which probably will not influence government policy, was written to support the movement and its goals, and therefore reached them as well. In any case, this is a direct continuation of the extremist policy on which the government has relied since its formation.


The Gamliel document addresses three alternatives for the post-war period, but the one that “will lead to positive, long-term strategic results” is the transfer of Gaza’s population to Sinai.

The newspaper says that this step will come in three stages: “establishing tent cities in Sinai, southwest of the Gaza Strip, then establishing a humanitarian corridor to help the population, and finally building cities in northern Sinai.”


The newspaper added: “At the same time, a buffer zone several kilometers wide will be established inside Egypt, south of the border with Israel, so that the displaced residents will not be able to return.” In addition, the document calls for cooperation with the largest possible number of countries so that they can receive the displaced Palestinians from Gaza and providing them with aid.


The document also includes criticism of international oversight, and states that this step is better than other options, because fighting after the displacement of the population will reduce the number of casualties. The document also claimed that even before the war, “many Gazans expressed their desire to emigrate,” as it put it. .


Israel's efforts to displace the population of the Gaza Strip were met with official and popular Egyptian and Jordanian rejection, and Egyptian President Abdel Fattah al-Sisi said, "A step like this will turn Sinai into a base for launching attacks on Israel." However, according to the Gamliel document, “Egypt is obligated under international law to allow the entry of fleeing residents,” she said.


For his part, the Jordanian Foreign Minister, Ayman Al-Safadi, warned on Saturday, October 14, 2023, that any move by Israel to impose new displacement on the Palestinians will push the entire region towards the “abyss.”


The website of the Jordanian newspaper Al-Ghad quoted Al-Safadi as saying: “The displacement of Palestinians is a red line, and we will confront it, and the raging war on Gaza must stop.”


Saudi Arabia also announced, on Friday evening, October 13, 2023, its categorical rejection of calls for the forced displacement of the Palestinian people from Gaza.

Egypt sends a new convoy of humanitarian aid to the Gaza Strip

Today (Tuesday), the Egyptian authorities sent a new convoy of aid to the Gaza Strip, which has been suffering from an Israeli siege since October 7, according to a security source told Xinhua News Agency.

UN warns of a severe shortage of basic resources in the Gaza Strip

Today (Tuesday), the United Nations warned of a severe shortage of basic resources such as water, food and medicine in the Gaza Strip in light of the continued Israeli aggression for 18 days, according to what was reported by the German News Agency.


The United Nations Office for the Coordination of Aid Affairs (OCHA) said in a statement that only five of the 24 bakeries contracted with the World Food Program in Gaza are operating and supplying shelters with bread.

It is estimated that more than 15% of internally displaced people suffer from disabilities, but most shelters are not adequately equipped to meet their needs.


The shelters lack the necessary mattresses and medical beds, which causes ulcers and other medical problems that cannot be treated in unsterile conditions. Al-Quds Hospital, which is also located in Gaza City, accommodates more than 400 patients and about 12,000 displaced people. American Press: A Positive Exit Strategy From Gaza

The ground campaign in Gaza has yet to start as I write on October 16. Much of the world’s focus is rightly on supporting Israel’s stated objectives: destroy Hamas and free the 199 hostages. At the same time, Israel must provide for the humanitarian supply of Gazan civilians and take all possible measures to avoid civilian casualties, consistent with both the laws of war and its legitimate military objectives, as Jim Jeffrey laid out in his recent piece in this journal. 

Now there is a third priority: planning for a positive exit strategy from Gaza once Israel completes the military campaign. Recognizing that the kinetic phase (to use US military jargon) may take many weeks, this planning is nevertheless urgent. To contribute to what is an emerging conversation over planning for future Gaza reconstruction and governance, I outline below two aspects: models to avoid; and a good model to adopt. 

After decades of failed international engagement in Gaza, we owe it this time to the Palestinians, Israelis and Egyptians – and to ourselves – to get this right. 


Bottom Line Up Front: The MFO Model

Once the fighting is finished and humanitarian supply is assured, the IDF should withdraw troops from Gaza as soon as their replacement is in place. A lingering Israeli security presence throughout Gaza will not help post-stabilization efforts, though Israel should continue to maintain a corridor into Gaza in support of the multinational missions. The replacement should be two separate missions with two commands under a single head: one is a multinational gendarme force to maintain order and begin training a new Gazan police force; and the other is a multinational civilian governance team to help the Gazans rebuild economically and begin the process of governing themselves politically. 


We cannot repeat two failed prior efforts in Gaza: the Palestinian Authority and the United Nations Relief and Welfare Agency (UNRWA). They have troubled missions on the West Bank in desperate need of internal reform. They must focus on the West Bank and cannot take on a new mission in Gaza with any realistic expectation of success. 


However, both the Palestinian Authority and UNRWA must be consulted frequently, along with Israel and Egypt. The Palestinian Authority must be assured that the ultimate intention of the multinational mission is for Gaza to decide to reunite with a reformed West Bank Authority. That intention must be publicly and frequently stated: the multinational mission cannot be seen as a continuation of any “divide and conquer” strategy separating Gaza and the West Bank. After it is formed and established in Gaza, the multinational mission must be independent of Israel, Egypt and its member nation governments, with frequent consultations with all of the above.  


The positive model is the Multinational Force and Observers (MFO), a non-UN international organization staffed and funded by 22 member states with a strictly defined mandate. The US and Israel should convene a joint planning team now to begin defining mandates for the two missions – a security mission and a governance/reconstruction mission – while recruiting nations for these two new multinational teams. The Negev Forum countries (Israel, Egypt, Morocco, UAE and Bahrain) should be consulted from the early stages of planning. But the key members are most likely to be American friends and allies in Europe, South America and the Pacific. 

 


Refrain from Doing Harm

In chatting with experts over the past week about Gaza, I confirmed what seems obvious: no one in the international community knows very much about the potential politics of a liberated Gaza. So the key becomes choosing the right personnel who can innovate in a fairly unknown and somewhat unpredictable environment. 

Hamas has killed any competitors for leadership. There are vestiges of Fatah support and some supporters of Mohamed Dahlan, the former Fatah security chief from Khan Yunis who lives in Abu Dhabi. Dahlan is preoccupied with his many business interests in the Gulf these days and was seen as corrupt when he exercised power; he is unlikely to want to return. Likewise the al-Shawwa family, the traditional source of Gaza City mayors under both the Egyptian and Israeli occupations from 1949-1995, hasn’t had significant political support in Gaza since the Hamas coup d’etat of June 2007. 


In short, the Gazans post-Hamas may be able to have a fresh start at self-government. But of course they will need a stable security environment and the support of capable, dedicated multinational teams, who are funded and prepared to stay in Gaza to support the locals for many years. As a point of comparison, the MFO recently celebrated its 40th year in Sinai observing and monitoring the Israel-Egypt peace.

The American-Israeli planning team for post-Hamas Gaza should first take an oath to do no harm, and here is what I mean by that. 

 

No Expatriate Rulers 

One lesson from past failures in Gaza, Iraq, Afghanistan and elsewhere is to avoid the well-educated, English-speaking expatriates whom Americans feel will be welcomed by the locals. Everyone recalls Iraq’s Ahmed Chalabi or Afghanistan’s Hamid Karzai, but more relevant here is the PLO return to Gaza in the mid-1990s. They replicated their Tunis seaside villa lifestyle in the midst of Gaza. They set up armed guards on the corniche to prevent the average Gazan from entering the exclusive residential zone of their new rulers. When the Gazans got a chance, they voted the PLO out of power . 

Even the expatriate Palestinian technocrats in the international organizations are bad fits (though some are impressive individuals, for instance, former World Bank economist Salim Fayyad and former IMF economist Jihad al-Wazir). They have no local followings and don’t have the hard experience of building political constituencies. That’s not their training or background. 

Instead of taking the easy way out of town by dumping Gaza on some set of beguiling expatriates, the multinational governance team should be prepared to work with the local Gazans to build governance capacity – over the course of years. 


No Amateurs or Adventurers – and No Consultants Seeking Their Own Business Interests 

As an Arabic-speaking US diplomat I was assigned in 2003 to the Coalition Provisional Authority in Iraq to help build self-government among Iraqis. That mission attracted hundreds of Americans from outside government service, some very well-meaning, but nearly all of whom had no Middle East experience and thus achieved little to nothing in Iraq. Now some of these volunteers over time built a resume of Middle East experience, they learned from mistakes made, including by them, in the US occupation of Iraq. We must also avoid the Washington consultants, and current government officials who will exit the revolving door into their former consultancies, who always try to tie anything Middle-East related to the Saudis, because they want those ties for their own private business interests.

On one of last Sunday morning talk shows, I heard one such person say that the way to really defeat Hamas was to achieve Israel-Saudi normalization. I felt a familiar chill creep my spine – this was the kind of talk that after 9/11 had the US invade Iraq, a country that had nothing to do with 9/11. Saudi Arabia – Israel normalization likewise is a completely different issue from rebuilding Gaza. 


Let’s allow Saudi-Israel normalization to develop gradually, maturing from mutual Israel-Saudi interests rather than US inducements. Normalization will be best achieved through private sector contacts that produce benefits seen by the Saudi people. Let’s not try to force it into the Gaza project because some people want to benefit personally from Saudi ties.


So who then?

Governmental and non-governmental organization professional staff – in the US, Europe and a few other places – may not have effective lobbies or media appeal, but they (and especially those with prior Middle East experience) are the most likely to succeed in helping Gaza become self-governing. Among this cohort are many who don’t have the right skill sets for the Gaza mission. Personnel recruitment and selection will be the most important initial step in planning. 


On the civilian governance side, the multinational team will need to be able to bring in a wide variety of expertise, from education to business development, once there is interest by the locals. Again, this cannot be driven from outsiders, including West Bankers. The pace and intensity of engagement has to be dictated by local Gazans and the process could take many years. But identifying and recruiting expertise should begin early in the planning process. 


The MFO has worked effectively for over 40 years and it is the right model for Gaza. There are no Israeli or Egyptian staff in it, nor should there be in the Gaza missions. The MFO security team is usually headed by a non-American military officer while the civilian side is headed by an American diplomat seconded to the mission. The entire staff are government professionals from MFO member countries. 

Now, the Gaza reconstruction mission will be much more complicated than the MFO border monitoring mission. But some MFO elements are directly applicable : funded by member states and intended to be in place for years with no pre-planned end date, and staffed strictly by professionals. 

No one knows what to expect precisely from a post-Hamas Gaza. But we might be surprised at some of the Gazans’ reactions.

Agricultural Relief monitors attacks by the occupation and settlers on farmers in Salfit

Agricultural relief crews and volunteers in Salfit Governorate monitored a series of repeated attacks committed by occupation soldiers and settlers against farmers during the olive harvest season.


Farmers in the villages of Yasuf, Askaka, Kafr ad-Dik, Kifl Hares and Marada, in addition to the city of Salfit, were subjected to a series of attacks. They included beating and shooting at farmers, injuring a number of them, stealing crops, and cutting down trees, with the aim of intimidating them, expelling them, and preventing them from carrying out their work of picking olives under the protection of the occupation army.


It is noteworthy that the farmers of Salfit Governorate are repeatedly exposed to attacks, which have increased in frequency during this season. Salfit Governorate is considered one of the largest olive oil producing governorates in Palestine, and the area of its lands planted with fruitful olive trees is estimated at about 43 thousand dunams, most of which are located in areas classified (C) and close to Settlements and bypass roads.


Salfit Governorate suffers from the encroachment of settlement projects, and its agricultural lands are constantly subjected to bulldozing and confiscation for the benefit of settlement construction. It is also exposed to attacks from settlers who periodically steal crops, break and burn trees, and shoot at farmers under the protection of occupation soldiers.


It is noteworthy that the olive sector in Palestine is the largest agricultural sector, and more than 110,000 Palestinian families make a living from this sector. It is also considered one of the traditional sectors that distinguish the Palestinian people through the means and methods of harvesting, which usually produce high-quality oil varieties that are marketed and consumed locally. And internationally.


Agricultural Relief considers that the conflict based on the olive tree, with its symbolism, is a conflict over land, and for this reason it organizes many campaigns and events during the olive season under the title “We Are With You Campaign” to help them and strengthen their steadfastness on their lands by mobilizing volunteers and distributing production inputs to them.

There was a time when the “Arab-Israeli conflict” concerned Arabs and Israelis. But over the years it has been renamed. The media are telling us today that this is a “Hamas-Israel conflict”.


But what went wrong? Israel has simply become too powerful.

The supposedly stunning Israeli victories over the years against Arab armies have emboldened Israel to the point that it has come to view itself not as a regional superpower, but also as a global power. Israel, by its own definition, has become “invincible.”

This terminology was not simply a tactic aimed at breaking the morale of Palestinians and Arabs. Israel firmly believed in it.

Israel’s “miraculous victory” against Arab armies in 1967 marked a turning point. Israeli Ambassador to the United Nations Abba Eban then declared in a speech that “from the rostrum of the United Nations, I proclaimed the glorious triumph of the Israeli Defense Forces and the redemption of Jerusalem.”


According to him, this could only mean one thing: “Never has Israel been so honored and revered by the nations of the world.”

The sentiment expressed by Eban was echoed throughout Israel. Even those who doubted their government's ability to completely prevail over the Arabs joined the chorus: Israel is invincible.

Little rational discussion took place at the time about the real reasons for Israel's victory and whether that victory would have been possible without Washington's absolute support and the West's willingness to support Israel at all. any price.

Israel has never been a victor knowing how to restrain itself. As the size of the territories controlled by the small, triumphant state tripled, Israel began to strengthen its military occupation of all that remained of historic Palestine.

Obama warns some of Israel's actions in Gaza may backfire

Obama condemned Hamas' attack and reiterated his support for Israel's right to defend itself, while cautioning about risks to civilians in such wars.


It was not clear whether Obama had coordinated his statement with U.S. President Joe Biden, who served as his vice president for eight years.


During his presidency, Obama often backed Israel's right to self-defense at the start of conflicts with Palestinian Islamist group Hamas in Gaza, but quickly called for Israeli restraint once Palestinian casualties mounted from airstrikes.

Gaza, a 45 km-long (25-mile) strip of land that is home to 2.3 million people, has been ruled politically since 2007 by Hamas, an Iran-backed Islamist group, but faces a blockade from Israel.

The Obama administration sought, but ultimately failed to broker, a peace deal in negotiations between Israel and the Palestinians.

Since taking office in early 2021, Biden has not tried to resume long-stalled talks, saying that leaders on both sides were too intransigent and the climate was not right.

Obama and Israeli Prime Minister Benjamin Netanyahu had a testy relationship when Obama was in office, including when Obama's administration was negotiating a nuclear deal with Iran. Biden, as Obama's vice president, often acted as a mediator between the two men.

Palestinian prisoner dies in Israeli jails 2 weeks after his arrest

Palestinian administrative detainee, Omar Hamza Hassan Daraghmeh, died in Megiddo Prison last night in mysterious circumstances, the Palestinian Information Centre reported.

The Prisoners and Ex-Prisoners’ Affairs Authority and the Palestinian Prisoners Society said in a joint statement that the Israeli occupation arrested 58-year-old Daraghmeh, along with his son Hamza, on 9 October, and placed them under administrative detention – without charge or trial – for six months.

The statement pointed out that a court session was held for Daraghmeh earlier today via video conference in the Ofer Military Court, in presence of his lawyer, Ashraf Abu Sneineh, who asked him about his health and he replied that he was in good health.

The statement stressed that the Israeli narrative about the circumstances of his death was and will remain questionable.

The joint statement held the occupation fully responsible for the crime, which first began with Daraghmeh’s administrative arrest without charge, under the pretext of a “secret file.”


Several detainees who have recently been detained confirmed that they were subjected to severe abuse and beatings. 

Political experts have said the increase in Israel’s arrest campaign in the occupied West Bank is an effort to ensure it has a large pool of Palestinians should a prisoner swap deal be made with Palestinian resistance in Gaza who are currently holding more than 200 Israeli prisoners of war.

ICJ sets a date for sessions on the legal consequences of Israeli occupation of Palestine

The International Court of Justice decided to hold public hearings on a request to express an advisory opinion regarding the legal consequences arising from Israel’s policies and practices in the Occupied Palestinian Territory, including East Jerusalem.


The court said, in a statement on its official website, today, Tuesday, that the hearings will open on Monday, February 19, 2024, at the Peace Palace in The Hague.


On December 30, 2022, the United Nations General Assembly voted in favor of a resolution calling on the International Court of Justice to issue a fatwa on the issues of the legal consequences arising from Israel’s continued violation of the right of the Palestinian people to self-determination, and its long-term occupation and colonization of the Palestinian territories occupied since 1967. And its annexation, including measures aimed at changing the demographic composition, character and status of the city of Jerusalem, and its adoption of discriminatory legislation and measures in this regard.


The fatwa also concerns how Israel's policies and practices affect the legal status of the occupation and what the legal implications of this status are for all countries and the United Nations.


In an order dated February 3, the court confirmed that “the United Nations and its organizations are member states, and the observer state of Palestine, is able to provide information on the questions submitted to the court for an advisory opinion, and set July 25 as a deadline for submitting written statements on the questions.” 57 written statements were submitted to the Registry within that time limit.


Pursuant to the same order, the Court set October 25 as a time limit within which States and organizations that have submitted written statements can submit written comments on written statements made by other States or organizations, in accordance with Article 66, paragraph 4, of its Charter. Anyone who thinks that the occupying state, through the genocidal war it is waging primarily against the Gaza Strip and in the West Bank, will lead, as it says, to eliminating the Hamas movement and the resistance and wiping it out of existence, is mistaken, and that the goal of this aggressive and criminal war is against the resistance, and not against the Palestinian people, as the state claims. The occupation and its media used to serve it.


The resistance is a broad, popular extension. The resistors are the people of the Gaza Strip, and this means that it is a resistance with popular roots. This means that it is not possible to defeat a people demanding their legitimate national rights to freedom, independence, and getting rid of the occupation.


We say this based on the history of the peoples and the world revolutions that triumphed over Western colonialism and America, because it is the armies that are defeated, not the peoples, and the best evidence of that is what happened in Iraq and Afghanistan, where the occupation forces dragged their tails and fled from Afghanistan despite the strength and military equipment they possessed. However, it could not continue its occupation in the face of the will of the fighters who have popular extensions, and the same is true in Iraq and in the future in Syria, Libya, and all the Arab regions where there are American and Western forces and bases.


In the past, the defeat of America and France in Vietnam, as well as Japan in China, were all indications that peoples are not defeated, but rather defeat the aggressor, colonizer and settler, as happened in Algeria with its one and a half million martyrs.


Our Palestinian people, who have been struggling for their national rights for more than a century, cannot be defeated or their resistance defeated, no matter how intense the aggression is and no matter how much America and the colonial West support it, because this resistance has long and deep roots among our people.


It is true that the aggressive war being waged with American and Western participation against Gaza and the West Bank can be weakened in the foreseeable future, but it cannot be defeated or eradicated as the occupation authorities and their Western allies claim.


Even if we assume for the sake of argument that the resistance has been defeated, which is unlikely, the resistance will rise again and repeat the process once, twice, three times, and perhaps more until its goals of complete freedom and independence are achieved.


Hence, the occupying state and its Western allies, led by America, have no choice but to actually and practically acknowledge the national rights of our people and work seriously and on the ground to establish an independent Palestinian state with Holy Jerusalem as its capital, and not to repeat the farce of the two-state solution and that this solution will be later and not sooner, and its goal is Throw ash in the eyes.


Accordingly, the West’s colonial tone regarding the Palestinian people’s right to freedom, independence, and a decent life are nothing but attempts, for some Arab and Islamic regimes to continue pinning their hopes on America and the West and betting on them, is a loser by all standards.

It used the American veto once against the Brazilian draft resolution, the American-British-French veto again against the Russian draft resolution, and the upcoming Russian veto against the American draft resolution, which includes condemning the Hamas movement and the so-called “Israel’s right to defend itself,” and demanding the release of prisoners without conditions.


The peace summit held by Egypt also failed as a result of disagreements between two groups: in the first group there are mainly the West, which participates in or covers up the war of extermination, and in the second group there are mainly Arabs who oppose displacement and are helpless in the face of the continuation of the aggression and without opening the Rafah crossing; Because the entry of 20 trucks and then 15 trucks since the beginning of the war until now is not called the opening of the crossing, but rather a dusting of ash in the eyes. The Gaza Strip was entered daily by 500 trucks, including food, drink, fuel, and various humanitarian, living, and medical needs. In order to survive, it needs the entry of 200 trucks at a minimum. At least daily.


The goal of all actions at all levels must be to stop the war immediately, before facing the risk of displacement and providing humanitarian aid. Because stopping the war is what leads to stopping displacement and the flow of humanitarian aid. As for the continuation of the war in light of the continuing horrific killing rates (more than 300 martyrs per day), it is what opens the door to displacement and humanitarian disasters.


War objectives

Israel is still confused about the political goal of the war, and is living in a state of chaos, to the point that there are increasing demands for Netanyahu’s resignation and for him to bear responsibility for the war, fueled by the fear that his personal interests are what push him to prolong the war and make reckless decisions, and this is happening for the first time during the war. Usually, accountability and reckoning took place after the war ended, as happened with Golda Meir, who resigned several months after the October 1973 War.


In the beginning, they acted on the basis that the goal was to erase the Gaza Strip from existence, by displacing its population to the Sinai desert in implementation of a new, old plan that was proposed for the first time in 1953, and renewed in 1968, 1970, 2000, 2010, 2012, and 2018. It failed previously and could be failed again.


The displacement plan was crystallized based on the Giora Eiland project, the former Israeli National Security Advisor, who proposed the idea of his project in the year 2000, crystallized in the year 2004, and was fully presented in the year 2009, which is based on expanding the Gaza Strip at the expense of Sinai in exchange for land from the Negev that is included in Egypt. . A few days ago, he called for the temporary displacement of the entire Gaza Strip to Sinai, and for the return of the displaced after the elimination of the resistance.


There is a variable in the plans proposed now, which is to reduce the area of the Gaza Strip, and to establish buffer zones that become larger or smaller according to those adopting them, between those who want the entire Gaza Strip as a buffer zone, and those who are satisfied with expanding the buffer zone by tens of kilometers or more.


If the plan to displace Gaza was frozen or even temporarily failed due to the Arab and international opposition, especially Egyptian and Jordanian, it was replaced by the plan to displace our people from the north of the Gaza Strip to its south, and if the barbaric war continues for weeks, a month, two months, or three, as Yoav Galant, Minister of Defense, said Israel, and in some estimates for years, as Benny Gantz, the Minister Member of the Military Council and head of the Zionist Camp (the rising party in the current war, which has a third of the seats in the Israeli Knesset in the polls), said to the American President during his participation in the Israeli Military Staff meeting, with the continued entry into Humanitarian aid is on the way, the approaching winter, and the continuation of the war of extermination, and in light of the bombing targeting those displaced from the north to the south, displacement may become a reality. Because it will be a way for Gazans to survive.


As for the goal of liquidating the Hamas movement, it is not clear how Israel will seek to achieve it. There are those who interpret it as overthrowing its rule and ending its ability to resist, and there are those who intend to literally eliminate it, and there are those who are “deigned” and ready to distribute the fighters, leadership, cadres and members of “Hamas” to the Arab countries, as happened after the Israeli invasion of Lebanon, when the organization’s leadership, cadres, and fighters were distributed among a number of Arab countries, forgetting that the resistance fighters were in their homeland and among their people, and that they had begun the war for the first time with a historic victory.


These people deceive themselves when they imagine that a decisive Israeli victory will inevitably come, and they ignore that no one can defeat the resistance of a people determined to survive, steadfast, and resist until achieving its goals and national rights. It can be weakened, but it cannot be defeated, and the weak party wins if the strong party does not achieve its goals.


Temporary administration, or the return of Authority to the Gaza Strip, or what?

American and Israeli research centers (such as the Washington Institute for Near East Policy, the National Security Research Center, and many others) were active and detailed what was being circulated in the corridors of politics and the Israeli elite, including current and former ministers, such as Avigdor Lieberman, who, along with Danny Ayalon and many others, called for the displacement of our people to Sinai. Opinions differ among them about the strategy for the day after the war. As there is almost consensus that Israel (and there is a declared American position expressed by US President Joe Biden by rejecting the occupation of the Gaza Strip and agreeing to eliminate “Hamas!”) 


Will Palestinian Authority return to Gaza?

There is an Israeli-American, American-American and Israeli-Israeli dispute between those who want to rehabilitate the authority so that it is able to rule Gaza after the defeat of the resistance, and what is meant here is to transform it into a completely puppet authority, and those who refuse its return, either because it (i.e. the authority) is corrupt and incapable and does not have the will and ability to implement What is required of it, and it failed in the West Bank and will fail in Gaza, so it must be rehabilitated or rebuilt first before thinking about returning it to Gaza, or because the return of authority is completely rejected. Because it reconnects the West Bank with the Gaza Strip, and revives hope again for the establishment of a Palestinian state after the Israeli governments succeeded in separating them, and buried the option of establishing a Palestinian state or the so-called “two-state solution.”


In the projects currently proposed, within America and Israel, almost no one talks about the two-state solution now. Rather, its supporters demand that the political horizon be kept open, under the pretext that they will achieve it in the long term, and they are deceitful. Because their verbal adherence to the two-state solution aims to arm their Arab allies with a position that they will use in front of their people, while its proposal practically helps them achieve Israeli goals, and never opens the way to the two-state solution, but rather throws dirt on its grave.


Only the defeat of aggression opens the way to the political horizon and the achievement of freedom and independence, as well as to negotiations that start from a position of strength and not from weakness, failure, and surrender.


At the end of this part, we pose the following question: Will the Authority accept returning to the Gaza Strip on the back of an Israeli tank? Although, if it does so, it will no longer be a national authority and will not represent the Palestinians, but rather it will turn into a completely non-national authority.


The Palestinian Authority faces the moment of truth

Help Israel achieve its goals: the continuation of the Palestinian division, and the continuation of the official leadership’s pursuit of false illusions and lost bets that led it to coexist with the fait accompli created by the occupation, in which there is no political horizon, no negotiations, and no final solution, but rather its ceiling is economic security, and among the conditions of Handing over Gaza to the Palestinian Authority - for those who agree to this - to leave the position of neutrality that it has taken since the outbreak of the war and not to explicitly condemn Hamas, and to activate security cooperation and its policy against the resistance.


Immediately taking these steps blocks the path to achieving the goals of aggression, and doubles the possibilities and capabilities of victory. Continuing the neutral position as it is under the pretext of sparing our people from disasters will not achieve this. Rather, it will lead to increased pressure to respond to the American and Israeli demands that urge the Authority not to be satisfied with neutrality and to control the West Bank (refer to Ghaith Al-Omari’s article entitled “How did the Palestinian Authority fail its people?” ", published on the website of the Washington Institute for Near East Policy, dated October 19, 2023). Rather, it must side and explicitly condemn Hamas, completely lift the cover on it and the resistance, and transform into a completely puppet authority.


It is not an exaggeration to say that the plans drawn up for displacement, annexation, and Judaization also include the West Bank, and the 48 areas, and what is happening in the West Bank in terms of closures, arrests, and barbaric attacks by settlers and occupation forces, and the massacres in which 95 martyrs have been killed so far since October 7, is evidence of that.


The authority’s neutral position makes it lose its remaining legitimacy

The continuation of the neutral stance will cause the leadership to lose its remaining legitimacy, popularity, and credibility, and will push more civilian and security elements in the Authority and the Fatah movement, especially if the war of extermination continues and the humanitarian catastrophe deepens and expands, to break away from it and join the people, and this could lead to the weakening of the Authority and its subjugation even more of the occupation, and perhaps its collapse, or its division and fighting between two client and national parts. What is required is for the leadership and authority to escalate their position by exercising the right to self-defense, and not be satisfied with repeatedly adhering to the right and verbally condemning the war of genocide and displacement.


Temporary or permanent administration for Gaza?

There are ideas on the table, such as creating a special security system or a temporary administration for Gaza (see the article by Dennis Ross, David Makovsky, and Robert Satloff, entitled “Israeli War Goals and Principles of Administration in Gaza in the Post-Hamas Period,” published on the Washington Institute’s website , dated October 17, 2023. We know how temporary turns into permanent. The transitional phase in Oslo is supposed to have ended in May 1999, but it is still in place, and the transitional solution is intended to be eternal.


There is an effort to involve the Arab countries in shaping the future of the Strip that have established or are about to establish normalization with Israel, as well as the United Nations. In this context, ideas are being raised about irregular Arab forces alone or with the participation of international forces led by a Western person. 


This is all a pipe dream; Because the United Nations is not exclusive to Western countries. Rather, there is a majority in its institutions, including the Security Council, that will not agree with the hostile goals and plans aimed at liquidating the Palestinian cause. Rather, it will support and defend the Palestinian right, even though it is unable to stop the war and deliver humanitarian aid.


The ground war and the opening of the northern front

Despite the Israeli decision to wage a ground war because without it, a decisive victory over Hamas cannot be achieved, and without this victory, Israel will lose its strategic position and become a “slave” to all its enemies, the war has not yet begun.


The delay in the ground war is due to the following reasons:

First: The occupation forces fear that heavy losses will occur among their ranks due to surprises prepared by the resistance, such as the surprise that shook them in the Al-Aqsa flood. Therefore, they need time to obtain intelligence information and for American forces to arrive in the region, with the increasing possibility of opening other fronts.


Second: Continuing the scorched earth policy that has reached the point of continuing and escalating mass massacres, and making areas unlivable for a long period, until the occupation forces ensure that their losses are reduced, while the destruction and demolished buildings, as military experts say, may deprive the resistance of a heavy human presence, but it provides barricades that will help the resistance fighters and enable them to inflict heavy losses on the Israeli forces. Every resistance fighter in urban warfare is a defender hiding in a fortified bunker underground or above it. He knows the battlefield well and is fully prepared for it. According to experts, he needs 26 attacking soldiers for equality to occur between the two teams.


Third: Fear of the possibility of expanding the limited war on the northern front after it became clear that Hezbollah will not allow the resistance to be defeated, so it resorts to gradual escalation in its war, in proportion to the progress of the war, and the moment it feels that the resistance will be broken, it will not hesitate to expand the war. Even if this leads to a regional war with the entry of other fronts, Syrian, Iraqi, Yemeni, and finally Iranian, while I estimate that expanding the limited war in the north will contribute to stopping the war on the Palestinians, it will more than open the way to a regional war, which no one wants; because it is destructive and its results are not guaranteed.


Fourth: The Israeli government’s trade-off between initiating a pre-emptive strike against Hezbollah (being the second target of the Israeli war); Israeli and American sources indicated that the Israeli Minister of Defense called for a preemptive strike, but the American administration opposed that, and between starting the ground war in the Gaza Strip, and preparing at the same time to expand the war on the northern front.


Fifth: The pressure of the United States and the countries that have prisoners in the hands of the Palestinian resistance to delay the ground war, in the hope that it will be able to release them, especially since the resistance was good at using this card, and appeared humane and responsible and not ISIS, as stated by Abu Ubaida, the spokesman for the  Al-Qassam Brigades, when he announced that the civilian prisoners of other nationalities are guests, and will be released when appropriate conditions exist, and here negotiations are underway to stop the war for several hours, and perhaps for days, so that the resistance can release them.


The best way to conclude the article is what was stated in the article by Thomas Friedman, the American Zionist journalist close to the Biden administration. He said: “Seizing Gaza without linking it to a completely new approach regarding the settlements, the West Bank, and the two-state solution would be a disaster for Israel and a disaster for America,” and added: “It may lead to igniting a global fire and blowing up the entire structure of the pro-Washington coalition that the United States has built in the region” that was engineered by Henry Kissinger since the end of the October War in 1973, it “could otherwise irreparably damage Israel... threaten Jews everywhere and destabilize the entire world.”


It is clear that they did not and will not heed Friedman's advice, and therefore if they do not deter and stop the war, what he warned about will happen, and more than that, Israel will face defeat. Because the Palestinian people only have the option of steadfastness and victory, knowing that the war has Arab, regional and international extensions, and falls, with or without planning on its part, into the global struggle to draw the map of the region and the world, and to lead the next world order, and that tomorrow is near.

The prime minister's office said that the spouses of the two detainees "are still being held by the cruel terrorist organization along with other abductees, and we will continue to work in every way for their return."

The development comes days after two U.S. hostages were released Friday via mediation by Qatar. Then too Hamas had also credited Egypt and other unspecified nations for their efforts in achieving an agreement.

Earlier, on October 11, the Al-Qassam Brigades published footage of what was purported to show the release of "an Israeli settler and her two children." It was unclear when the video was shot and the IDF dismissed the move at the time as "theatrics."


In its latest figure, the IDF has said Hamas took 222 people hostage during its October 7 surprise attack on Israel. The Al-Qassam Brigades has estimated it held between 200 and 250 prisoners, most of them in Hamas custody, and the rest in the hands of other Palestinian factions in the Gaza Strip.


As Israel presses on with a historic bombing campaign against the densely populated Palestinian territory, the Al-Qassam Brigades has stated that 22 detainees had been killed in Israeli airstrikes, a claim also met with skepticism by the IDF. The group has also said it was willing to release non-Israeli captives once it was safe to do so.

The Qamat Foundation for Documenting the Palestinian Struggle confirmed on Monday that the Facebook and Tiktok platforms had deleted visual productions documenting several stages of the Palestinian struggle.


"Qamat" said in a statement, "What the Facebook and TikTok platforms did in terms of deleting several productions or preventing their publication, and the matter reached the point of deleting Qamat's Facebook page, comes within the framework of fighting the documentation of the experiences of the Palestinian struggle."


"Qamat" confirmed that this "also comes within the framework of the digital fight and annihilation of Palestinian struggle content and the attempt to silence the Palestinian voice, in contravention of the importance of Palestinian rights and self-determination digitally through the virtual or digital world."


It is noteworthy that the Qamat Foundation was launched about six years ago to produce content that documents important stages in the history of the Palestinian struggle, whether by shedding light on specific issues or struggling figures.

Netanyahu entourage are running a campaign against the ground invasion

Campaign management

The army responded to this campaign by saying that it was awaiting permission from the political leadership to carry out the ground operation. News leaked from his side that Netanyahu met again with retired General Yitzhak Brik, who is considered an outcast in the army, and is one of the most ardent opponents of carrying out an invasion, because it will cost a large number of lives and open a wide regional war on five and perhaps six fronts, namely: Gaza. The West Bank, Lebanon, Syria, Yemen, and perhaps Iran. Brick accuses the Israeli military leadership during the last twenty years of not truly preparing the army to fight a war of this magnitude and challenges. Today, Israel is acting, but it does not have an administration that can perform its duties. This is the trap of 2023.”


The article continued by saying: “This time, despite good intentions, the two consolidation players, Ministers Benny Gantz and Gadi Eisenkot, are leaving a weak impact on the final result, at least at this moment. By virtue of the agreement they signed with Netanyahu, the two men cannot meet with officers outside cabinet deliberations except with the Prime Minister’s permission. 17 days have passed since the criminal attack by Hamas on the Gaza Strip. For families whose loved ones are detained somewhere in Gaza, this is a very long time. This is also a long time for those who bury their dead every day, those who wait for the order in the military units in the north and in the south, and for all of Israeli society. “The Israelis succeed in the challenge.”


Tension between Netanyahu and his Defense Minister

Political sources revealed that the system of relations between Netanyahu and his Defense Minister also makes joint work very difficult. China: Israel's actions "exceed the scope of self-defense"

Chinese state media reported that Foreign Minister Wang Yi told his Israeli counterpart Eli Cohen in a phone call on Monday that Beijing would do its best to contribute to Palestinian-Israeli reconciliation.


The media also quoted him as saying that China would strongly support any decision that leads to peace, and he described the conflict as “a major choice between war and peace,” according to what was reported by Reuters news agency.


Wang also called on Israel to take effective measures to protect the safety of Chinese citizens and institutions there, adding that "all countries have the right to self-defense, but they must abide by international humanitarian law and protect the safety of civilians."


China condemned acts of violence and attacks on civilians in the conflict, and while Wang declared that Israel's actions "go beyond the scope of self-defense," he did not mention the Hamas movement by name in his statements.


Security and efforts to stop war and promote peace, not weapons or geopolitical calculations.


Wang said China calls for a “more decisive, more effective and broader international peace conference” to be held as soon as possible to promote the resumption of peace talks between Israel and the Palestinians.


He added, "The UN Security Council must carry out its responsibility effectively, the international community must move quickly, and countries outside the region, especially the major powers, must be objective and impartial."


The crisis has placed China and Russia in separate camps from the United States on the conflict.

China and Russia share the same position that the legitimate national rights of the Palestinian people have not been met. While the United States condemned the Hamas attack, it fully supports Israel's right to defend itself.
